Councilor Fujita: I'd like to talk about the origin of this "War on Terror" today. Back in November at the House of Councilors plenary session, when the legislation on refueling mission was sent from the House of Representatives, my first question to you was as you probably remember, whether if terrorism is a crime or a war. Quite simply, the origin of this legislation related with terrorism is 9/11. Was 9/11 committed by Al Qaida, and/or solely done by Al Qaida alone? Also what are the grounds for you to say so?

As far as I could see when I read the record of the deliberations, the reply from your administration was nothing like, "We have these physical evidence" or "we have the report of our investigation that shows it..." but "Because President Bush said so" or "Mr. So & So said so, that's why Al Qaida was the culprit." I could not get any answer which is objective or compelling.

I'd like to ask you again, I'd like to hear your answer Prime Minister whether if 9/11 was done by Al Qaida or by Al Qaida alone, and the reason why you say so. I'd like PM Fukuda to answer this who was then Chief Cabinet Secretary.

PM Fukuda: As the Government of Japan, we have exchanged various information with relevant bodies of the US Government since 9/11 at various levels. Based on our comprehensive examination of private information and published foreign government/s' reports we have obtained, we understand that 9/11 was committed by the international terrorism organization called Al Qaida.

Councilor Fujita: You say based on private and published information, this is the first time I heard that. But what kind of investigation did you conduct? 9/11 was a crime, therefore you need to investigate by our Police or intelligence body and so forth. This is a crime...There was that Mr. Nagai's case who was killed in Myanmar recently. Then you go and investigate. On 9/11, there were about 20 Japanese victims. Therefore you need to do some investigation. Please tell us what kind of direct and indirect investigation you had which lead you to conclude Al Qaida was the culprit. I believe you know this very well because you were the Chief Cabinet Secretary then.

PM Fukuda: Upon 9/11, the Government sent the International Terrorism Emergency Deployment Team of the National Police Agency to the Task Force created at the Consulate General in New York in order to collaborate with the US executive bodies and collect information regarding the missing Japanese citizens and their identification.

Councilor Fujita: It seems the Minister of Foreign Affairs is waiting, so I'll ask another one related to that. I've heard that there were over 20 victims of this crime, and most of them were working in New York. Also I heard two of them were on board on the planes out of those four allegedly hijacked aircrafts. Precisely speaking, how many Japanese died, and especially, how many were on board, also how did you verify them? I'd like to hear the answer from the Foreign Minister. I gave him prior notice.

Minister of Foreign Affairs Kohmura: Regarding the multiple and synchronized terrorist attacks on September 11, 2001, thirteen victims whose bodies were found and eleven victims the US court declared dead, total of twenty four Japanese perished on the day. We understand that two of them were on board the aircrafts.

Councilor Fujita: Could you tell me the flight numbers of the aircrafts they were on board and how you examine and verify their bodies?

Director Tanizaki of Bureau of Consular Affairs, Ministry of Foreign Affairs: I will answer that question cause it's on details. As the Minister replied, two out of those twenty four were on board. One of them was on United Airlines 93, the other was on American Airlines 11. As for the means we used to verify their bodies, of these two victims, I do not have the actual data with me. Therefore I cannot give you the answer. However we received a report from the US authorities, and as common belief, we understand that they conducted DNA test to determine their identity.

Councilor Fujita: You say you don't know about the victims of this crime because you don't have the data. And you say you "understand they did DNA test." That doesn't mean that you verified, does it.

What I wanted to ask you today is that this is a crime. With a crime, you are to investigate. So you, as the Government, have the obligation to report to the victims. Also, if you obtain any new information...I mean, not only holding a memorial service every year on the anniversary, I hope you have done things properly. Have you, over these six years, including reporting to the victims' families, Minister Kohmura?

Minister Kohmura: As for the confirmation of the safety of the Japanese... we answered you all right? We have reported and supported the victims' families closely. Especially with verifying the bodies, and providing the information on how to claim the compensation money supplied by the US Government, we helped them promptly. Also we offered our support in arranging the cremation for the families of thirteen victims whose partial remains were found. In addition, we've been supporting the families who have been attending the memorial ceremony held at the World Trade Center Ground Zero on 9/11 every year ever since.

Councilor Fujita: While my time is limited today, I dare to point out that there have been so many questions and information raised and presented from around the world regarding 9/11. Some influential leaders of the world are also questioning 9/11. Considering that reality, if the Government of Japan takes its responsibility to the victims, and while it determines that Al Qaida committed this crime, but when there are many questions about that, I believe it is vital for the Government to deny any allegation of theirs by verifying this origin of the "War on Terror." I'd like to ask some questions from that viewpoint.

First, the Pentagon. Please look at the panels. I have given copies of the same photos to the Cabinet members. I'll show you the images gathered and presented as concrete evidence. This first one is a composite image that shows an aircraft of this width crashed into the Pentagon. B757 is pretty large an aircraft which is 38m wide. However, as you can see here, the hole it created is this small despite the size of the aircraft. There's no hole with the width of the aircraft.

The second photo shows firefighters in Washington D.C. battling the fires. There again, we don't see any sign of the damage that matches the width or the height of the tail. Also there was no wreckage on the lawn in front of the building.

The third photo, this is also from the Pentagon. There you can see the caption on the top that says the roof is intact, over the image taken from the American TV. To sum up, despite the plane crash, we do not see any big enough damage nor trace.

The next photo, you can see a hole there. As you Minister Ishiba should know very well, the Pentagon is a very solid building of pentagonal shape with some layers(rings). And the plane went through them.

As you know, planes are made with light materials so to speak, in order to make them as light as possible. And there's no way that the plane can make holes like them. These are the physical evidence we can see at the Pentagon.

The next one is about how the plane went into the building. In other words, the plane flew from up above, but made an acrobatic U-turn, and crashed into the area opposite from where the Defense Minister was, into the section that had been just renovated and reinforced.

Among the data I have given you, please look at the one titled "Statements Questioning 9/11" on page......page 5, about the middle. There you can read what a retired US Air Force Captain said. He said, "I flew the two actual aircrafts which were involved in 9/11...I don't believe it's possible for, a so-called terrorist to jump in a cockpit for the first time, of a 757-767 class cockpit, fly facing down vertically or like an acrobat." Also, as you know many of the black boxes of the four aircrafts were not recovered.

Although there are over 80 surveillance cameras around the Pentagon, they released images from only five of them and others are not out to public.

Anyhow, as you saw now, excluding the first photo I showed you which was a composite, we haven't seen any image, fuselage, wreckage etc of the aircraft that crashed into the Pentagon at all. This is very weird.

Now, Minister Ishiba, our new Ministry of Defense is located in Ichigaya, Tokyo. In the capital of the state, after the first plane crashed in New York, another plane went into the Pentagon about one & half hours after the first crash. Would it be possible -- can the same thing happen with our building? Also, when you're very knowledgeable about planes, what have you got to say when something like this actually happened? If it could happen in Japan also, considering the aerial defense system of our ally was like that, I'd like to listen to the Minister's thoughts on these case examples I've told you now.

Minister of Defense Ishiba: Please excuse my haphazard response due to no prior notice I received. I understand that the US was taken by surprise tremendously. What they have decided afterwards is, when this kind of incident occurs, we'll send USAF fighter jet after the aircraft, and we might have to shoot it down. I understand that was determined after this incident. However in Germany, I understand that the judge at the constitutional court has found it would be unconstitutional.

Then what about in Japan? Our legal decisions vary depending on which state the plane belongs to, who hijacked it, who is flying the aircraft and what their intention is. If the aircraft is from outside of Japan, this does not fall under that category since interception of airspace violation can be applied with foreign aircrafts. However, it could be difficult to evaluate whether it is an imminent military action against our state just because the plane is rapidly reducing the altitude.

If that's the case, the most we can do within our current legislative system is to order the Japan Air Self Defense Force a public security operation. And then, I think we should discuss about the timing in order to obtain the cabinet approval, also what to do with many innocent lives on board. I believe we've got to deliberate on these issues.

Long time ago, there was a Cessna crashed into the house of Yoshio Kodama. Another case I recall is the All Nippon Airways flight bound to Hakodate, which got hijacked and its pilot killed. It's best these incidents never take place, but we must improve our legislation and bear in mind how to enforce it for various possibilities. Of course I recognize that indicates we need you to discuss thoroughly at the Diet.

Councilor Fujita: Since my time is limited, I'll move on to talk about another issue here. Please see the images from New York. You might have seen this photo of the two towers that hijacked aircrafts allegedly crashed into. It would have made more sense if it was right after the crash, but debris were flying away long after the crash, to quite a distance like 150m away. This is the image that shows debris flying way out as if they used detonation.

The next one I got from a book also shows how far the debris have flown. Quite a distance...various materials flew. The third photo is of the firefighters who actually got involved in the rescue mission talking live on a video. Shame but I cannot show you the video today, so here's the photo of them instead. The translation of a comment from a firefighter there reads, "It was like as if it had...detonate, like there was a plan to take down the building." Also the next one shows the same firefighters testifying they heard detonation going off one after another like "boom, boom, boom, boom, boom!"

In fact, our Government was involved, I mean a team of the Ministry of Land, Infrastructure and Transport and the Fire Department went there to participate the investigation. Some participants interviewed a Japanese woman there. She also told them that she heard detonation going off as she was running away. This is recorded in the report that our team participated.

Now, please look at this photo next. We all heard about the twin towers -- the South Tower and the North Tower collapsed due to the airplane crash. But there was this Building 7 which stood one block away from the first and the second towers. You can see this map that I showed you before to locate where it stood, a block away from the towers. This Building 7 collapsed that evening, seven hours after the planes crashed into the towers on that morning. You can see it very clearly if you watch the video, but it's like this building in this photo which was 40 some storied high, collapsed just like this. It fell down in 5 odd seconds, 5 or 6 seconds.

It means that it fell at the free fall speed in vacuum, that's the speed it fell. Just like the sinking stage of Kabuki Theater goes down so fast. Besides, it fell while keeping its shape as it was, without crumbling into pieces but as it was and symmetrically.

No plane crashed in there. Is it ever possible that this kind of building collapses like that due to fire, 7 hours after? Here is the official 9/11 Commission Report released by the US Government and the Congress in July 2004. This report doesn't have a word about the collapse of Building 7. It doesn't talk about it at all.

Also, there's an organization called FEMA, the Federal Emergency Management Agency. FEMA carried out its own investigation but on their report also, there is no mention about this Building 7's collapse.

There are many people actually insisting that this is very weird, that's including these reports but saying this Building 7 is classic(as anomaly). And they are demanding another investigation for so many victims' sake as well.

Councilor Fujita: I'd like to move on to comment on the put option due to my time is limited. The fact is that prior to 9/11, on weekdays right before that day, some people obtained the put option contracts for United Airlines and American Airlines -- those two of which aircrafts were hijacked, as well as for Merrill Lynch which was one of the major tenants of the Twin Towers, and for another company. I'd like to ask Mr. Asao about this put option later, but it means that somebody made a killing with insider information, the prior knowledge that UA and AA's stocks were going down.

Besides, Ernst Welteke, then president of the Deutsche Bundesbank, equivalent of the Bank of Japan Governor, stated on this fact that somebody have raked it in, saying that many facts were coming out to indicate that those related with the attacks in New York and Washington D.C. were involved in the terrorism insider trading in European stock markets and tried to benefit. Former president of the Bundesbank went that far to say there was mysterious trading on airlines, insurance company, trading company, gold and oil markets right before 9/11.

Now then, Finance Minister, thank you for waiting. You might have not been in charge back then, but this is a significant fact that such a movement of put option was observed. So I'd like to ask you Minister Nukaga, if our Government had any information on this also what you think about it.

Finance Minister Nukaga: I was not holding a post then but I was in Burkina Faso in Africa for IPU(Inter-Parliamentary Union) Conference when I heard the news. I tried to go to the US immediately, but when I got to Paris, I was told that there was no flight to take. Therefore, the facts I've learned are all from the media afterwards.

I've been aware what Councilor Fujita pointed out now was reported in the media. Based on that, the Government urged financial institutions to make it compulsory to verify the identity(of users) and to report any suspicious trading. We reacted by declaring that it is a crime to fund any terrorist organization and by trying to prevent the international financial system from getting abused.

At any rate, terrorism is a vicious and cowardly act, and has to be condemned uncompromisingly. We cannot prevent this kind of terror act by ourselves alone, therefore I believe we have to collaborate within the global community.

*Minister Kohmura raised his hand also but the Chairman gave the floor to Councilor Fujita.

Councilor Fujita: Minister Kohmura, excuse me but I would like to ask Mr. Asao, a financial pundit, about this put option, I mean this cannot be achieved unless involving certain people with various experiences who have information of a large scale. Therefore, this raises a question, whether if a terrorist organization called Al Qaida sitting in the boarder of Afghanistan and Pakistan with its capacity and network could ever carry this out, although I don't know how big a group they are. In any case, I'd like to ask Councilor Asao who's got financial background about the meaning of this awfully large scale operation.

Councilor Asao: I will answer the question. I understand that put option is a product where you buy the right to sell a stock at predetermined price.

I believe the question is about the trading which took place prior to 9/11, when nobody knew about these accidents were to happen, yet there were some people who purchased that right to sell the stocks of United and American Airlines, and it was possible for them to make a huge profit when their share prices crashed after 9/11. Providing there were people who had that information and purchased the option, there is no doubt that it would have been an insider trading, and I understand that would be an extremely serious matter.
