2017年1月24日夜、大阪市内のアパホテルでは「勝兵塾」が開かれ、元谷代表が130人の参加者を前にあいさつ。「お騒がせしているが、今回のことはいずれ起こると想定していたこと」とした。
元谷代表は「幸い当社は1200万人以上の会員のビジネスユースが大半で、海外の宿泊者の割合は約20％、中国の宿泊者の割合は5％、韓国の宿泊者の割合は3％である。そのため、今回の件による営業上のダメージはないと元谷代表は強調した。
元谷代表は「どこの国の人も、宿泊者に占めるウエートが10％に達すれば料金を上げようと考えていた。中国が規制に達する前のいいタイミングで今回の件が起きた」と自信をみせた。

行動する保守運動代表の桜井誠氏（４４）が声を張り上げると、「そうだ」「ふざけるな」と声が上がる。桜井氏が「超緊急（告知）」として自身のブログやツイッターで集合を呼びかけたのに呼応して集まった人たちだ。
「要請文という名の強要書を彼らはアパホテルに出そうとしている。絶対にそんなことさせちゃいけない」
桜井氏の顔を至近距離から撮影しようとした中国人とみられる２人組と、桜井氏の周りにいた人たちが口論、もみ合いになるトラブルもあり、殺気立った雰囲気に支配されていた。そのとき、桜井氏が１人の外国人男性にマイクを渡した。男性は中国・新疆ウイグル自治区出身で、静かに語り出した。
「中国の官製デモが、この素晴らしい民主国家、アジアのモデルである日本で行われている。こんな素晴らしい国家で、こんなくだらないデモが…」
男性はトゥール・ムハメットさん。世界ウイグル会議日本全権代表を務め、世界ウイグル会議のラビア・カーディル氏（７０）が来日し、講演した際は通訳を務めた人物だ。ムハメットさんは続けた。
「１９４９年の中華人民共和国建国以来、数え切れない殺戮、弾圧、海外侵略を行っています。中国中央民族大学のイルハム・トフティ先生もウイグル人の基本的人権を守るために発言しただけで、無期懲役の判決を受け、新疆ウイグル自治区の獄中にいます。どうしてこの素晴らしい（日本という）国家で、こんなデモをするのか。建国以来、ウイグル人、チベット人に対する虐殺は許されません。私は、この平和な日本で、平和がいかに大切か痛感しています」
そこまで話すと、ムハメットさんは「日本の秩序を守ってくださる警察官に心から敬意を表します」と言って締めくくった。
ムハメットさんのツイッターによると、「全く個人で、アパホテルデモに反対する気持ちで」新宿に来たのだという。
目視で１００人ほどとみられるデモ隊は、沿道に陣取った右派系グループとのトラブルを避け、要請書の提出は断念した。

デモをしても「日本軍による南京大虐殺や慰安婦強制連行があった」という証明にはならない。
デモを見て「ああ、南京大虐殺や慰安婦強制連行はあったんだなあ」と思う人がいたら正真正銘の馬鹿である。
「南京大虐殺や慰安婦強制連行があった」と証明するにはきちんとした証拠を提出すべきである。
証拠も提出せずにデモだけで「南京大虐殺があったと信じろ」というのは虫が良すぎる、というより怠慢だ。
デモ＝証拠＝証明が成り立てば世の中のあらゆる事件や事象の証明には証拠が不要となる。
デモ参加者はこの愚かさを理解すべきだ。
証拠を示さずにデモだけで「日本人に歴史の真相を教える」などの行為は片腹痛い。
中国人は「中国人が歴史の真相を教える」と言うが、
その本当の意味は

デモを行ったのは、このデモのために結成された日本で生活している中国人企業経営者、会社員らで作る「中日民間友好委員会」。約３００人（主催者発表）の参加者が午後３時から、新宿中央公園から新宿御苑に近い同ホテル周辺まで行進した。「中日友好」「民族の尊厳を守る」などと書かれたプラカードや横断幕を掲げながら道路を歩いたが、シュプレヒコールを上げることはなかった。
デモには抗議する右翼団体の構成員らが併走。「JAPANが好きだ」と書かれた横断幕を奪い取ろうとしたほか、デモに飛びかかろうとして、警戒に当たっていた警察官に静止される場面が何度も見られた。
デモを主催した来日１０年になるという中国人女性は「（周囲の）みなさんにはご迷惑をおかけした。今回声を上げたのは勇気ある中国人だ」などとコメント。年齢や名前などは明らかにしなかった。

久しぶりに「新聞」を買って読んでみたんですよ。新聞紙の匂いって気持ちが落ちつきますね。それにパソコンの画面と違って目に優しい感じがします。紙媒体というのもたまにはいいものですね。

14面に気になる記事がありました。中国人がデモを予定しているそうです。本国ではできないくせに、日本ではどうどうとやるそうです。記事の題は『アパに抗議 新宿でデモ 在日中国人団体 あす計画』となっています。

香港や台湾で活躍している民主活動家の林保華さんの言葉を思い出しますね。中国は民主主義国家の自由と民主を存分に利用しながら、その国の社会を分断させ、破壊しようとするのです。
ちょっと考えてみてください。
尖閣諸島は日本の固有の領土です。これは日本国の正式見解であり、この主張が揺らぐことは決してありません。一方、中国は尖閣諸島を「侵略」しに来ており、武装公船を領海侵入させたり、戦闘機を接近させたりと、危険な挑発を続けているのです。
日本人としては、尖閣諸島を領有すると主張するに足る確固たる証拠と論理がそろっており、場合に依れば天安門広場で平和的なデモ行進を行い「中国の尖閣諸島侵略を許さないぞ！」と主張することもあっていいはず・・・・・。
銃殺されますかね。
まぁ、あっという間に拘束されるのは間違いないですね。
中華人民共和国には言論の自由なんて存在しないのです。自国の国民にさえその自由を認めていないのに外国人にそれを認めるわけがないのです。
所謂「南京大虐殺」も、所謂「慰安婦強制連行」も、これらの話の出どころ、捏造の過程、実際に起きていたことについての研究成果は、日本では山ほど積み上がっているのです。それを中国で発表したり、書籍や映像にして公開することができるでしょうか。
当然、一党独裁国家の中国にそんな自由は存在しないのです。
つまり、あの国に歴史の真実をとやかく言える資格など存在しないのです。
歴史の真実を追究できる言論の自由という土台が存在しないのですから。
ところが、その独裁国家の一方的なプロパガンダに脳みそを洗脳された中国人には、日本の自由や民主主義を存分に利用して、その一方的なプロパガンダを流布できる権利が保障されているのです。明日のデモを日本の警察は許可しているのですから。
これもまた、一種の「ポリティカルコレクトネス」なのかもしれません。
イギリスのブレグジットやアメリカのトランプ大統領の誕生が意味するするのは、グローバリズム（中国語で言うところの「全球化」）の時代の終焉と、国民国家の復権に伴うインターナショナリズム（「国際化」）の時代の始まりです。簡単に言えば世界共通ルールで国境を無くすことではなく、国境を盾にした国々が国益追求を土台にして相互関係を築いていく時代の始まりだということです。
であるならば、日本と中国の関係は厳格に「相互主義」でなければなりません。日本人が中国で認められない権利は、日本にいる中国人に認めてはならないのです。我々が中国で言論の自由を行使できないのならば、日本にいる中国人にもその権利はありません。これがインターナショナルは国と国との関係のあり方です。
私は真剣に思います。
これ以上日本に中国人をいれてはいけない。
中国人の言う「友好」とは、「侵略」のことなのです。

It is said that 100 or more have already expressed intention to participate in.

私は今まで1度も南京大虐殺があったという説得力のある証拠を見たことがない。

だから南京大虐殺の有無を証明する責任は「あった」と主張する側にある。
これを挙証責任、証明責任という。
なぜなら「なかった」ことを証明するのは「悪魔の証明」だからだ。
悪魔の証明とは、「ある事実・現象が『全くない(なかった)』」というような、それを証明することが非常に困難な命題を証明すること。例えば「アイルランドに蛇はいる」ということを証明するとしたら、アイルランドで蛇を一匹捕まえて来ればよいが、「アイルランドに蛇はいない」ということの証明はアイルランド全土を探査しなくてはならないので非常に困難、事実上不可能であるというような場合、これを悪魔の証明という。

「南京大虐殺」や「慰安婦の強制連行」を否定する書籍を客室に備えているとして、中国政府が訪日中国人に日本のアパホテル利用禁止を呼びかけた問題。中国では「アパホテル事件」と名付けられ、ネットだけでなく中国共産党機関紙「人民日報」などの報道機関が盛んにアパホテルバッシングを展開している。なぜ、中国人はこれほどまでに日本の民間企業の発言や書籍に異常ともいえる反応を示すのか。学生時代の６年間を中国・上海で過ごした記者が、問題の経緯や現状などを探った。（神田啓晴）

発端は米国人女性らの投稿動画
騒動の発端は、ある米国人女性らが中国版ツイッターの「微博（ウェイボー）」に投稿した動画だった。
「みんなが知るべき事実」とタイトルが付けられた約１０分間の動画では、米国人女性が「東京で泊まったアパホテルの部屋で見つけた本にショックを受けた」と英語で語り始める。「ホテルには中国人も多く泊まっているのに、大勢の人はこの本に何が書かれているのか知らない。この情報を知った上でこのホテルに泊まるかどうかを検討してほしい」。動画は中国語の字幕付きだった。
《この本のタイトルは「本当の日本の歴史 理論近現代史学II」。著者はアパグループの元谷外志雄代表で、英訳も付いている。
南京大虐殺について、中国側は犠牲者が３０万人以上などと主張。２０１５年には中国側の一方的な申請で「南京大虐殺文書」が国連教育科学文化機関（ユネスコ）の記憶遺産に登録されたが、日本側は資料に捏造（ねつぞう）された写真や不適切な文書が含まれているとして抗議してきた。
同書では「（日本軍の）攻略時の南京の人口が２０万人などという記録から考えても（中国の主張する虐殺は）あり得ない」などと否定している》
しかし女性は書籍が全アパホテルの全客室に置かれており、南京大虐殺などの歴史について多くの人が反対し、不快に思う−などと説明。書籍の記述も読み上げて「ホテルに泊まった客の金は、著者の政治的見解を支えることになるだろう」と指摘し、「彼（著者）のホテルなのだから本を置く権利はあるとしても、中韓の旅客からお金をとることは不誠実だと思う」「みんなにはこの情報を知ってほしい。前もって知っていたら、私はこのホテルを選ばなかった」などと語った。
最後には、「この動画をシェアしてより多くの人にこの情報を伝えて」とのモノローグも。
１月１５日に投稿された動画は２５日までの１０日間で、少なくとも１億２千万回以上再生された。転載は約７５万件、コメント数は約４万件に上っており、相当な数の中国人が視聴したことがうかがえる。動画投稿サイト「ユーチューブ」には英語で、「日本の右翼・国粋主義者のホテル」とのタイトルが付けられている。

中国メディアは猛反発
「中国版ウィキペディア」とも呼ばれる「百度百科」のアパホテルに関する記述には、動画の投稿や日中両政府の反応など、騒動の詳細が事細かに記録されている。日本の東京新聞や、韓国のハンギョレ、アメリカのニューヨーク・タイムズなど、各国のメディアの反応についても、アパホテルに批判的なものが取り上げられている。
中国の外務省報道官も１月１７日、「日本国内の一部勢力は歴史を正視しようとしない。慰安婦、南京大虐殺は日本の軍国主義のもとで犯された非人道的な悪行で、国際社会も公認している動かざる事実だ」と発言。中国共産党機関紙「人民日報」系の「環球時報」などは連日、アパホテルを批判するコラムや記事をネットにアップし続けている。
環球時報は１８日、「アパホテルが右翼書籍の撤去を拒んで南京大虐殺を否定しても、あなたはまだ泊まりますか？」との題の記事を掲載。国営新華社通信は東京都新宿区のアパホテルに記者を派遣して「潜入取材」を敢行し、書籍を手にとって「日本国民と外国人観光客に右翼思想を広めようとしている」と主張した。
南京大虐殺記念館（中国・南京市）も「南京大虐殺を否定し右翼書籍を置くアパホテルに強く抗議する」との声明を発表。「ホテルのCEO（最高責任者）元谷外志雄は軍国主義を掲げる団体をつくって毎月２回の例会を開いてもいる。恥知らずめ！」などと罵倒し、「南京大虐殺は国際社会公認の歴史的事実、全人類が記憶を共有すべきもの」「侵略の歴史を美化する者たちよ、歴史を正視し反省することによってのみ、平和な未来へ突き進めるのだ」などと主張した。

ネットは日中ユーザーの“戦争状態”
ネット上には、中国人男性による「アパホテル潜入」動画も投稿されている。アパのホテルマンに向かって「良識ある人間には受け入れがたい本だ！本が置かれている限り、ホテルに中国人は来ないだろう！ここには泊まれない！」などととまくし立てている。
ホテルマンが「では、どうすればいいでしょうか」と尋ねると、男性は「簡単なことだ。本を撤去しなさい！歴史を変えることはできないと、CEOに伝えろ！」と主張、鍵を突き返して動画は終わる。
こうした動画や記事には、中国側から多くのコメントが寄せられている。「中国語で（本を）書く勇気はないだろう」「正々堂々と中国語で書いてみろ」とアパ側を挑発するようなもののほか、「駐日大使が日本政府に抗議すべきだろう」「中国のホテルにも反日書籍を置けばいい」「日本との対決を望む」「歴史を正視しない国は遅かれ早かれ滅ぶだろう」といった攻撃的なものも。
環球時報が１７日、「中国が国としてアパグループに制裁を下すこと」の賛否を問うアンケートを行ったところ、その日のうちに３万人以上が回答。結果は賛成約８３％、反対約１７％だった。ちなみに反対理由は「国の名義で制裁するまでもない」「民間のボイコットで十分」などだった。

アパグループの代表の動画にも注目が…
アパグループは１７日、公式サイトで書籍は撤去をしない方針を発表。中韓の一部メディアは、「アパグループの元谷外志雄代表が主宰する私塾『勝兵塾』の月例会で、『中国人からのホテル予約は受け付けない』と発言した」と報道したが、グループは「全く言っていない。間違った内容が報じられている」と否定した。
「勝兵塾」は、ユーチューブに公式チャンネルがある。２１日に公開された動画では元谷代表が今回の問題について語っており、５日間で約８千回も再生されていた。元谷代表の発言を支持する日本人の応援コメントに対し、「日本の右翼ゴミ」「日本の帝国主義を倒せ」「これが日本人の本心だろう」などと中国人が書き込んだコメントも多く、日中ユーザーの罵（ののし）り合いの様相を呈している。
この動画で元谷代表は、「（問題の発端となった）動画が短期間で１億回以上再生されたのは、通常できることではない。大きな組織が絡んでいる可能性が大きい」とも発言。これに対し、動画の投稿者は「数カ月前はアメリカにいて、アパホテルのことも知らなかった。動画は撮影、編集含めても１日もかけていない。計画したものではない」などと微博で反論した。
中国側の反応はさらに過熱する。中国国家観光局の張利忠報道官が２４日、「中国の観光客に対する公然とした挑発で、旅行業の基本的なモラルに反する」と「断固たる反対」を表明。中国人の訪日客にアパホテル利用をボイコットするよう呼びかけるとともに、国内の旅行会社やネットの予約サイトに対し、アパホテルのサービスと広告を取り扱わないよう求めたことを明らかにした。
ちょうどこの日夜、大阪市内のアパホテルでは「勝兵塾」が開かれ、元谷代表が１３０人の参加者を前にあいさつ。「お騒がせしているが、今回のことはいずれ起こると想定していたこと」とし、「幸い当社は１２００万人以上の会員のビジネスユースが大半で、海外の宿泊者は２割程度。その中で中国は５％、韓国は３％」と営業上のダメージはないと強調。「どこの国の人も、宿泊者に占めるウエートが１０％になれば料金を上げようと考えていた。中国が規制に達する前のいいタイミングで今回のことが起きた」と自信をみせた。
また、「（戦後）７０年間にわたって日本は『押せば引く国』『文句いえば金を出す国』という（敗戦国の）悲哀を味わっていたが、『本当はどうなのか』ということを知ってもらう必要がある」と主張。「私としてはダメージよりも、『知名度アップに貢献してくれた』という思い。今や知名度は世界一」と胸を張り、「いろんなところに陰湿な攻撃がくることは警戒しないといけないが、これまでのスタンスを変える気はない」と、書籍は撤去しない方針を改めて強調した。

国民に植え付けられる「反日」
今回の騒動についてだが、上海で６年間を過ごした記者としては、中国人が南京大虐殺に対してこれほど敏感に反応するのは「無理がない」と考える。当地では、テレビのチャンネルを回せば日本人を残虐に殺し続ける反日ドラマが流れ、歴史教科書の記述は日本を必要以上におとしめたものだった。国民に繰り返し喧伝（けんでん）される歴史観は、史実を伝えるというより「反日感情」を強く植え付けるもので、外交問題などで反日ムードが高まれば、タクシーで「日本人じゃないだろうな」などと脅されたこともあった。
１２月になれば、「今日は何の日か知っているか」といつも温厚な友人からでさえ、けんか腰に聞かれた。「いや、何か記念日か」と聞き返すと「南京大虐殺だ。日本人も知っているだろう。なぜ、いまだにきちんと反省しないのか」などといわれ、ケンカになりかけたこともしばしばだった。

騒動後、大阪・ミナミのアパホテル周辺では…
中国政府による異例の「宿泊ボイコット」から２日経った２６日。中国人観光客の“爆買い”でも人気の大阪・ミナミに近い「アパホテルなんば心斎橋」周辺を取材してみた。
元谷代表が言うとおり、ホテルに入る人の多くは日本人。なかなか外国人客を捕まえられない中、サングラスを掛けた夫婦と幼児の３人組がホテルから出てきて、ホテル前で写真撮影を始めた。耳を澄ませると、話しているのは広東語。中国語で話しかけてみると、香港から観光に来たというシェフの男性（４０）一家だった。
「このホテルが今騒動となっていることを知っていますか」と聞くと「知っているし、関心がないわけではない。でも、過去のことだからね」と淡々とした口調。香港から来たというインテリアデザイナーの男性（３０）も、「ホテルは２、３カ月前に予約していたし、政府が禁止令を出したのもつい最近だろ。あんまり詳しくは知らないんだ」と意外にさばさばした反応だった。
３人で観光に来たという香港の男子大学生（２２）に「香港では今回のアパホテル事件は炎上したりしてないの」聞いてみると、「香港ではそんなに話題になっていないよ」。かつて訪ねた香港には、香港歴史博物館で「日本占領期」をテーマにした展示コーナーもあったので、意外だった。
香港出身の中国人以外はいないのだろうか。そう思い始めた時、１人の女性がスマートフォンのカメラをホテルに向けているのを見つけた。聞けば、「中国で今すごく有名だから、友人に写真を送ってほしいと頼まれた」という北京市の主婦（５４）。「今回の騒動についてどう思う」と聞くと、「そうね、世の中いろんな意見があるのだろうけど」と前置きした上で「私はその歴史（南京大虐殺）はあったと思います。そしてそれを否定する人が日本にいることも知ってます」と、いたって冷静な口調で話した。
「ホテルのことはどう思いますか」と尋ねると、「やはり、そんな本があるならば泊まりたいとは思わないでしょうね」と言ったあと、こう続けた。「でも、誤解しないでほしい。私は決して、日本人が嫌いなわけではないです。これはそのホテル自体の問題なのですから」。最後まで、落ち着いた丁寧な中国語で話してくれた。
ネットだけをみれば、ひたすら日本を罵倒するコメントが目立つ。だが、彼女のように日本人にも色んな意見があることを知っている中国人も確かにいる。今や日本旅行が好きな中国人が多いことは、数字が厳然と示している。（１月３０日掲載）

何を血迷ったのか米国人女子大生Katと、中国人男子大学生Sidという動画製作カップル（？）2名が、大手ホテルチェーンAPAに宿泊した際、同室に常備されていた、同ホテルグループ総帥で創業者の元谷外志雄氏(ペンネーム・藤誠志)によるオピニオン冊子『理論　近現代史学�U』」（英題は「THE　ORETICAL　MODERN　HISTORY �U」）の内容に激怒し、同ホテルを糾弾する内容の4分程度の動画を中国版ツイッター「微博」に2017年1月15日夕方に投稿した。それは同冊子の内容（南京大虐殺否定、慰安婦問題についての批判的内容など）を殊更問題視する内容であった。するとこの動画がたちまち7000万回以上のアクセスを記録、APAのウェブサイトが中国からのアクセス殺到でダウンし、中国の旅行代理店がAPAの宿泊取り扱いを取りやめ、そして中国外務省報道官までもが「日本国内の一部勢力は歴史を正視しようとしない。正しい歴史観を国民に教育し、実際の行動でアジアの隣国の信頼を得るよう促す」（2017年1月18日、産経新聞）などとコメントするなど、APAを巡る「問題」は、たった2人の素人Youtuber（ユーチューバー）が投稿した4分の動画により、すわ日中間の「国際問題」にまで浮上した格好である。
私はこのニュースを聞いて、「何を今さら」という感想を持った。十分ご存知だと思うが、APAグループの総帥元谷氏が、強い保守思想を持ち、『真の近現代史観　懸賞論文』を始め、『勝兵塾』などの勉強会を主宰していることは、わずかでも保守界隈に首を突っ込んだものなら誰もが知る「常識」である。
私はテレビ番組の収録の関係で都内に前乗りすることがよくある。そこでよく使う定宿の1つにAPAホテル半蔵門店があるのだが、1度でもAPAに泊まったことがある者なら、このホテルに常備されている冊子や雑誌、書籍の隅々（例、同社刊行の雑誌『Apple Town』など）に、元谷氏の強い保守的思考が溢れていることは既知の事実であろう。元谷氏はそうした思想的傾向により、前述の『真の近現代史観　懸賞論文』を主宰し、そこで保守系言論人の「新人賞」ともいえる発掘作業に傾注しており、いわば元谷氏とAPAグループが、保守界隈の「パトロン」的存在であることは、常識と言わなければならない。しかるにこのKatとSidなるYoutuberが、2000年代からAPAグループの全ての客室に置かれていたこの元谷氏評論集を、今更のように「発見」したというニュースは、当然のこと私の中に言いようのない既視感を惹起させるに十分であった。
APAに泊まったことのある人なら当然知っていようが、利便性の高い立地に集積しているAPAホテルのロビーには中国・韓国を含む多くの外国人観光客の姿を見ることができる。当然、KatとSidなる米中2人のYoutuberが問題視した『理論　近現代史学�U』は、ご丁寧に英訳されている頁部分を彼らが読んだからであるが、いかに今まで、数多同ホテルに宿泊してきた外国人観光客が、元谷氏の評論に無関心であったのかが逆説的に浮き彫りにされた格好だ。私たちが外国のホテルに泊まった時、備え付けの引き出しの中に聖書が置かれていても、それを熱心に読む人間はいないのと同じように、彼らもまた、英語に訳されているにもかかわらず、客室にある本や雑誌には無関心だったのである。このことは、今回の「事件」の性質を象徴的に表している。つまり、日本の事情に無知な、素人による「偶然の発見」を端緒とした「騒動」に過ぎないのだ。

教養水準の低さ
このKatとSidが投稿した動画（微博より転載）を見てみると、いかにこの2人の基礎的教養水準が低いかが浮き彫りになってくる。この2人は、元谷氏が南京大虐殺を否定し、従軍慰安婦問題に否定的であり、かつ「安倍政権の長期化を望む」とする元谷氏の政治的雑感までをも批判の対象に含んでおり、これを正義の鉄槌の下、中国版ツイッター「微博」に公開することにした、という経緯である。
私は元谷氏が同ホテルグループ発行の雑誌や書籍・冊子の中で主張した「歴史観」が正しいと思っているから、KatとSidを糾弾しているのではない。いや寧ろ私は、日本史学を曲がりなりにも「齧った」身としては、元谷氏の『理論　近現代史学�U』には、歴史学的素養の弱さすら感じるほどである（もっとも、同書の中にあるアメリカによる広島・長崎原爆投下の戦争犯罪に対する鋭利な糾弾には最大限の喝采を送りたいと思う）。
だが、それでもなおKatとSidに対して厳しい目線を向けなくてはならないのは、彼らの批判が正鵠を射ていないとか、元谷氏の主張が正しいとかそういうことではなく、そもそもこの元谷氏の『理論　近現代史学�U』は、APAホテルという純然たる私企業の総帥が、自らが経営する私企業の空間に設置した私書である、という点である。この点をKatとSidの2人の「正義の糾弾者」も、中国外務省も、そして「微博」で日本批判に傾斜する多くの中国人も無視している。
私企業の代表やCEOが、その政治信条を冊子や書籍にし、経営する空間の中で頒布するのは全くの自由である。歴史的事実は1つしかないが、その歴史的事実をもとに解釈される歴史観を、どのような形であれ具現化し、それを私の空間で頒布することについて、そのことは全く何らの制約を受けてはならない。例えば「この事件とは逆」に、「憲法9条を世界遺産にしよう」とか「日本の侵略と植民地支配を永劫謝罪します」という趣旨の歴史観を持ったCEOが、自分の経営する旅館の客室に、その手の冊子や書籍を設置することも、何人たりとも止められないのである。それは私人による私企業を通じた政治信条の開陳だからである。ここには何らの制限も加えることはできない。
もし元谷氏が公務員で、『理論　近現代史学�U』がどこかの市役所とか、市民ホールに頒布されていたら、それは問題であるとして批判の対象になる。公権力が特定の歴史観を推奨するのは憲法違反になるからである。ただしこれは公の話であって、私空間では別だ。公序良俗に反する場合を除き、私企業のCEOがどのような形であれ政治信条を具現化する行為は、憲法に規定された国民の権利であり、何人たりとも侵害できない。
例えば、アメリカの公立学校では特定の宗教・宗派、特定の歴史観をことさら採用する教育内容は憲法違反となるため行われていない（当然日本も同じ）。一方、私立学校では「進化論の否定」とか「神による人類と宇宙の創造と設計」といったキリスト教原理主義に基づいた偏向的教育が平然と行われている。
なぜこれが可能なのかというと、私立学校はいわば私企業だからである。日本における北朝鮮のいわゆる「民族学校」が、主体思想礼賛の教育を行っているのも、くだんの学校が私立組織・私立団体だからである。だからこそここに対する公費の助成について問題になるわけだが、極端な話、純然たる私塾や私立組織の中で、「地球の内部は空洞であり、そこには高度な文明を持った地底人が暮らしている」という教科書を制作し受講生に教えていたとしても、それは「言論の自由」なのだ。

「愛国心と舌は別物」
近代社会において、私空間とはそれほどまでに独立した存在である。中世は私空間に宗教（聖）や王権（俗）が介入した時代であった。私空間は宗教権勢によって悉く蹂躙され、あるいは庶民の私空間は聖と俗の熾烈な権力争いの中で踏みにじられた。それを嫌って行われたのがルネッサンス期の宗教改革であり、つまるところその延長が市民革命である。「公序良俗に反しない」限り、私空間の自由を護持することこそが、近代社会の根幹なのである。
当然、この「法則」は今回のAPAグループの「問題」にもそのまま換言できる。APAホテルが国や自治体が運営するホテルならば、KatとSidの批判も一定程度説得力を持つだろう。しかし私企業のCEOという私人の政治的意見への批判を、前述のような文脈で行うこと自体、公と私、そして基礎的な近代社会感覚が欠落していると言わなければならない。私企業の中で行われる「政治的意見の開陳」までもが糾弾の対象になるのなら、それはもはや中世の魔女狩り、あるいは私空間の中にまでナチズムが介入したファシズムの時代と同義であり、到底正常な近代民主国家ではない。
よって今回のAPAホテルによる元谷氏の『理論 近現代史学�U』は、同ホテルが公式サイトの声明により「撤去の考えなし」としたことは十分妥当な判断であり、くだんの冊子の「歴史学的妥当性」については兎も角としても、私たちは元谷氏が自身の著である『理論 近現代史学�U』を、氏の経営する私企業の客室に設置する権利を擁護しなければならないのである。繰り返すようにこれは、その内容が「憲法9条を世界遺産に」という冊子だったとしても、私企業であれば同様なのである。これに屈すると、私空間が外部から「検閲」を受けることになり、近代民主社会は崩壊する。
と、こういった基礎的な近代感覚すら持ち合わせていないのが、そもそもこの騒動の発端たるKatとSidなる米中2人のYoutuberなのであり、そこに私はこのうら若き若者たちの、底の浅い基礎教養のなさを垣間見てしまうのである。どこの大学かは知らないが、この程度の感覚を高等教育で教わらないとすれば、昨今の大学教育もこの程度かと思う。
最後に、重ねてAPAを擁護するわけではないが、APAがこれほどまでに躍進したのは、元谷氏の「保守的な」思想信条とは関係がない。立地条件の良さ、客室回転率の高さ、コストカット意識の徹底、サービスの質の担保と、たゆまぬ営業努力の結果がAPAをここまでのホテルチェーンに育てた。元谷氏が護憲派リベラルであっても、APAの躍進とは関係がなかった筈だ。私はドナルド・トランプを好かないが、それとトランプタワーに宿泊するかしないかは別問題である。日本人の多くは韓国に対してはあまり良い感情を持たなくなりつつあるが、キムチ鍋や韓国海苔は食卓に並ぶ。尖閣問題があっても中華料理店の麻婆豆腐に舌鼓を打つ。ドイツの宰相でありながら敵国フランスのワインを愛飲していたビスマルクが、ドイツ皇帝ヴィルヘルム2世から叱責された時、「愛国心と舌は別物」と答えたのはあまりにも有名な話である。APAのサービスが良ければ泊まればよいし、APAのサービスに納得ができないなら泊まらなければよい。私企業に対する評価尺度はサービスの質であって、そのCEOの政治思想ではない。ウォルト・ディズニーは極右思想の持ち主だったが、それが理由で浦安やフロリダでデモをやる人物はいないはずだ。私企業の私人による私的な刊行物の内容が気に食わないからと言って、企業のサービスそのものに対するボイコットが起こるというのは、ブレ近代、つまり中世的な野蛮な発想と言わなければならないのである。
