On a plane (no friction), a body is pulled by a string and is moving in a uniform linear acceleration. Magnitude of inertial force and a force originating from the tension of the string (acting on each mass point of the body) are equal. This body is not inertial frame.

However, in free-falling elevator, there is local area where magnitude of gravity and inertial force are equal. And, it is considered to be local inertial frame.
