【Global terrorism is local in its consequences, and it is national police forces that shoulder much of the responsibility for dealing with terrorism. This working group is devoted to how police forces can fight terrorism within the rule of law, and how international co-operation can improve their effectiveness.】

【In the struggle against terrorism, good intelligence is key. At the same time, many intelligence agencies have found it difficult to adapt to the challenge. This working group deals with the reform of the intelligence services, and how international co-operation could improve their effectiveness.】

With the CIA for thirty-five years, he helped oversee the CIA's espionage operations. Formerly the agency’s deputy director for operations.

* Haering, Barbara
Member of the Swiss Parliament
Member of the federal oversight committee for the Strategic Intelligence Service. Vice-president of the OSCE Parliamentary Assembly.

* Hurley, Michael
Senior Counsel and director of the counterterrorism policy review team for the 9/11 Commission
Operations Officer in the CIA’s Directorate of Operations (deployed in Afghanistan in 2001-2002). Formerly Director at the National Security Council.

Deputy head of the Jaffee Center for Strategic Studies, Tel Aviv

Former Head of the French External Security, then defence adviser to the French Government in charge of reorganizing military and space intelligence.

【Terrorists do not function as conventional armies. They rarely wear uniforms and hold territory. Any potential role for the military in responding to the rise of global terrorism, therefore, requires continuously evolving approaches as part of a comprehensive strategy. This working group focuses on the role and the limitations of military force in confronting terrorism.】

Formerly with the UN Special Representative for Children and Armed Conflict, she is an expert on civil-military relations and peace-keeping (especially in Africa), as well as child soldiers.

Former participant in several military peace operations, including as a forward air controller during the Kosovo conflict. Main interests are peace-keeping, African security, intervention and terrorism.

Formerly a Senior Research Fellow at the International Policy Institute at King’s College, London. Served in the National Security Council Secretariat in the Indian Prime Minister’s Office during the Kashmir crisis. Author of India’s Maritime Security (IDSA 2000). Senior lecturer at Monash University, Australia
Former senior terrorism analyst with the Australian intelligence service. Expert on extremism and terrorism in Asia, religiously motivated terrorism and counter-terrorism.

Senior Vice President, Center for American Progress and Director of its Fellows Program
In addition to positions at the Center for American Progress, is Director of the Open Society Policy Center. Served in the federal government in the Clinton, Nixon and Johnson administrations, most recently as Director of the Policy Planning Staff at the Department of State (1998-2001). In the Clinton administration, was also Special Assistant to the President and Senior Director for Democracy at the National Security Council.

【No terrorist organisation can operate without financial resources. This working group debates the most important measures that need to be taken by governments and the financial community in order to make it more difficult for terrorist organisations to fund their activities.】

Focuses on terrorism and intelligence issues. Co-authored Masterminds of Terror (Mainstream 2003), which contains the only interviews ever conducted with some of the principal organisers of the 9/11 attack.
