●今年の米国大統領選挙は、８月30日〜９月２日の共和党大会（ニューヨーク）
で同党が小ブッシュを公認候補に指名し、のこり２ヶ月間は“骸骨団”の先輩
後輩となるケリーと小ブッシュが“鍔迫[つばぜ]り合い”ならぬ“唾[つば]競り
合い”を繰り広げ、11月２日（火曜日）の一般投票で勝敗が決する予定……には
なっていますが、周知のごとく小ブッシュ政権は選挙前後に「テロ攻撃」などの
「有事」が起こることを想定し、その場合には戒厳態勢を敷くということで準備
を進めています。
ジョン・F・ケネディ暗殺事件の時のように、小ブッシュが暗殺されれば、そのまま
チェイニーが大統領に昇格して“戒厳態勢の米国”が当分続いていくでしょうから、
ネオコン勢力が合衆国の“ハイジャック”を狙っているなら、小ブッシュ暗殺は最も
手っ取り早い選択でありましょう。 ……しかしこれは露骨すぎるわナ。（苦笑）
ネオコン連中は木偶[でく]人形ブッシュを捨てて、いっそうシオニスト寄りのケリー
に寝返る動きも出ていますが、もし木偶人形の“ダブヤ”ブッシュを傀儡のまま
操り続けたいと望んでいるなら、そう簡単に暗殺などせずに、ゴミの有効利用を
図るはずです。 つまり、国際的にもう一悶着起こしておいて、その責任を
木偶人形に押しつけるというわけ。
●ここに紹介する大統領選挙直前の北朝鮮への軍事挑発計画が、どういう目論見で
行なわれるのかは推測の域を出ませんが、しかし現在すでに北朝鮮はロシア
からも中国からも、はっきりと見捨てられつつある様子なので、米国などは
たとえ軍事挑発で銃撃の応酬程度のことが起きたとしても、大規模な戦闘には
発展しないと高[たか]を括[くく]っているのでしょう。
米国は、イラク侵略統治に失敗して手こずっているので、現在はおそらく
同時に２つの正面戦争を遂行することは困難でありましょう。そうだと
するなら、ホワイトハウスの“戦争売人”どもに合理的な判断能力が
あればこの時期に北朝鮮との戦争を起こして最終的に金正日体制の“首狩り”
（トップリング）やら「大量破壊兵器」の排除やらの、イラクで行なったのと
同じ“外科手術”を行なうのは無謀すぎると考えるはずですが、しかしそもそも
イラク侵略戦争の失敗を認識できずに、突っ走っている連中なので、不安のタネ
は尽きません。

Buried in an article in today's International Herald Tribune, without any particular emphasis, was a significant item of information: -- The United States has scheduled naval exercises off the coast of North Korea at the end of October.

I can imagine only one explanation for a decision to schedule such naval exercises (by definition, optional) at precisely that time. Bush-Cheney-Rove wants to have the option, if Bush's election does not appear assured in the week prior to election day, to either (1) seek to provoke a genuine North Korean attack on an American ship -- and retaliate or (2) in good Gulf of Tonkin style, claim a non-existent North Korean attack -- and retaliate or (3) launch a frankly "preventive" or "pre-emptive" attack against North Korea.

Where such courses of action would lead the region and the world cannot be determined in advance but, presumably, would be of limited concern to Bush-Cheney-Rove. Any of such alternative approaches to war would almost certainly assure the election of the Commander-in Chief on November 2.

North Korea has lashed out at Japan for plans to hold joint naval exercises with the United States near Tokyo to battle weapons proliferation.

A North Korean foreign ministry spokesman accused Japan Saturday, of hosting the exercises at the bidding of the United States and accused it of violating an agreement to work toward establishing diplomatic relations with the North.

Japan says the October drills would be similar to previous exercises held under the U.S.-sponsored Proliferation Security Initiative, in which troops intercept and board ships to practice stopping illegal arms shipments.

North Korea Update :: Agonist exclusive
There are two different naval exercises in the news both being spun by the parties involved.

The first is the massive Russian exercise - A total 75 warships, over 20 aircraft and 30,000 soldiers and experts are taking part in the exercises that began Monday. Personnel and equipment from South Korea and Japan are participating. According to the Russian President the exercise is part of a program to fix the ailing Russian military, though other Russian sources claim the operation will help closer cooperation in the event of a war on the Korean Peninsula producing a surge refugees. While the Japanese claim the operation is designed to improve interoperability in dealing with terrorism, smuggling and at-sea rescues. No matter what the real purpose is the exercise is simply massive. North Korea is not receiving the news well and declined to accept observer status - claiming the exercise only serves to exacerbate tensions on the peninsula.

Meanwhile there is the American exercise planned for the Coral Sea which is aimed at preparing interdiction efforts in case NK tries to export weapons systems by sea as well as put increased pressure on NK. Australia will be hosting the exercise, which is essentially a US show and will involve 11 other nations (mostly in minor roles). Washington has been trying to spin the exercise as not directly aimed at NK today.

In the latest sign that the North Korean nuclear crisis might be on the verge of settlement, Russia has embarked on a joint, 10-day naval exercise with South Korea and Japan. In addition, this Saturday, 30,000 Russian soldiers will carry out a drill simulating a response to a massive flow of North Korean refugees that might take place as a result of a war or a collapse of Kim Jong-il's regime.
