●イラクは中東地域ではいちはやくアメリカ流の“近代化”を採り入れ、“世俗的”な社会を作り上げてきました。
 イラン・イラク戦争の遠因はまさにそうした脱宗教志向だったわけですが、1980年代に展開したその戦争当時は米国がイラクをテコ入れし、大量破壊兵器の生産能力を含む各種の軍事力を惜しみなく与えていたわけです。

●したがって、ウサマ・ビン・ラディンがアメリカ流の俗物主義を嫌悪して反米闘争を組織するようになった、という巷間伝えられている話が本当だとすれば、ウサマ・ビン・ラディンがサダム・フセインの立場を擁護するというのは考えにくい理屈になります。
(ただし、中東情勢には“シオニスト国家”という決定的に重大な変数が絡んできますから、そう単純に“サダムとウサマは結託しない”と断定することもできあいでしょう。敵の敵は味方、というわけです。そうした合従連衡こそが、リアル・ポリティックスなのですから。)

● ……さて本題。今回、小ブッシュ政権のパウエル国務長官は、“サダム&ウサマ結託説”を宣伝するために、アルジャジーラが放送してもいない“ビンラディンのテープ”について公の場で宣伝し、その「テープ起こしした発言録」まで読んだ、などと公言しています。
 そしてアルジャジーラがあとから放送した得体の知れないテープには、当初、「サダムは世俗主義の社会主義者だから、イラクの人民はサダム政権転覆のために決起せよ」というビンラディンのアジテイション演説も含まれていたと報道されていました。
 たとえば下記のMSNBCニュースには、そうした記述がはっきりと出されています。

Bin Laden says Iraqi government "infidels"-Jazeera

DUBAI, Feb 11 (Reuters) - A taped message believed to be from fugitive militant Osama bin Laden branded Iraq's government on Tuesday as "infidels" but said Iraq's leaders shared his goal of fighting the United States.

The audio tape, broadcast on the al-Jazeera television network, said that in the fight against America "the interests of Muslims coincide with the interests of the socialists" -- a reference to the secular Ba'ath party of Iraqi President Saddam Hussein.

The statement said that Iraq's rulers had "lost their credibility long ago" and that "socialists are infidels wherever they are".

The United States has accused Iraq of links with al Qaeda. But bin Laden has often criticised Saddam, whose rule has been marked by purges of Islamists. Saddam said earlier this month he had no links with al Qaeda.

Apparent bin Laden tape broadcast
Statement calls for Muslims to repel U.S. attack on Iraq

Feb. 11 -- Al-Qaida leader Osama bin Laden returned to the forefront of the world's fears of terrorism Tuesday, calling on Muslims to carry out suicide attacks against Americans and defeat U.S. invaders in Iraq in an audiotaped message that U.S. officials and other analysts said appeared to be authentic.

"WE STRESS the importance of martyrdom attacks against the enemy," said the speaker on the tape, which was aired Tuesday on the al-Jazeera Arab satellite station. Analysts and government officials said that it was a call for Muslims to launch suicide operations against U.S. and allied interests around the world.

But the tape did not appear to establish a clear link between bin Laden and Iraqi President Saddam Hussein, as Secretary of State Colin Powell had promised hours before it aired.

The speaker in the 16-minute message declares the Ba'ath Party led by Saddam, with whom bin Laden has been at odds for years, to be a nest of "infidels," but it stresses that the paramount battle for Muslims is with the United States and its allies. (MSNBC.com initially reported in error that the speaker had called for Saddam's overthrow, based on a mistaken extemporaneous translation.)


●●SPEAKER RALLIES THE TROOPS

Seeking to rally the spirits of Iraqi defense forces, the speaker recalled the difficulties that U.S. and allied troops encountered in the U.S. military campaign in Afghanistan after the Sept. 11, 2001, terrorist attacks in New York and Washington.

Al-Qaida fighters were able to withstand heavy U.S. bombardment by hiding in trenches in Afghanistan, he boasted. “With all the might of the enemy, they were unable to defeat us and take over that position. ... We hope that our brothers in Iraq will do the same as we did,” the voice said, according to a translation by MSNBC cable television.

"We advise about the importance of drawing the enemy into long, close and tiring fighting, taking advantage of camouflaged positions in plains, farms, mountains and cities," he said. He added that the enemy was terrified of urban warfare "because they will have big casualties."

U.S. officials told NBC News they agreed with assessments by analysts familiar with bin Laden that the tape was authentic.

"When you listen to the tape, you can tell it's Osama bin Laden's voice," said Yasser Thabet, a broadcast editor at al-Jazeera. He said the tape also appeared to be authentic because the television station got it through the same means as previous bin Laden statements. He did not elaborate.

Al-Jazeera has often received audiotapes and statements said to come from bin Laden, who is blamed for the Sept. 11 attacks. The most recent such tape was aired Nov. 12.


●●BIN LADEN, SADDAM LINK ALLEGED

Hours before the tape had aired, Powell stunned members of a Senate committee by revealing that a new message from bin Laden had surfaced and promised that it would show why the world needed to be concerned about Iraq's ties to terrorism.

Powell told members of the Senate Budget Committee that he had read a transcript of "what bin Laden ? or who we believe to be bin Laden” would be saying, which suggested that bin Laden "is in partnership with Iraq.”

"This nexus between terrorists and states that are developing weapons of mass destruction can no longer be looked away from and ignored," Powell said.

Although Powell sought to characterize the tape as a concrete link between al-Qaida and the Iraqi government, White House officials acknowledged later to NBC News that it did not. Powell did not know it had not been broadcast when he spoke to the committee and was "a little on the front of his skis," a government source said.


●●CRITICISM OF SADDAM

The tape as aired made it clear that bin Laden, if he is confirmed to be the speaker, had no sympathy for Saddam and his socialist Ba'ath Party, whom he described as the "infidels in Baghdad."

But the speaker stressed that to repel the United States, it was permissible under Islamic law to defend Iraq against invasion.

"It does not harm in these circumstances that the interests of Muslims and socialists crisscross in the fighting against the Crusaders," the speaker said, referring to Christian forces who slaughtered Muslims while trying to seize control of the Holy Land in the 11th century.


●●U.S. STANDS BY CHARGES

State Department spokesman Richard Boucher told reporters that the tape did not contradict the White House's view that Baghdad had built up ties with al-Qaida and had provided safe haven for members of the network. He said the message confirmed that bin Laden, an extremist Muslim, and Saddam, a secular leader, had a common hatred.

"And I think that's really what you did have, bin Laden confirming today in this tape," Boucher said. "In the tape, he says it doesn't matter if people are socialist, we're going to fight together with them to destroy everything that we can."

●●CALL TO ARMS

If the speaker on the tape was bin Laden, he decided to use the occasion of his re-emergence to address a wide range of issues.

The speaker called on “true Muslims” to rise up "incite and mobilize the nation ... to break free from the slavery of these regimes who are slaves of America." He singled out Jordan, Morocco, Nigeria, Pakistan, Saudi Arabia and Yemen.


But Iraq was his focus.

"We are following with great concern the preparations of the Crusaders to launch war on the former capital of Muslims [a reference to Baghdad] and to install a puppet government," the speaker said.

The statement said the attack on Iraq was being led by the United States to tip the regional balance of power in favor of Israel.

"Fight these despots. I remind you that victory comes only from God," the statement said.

A U.S. official told NBC News that the speaker appeared to be trying to "keep morale up," urging supporters to "hang in there." Other officials noted with concern that terrorist attacks have occurred relatively soon after previous bin Laden tapes surfaced.

One of the officials said it was not clear whether the tapes contained coded messages to bin Laden's supporters and warned that the very fact that bin Laden had spoken out could be a signal for terrorists cells to launch attacks.
●●NATO STANDOFF

The airing of the tape comes as the White House is waging a determined battle to win support in a military campaign against Iraq, which it accuses of developing weapons of mass destruction in violation of international agreements, and of threatening U.S. and regional security.

Powell's appearance before the committee Tuesday was his second before a Senate panel since his presentation to the U.N. Security Council last week, when he laid out the U.S. case in detail.

U.S. hopes of rounding up a unanimous coalition against Iraq have run into difficulties, which worsened Tuesday, when Russia and China strongly signaled that they would join NATO allies France and Germany in opposing military action.

●●OTHER DEVELOPMENTS

-- U.N. weapons inspectors paid a surprise visit to a Baghdad missile plant Tuesday as international experts met behind closed doors in New York to assess whether Iraq’s short-range missiles could fly farther than permitted under U.N. edicts.

-- In the Persian Gulf, preparations for war by tens of thousands of Western troops, most of them Americans, continued rapidly. U.S. and British planes patrolling southern Iraq attacked a mobile air defense unit, the second such incident in three days, the U.S. military said. Iraq said two civilians were killed.

-- -- Iraq granted visas in Turkey to 65 "human shields" who planned to travel to the country to protest a U.S.-led war, a group member said Tuesday. An Iraqi ambassador greeted the group Monday night at the Iraqi Embassy in Ankara, handing out white flowers as a peace gesture, television footage showed.

-- -- Former President Bill Clinton said on NBC's "Today" show that the United States should exercise patience in its standoff with Iraq to build allied support for a potential strike.

-- Defense Department and other military officials told NBC News that intelligence reports indicated that Iraq had begun moving large amounts of explosives into its oil fields in both the north and the south in apparent preparation to blow up the wells and set the fields ablaze.

Bush and Bin Laden: Brothers in battle against Ba'athist Iraq

Colin Powell launched a preemptive strike early Tuesday morning against the latest evidence that the alleged Bin Laden-Al Qaeda link is a lot of malarkey.

The first indication that anyone had of a new message from Osama bin Laden was Powell's statement to a Senate budget panel:

"Once again [Bin Laden] speaks to the people of Iraq and talks about their struggle and how he is in partnership with Iraq. This nexus between terrorists and states that are developing weapons of mass destruction can no longer be looked away from and ignored."【資料B】

But it turns out that what can't be ignored is the complete agreement between Bin Laden and the Bushies on the subject of Saddam Hussein's regime. As MSNBC reported:

Saddam, OBL declares, must be overthrown, because Saddam is a "socialist" and an apostate Muslim. "The hypocrites of Iraq" are "infidels," says the Terror Master, and the same goes for the governments of Yemen, Pakistan, Jordan, Saudi Arabia, Morocco, Nigeria, and any other regional "stooges" of the U.S. Antiwar.com posted this MSNBC story as soon as it appeared, but then something strange happened….

We received the following email from an alert reader, who noted:

"I've been keeping an eye on the bin Laden tape story on MSNBC.com via the link on Antiwar.com, and something interesting has happened. When the link was first posted, the part about overthrowing Saddam Hussein was not included in the MSNBC.com story. Later, around 3:50 PM Eastern, the site contained this paragraph: 'At the same time, the message also called on Iraqis to rise up and oust Iraqi President Saddam Hussein, who is a secular leader.' When I checked back with the link on Antiwar.com around 4:35 PM Eastern, it said that this had not become part of the MSNBC.com story, so I clicked on the link again, and sure enough, it had been removed. I'm glad I copied the story with the 'overthrow Saddam' part onto my PC. It appears this part of the story, since it's inconvenient for the War Party, is being buried."

Who does MSNBC think they're kidding? I called those jerks (425-703-6397). Why, I asked, had all references to Bin Laden's denunciation of the Iraqi dictator been edited out? Some drone at the "News Desk" actually expected me to believe his line of bull about how they were "waiting to get that confirmed" by a translator from Associated Press ? this while MSNBC's own translator was reading the part about Bin Laden's call for overthrowing Saddam over the air! When I informed him of this, he insisted that everything had to be vetted by AP, even as MSNBC's own analysts were trenchantly concurring that this was "one battlefield, two wars." Both Bush and Bin Laden had declared war on Saddam Hussein, and "the race is on" for the doomed despot's domain.

Meanwhile, MSNBC revised their story yet again:

"MSNBC.com initially cited an extemporaneous translation that mistakenly quoted the speaker as calling on Iraqis to overthrow Saddam Hussein."

The MSNBC website had no sooner revised history, than Reuters posted a more honest version:

"The statement did not express support for Iraqi President Saddam Hussein -- it said Muslims should support the Iraqi people rather than the country's government."

The Reuters story went on to cite the Bin Laden message:

"'The fighting should be in the name of God only, not in the name of national ideologies, nor to seek victory for the ignorant governments that rule all Arab states, including Iraq,' the statement said."

Meanwhile, the story went out over the wire as "Osama, Iraq 'find common cause'," 【資料2】

This last report, however, admitted that Bin Laden denounced Iraq's ruling Ba'ath Socialist Party as "infidels," yet only chose to briefly cite the terrorist leader's rationale objectively aligning himself with the hated Saddamite infidels:

"'It does not harm in these circumstances that the interests of Muslims and socialists crisscross in fighting against the Crusaders,' he said. He urged Iraqis to fight the Americans whether or not Saddam remains in power."

What this message fatally undermines is the administration's whole rationale for a preemptive strike against Iraq: that an alliance of convenience between Al Qaeda and Saddam will supply the former and his operatives worldwide with weapons of mass destruction. Bin Laden, the religious fanatic and sectarian, doesn't ally himself with anyone: only those who fight under the banner of militant Islam deserve support. The rulers of the Arab states, in the Ladenite view, are all apostates and puppets of the U.S. and Israel, and the terrorists' fondest wish is to see them all overthrown ? a desire the Ladenites share with our neoconservatve war-birds, who call for the "liberation" and "democratization" of the region at gunpoint.

In his book, The Terror Masters, a veritable manifesto of the War Party (neocon wing), Michael Ledeen calls for "creative destruction" in the Middle East: that is precisely what Bin Laden and his fellow fanatics are joyfully awaiting. With the last remnants of Arab secularism in power ? the Ba'athists and the PLO ? wiped out in the center of the region, what Norman Podhoretz calls "World War IV" will commence, pitting the U.S. and Israel (with compliant Turkey reluctantly but dutifully tagging along) against the entire Muslim world, personified by Bin Laden.

The lesson of how this story unfolded and is being reported is that truth is irrelevant to our captive news media and putty in the hands of our government. The news is not reported: it is shaped, spun, and molded to fit the party line.

The problem with the effort to shape the news is that the truth eventually comes out, and this process has been greatly accelerated by the advent of the internet. CNN has "excerpts" from the Bin Laden missive, which completely undercut the administration's claim of a "link" between Al Qaeda and the Iraqi regime:

"It doesn't matter whether the socialist (Ba'ath) party or Saddam disappear…. And it doesn't harm in these conditions the interest of Muslims to agree with those of the socialists in fighting against the crusaders, even though we believe the socialists are infidels. For the socialists and the rulers have lost their legitimacy a long time ago, and the socialists are infidels regardless of where they are, whether in Baghdad or in Aden. ..."

Having succeeded in diverting Americans away from the war on Al Qaeda, and instead focusing on the alleged danger from Iraq, the War Party suddenly finds itself confronted with a rude reminder ? and Americans begin to remember a name that our government would like to believe everyone has forgotten: Osama bin Laden.

The first supposedly "full text" translation of Bin Laden’s message comes from the BBC,

and it seems to be at variance, in many places, with CNN's. Whole paragraphs seem to have been left out or unaccountably altered in the BBC version, which hardly seems long enough to take up its alleged length of some fifteen minutes. This story is spinning so fast it threatens to unravel before our very eyes….

IT SEEMS an unlikely alliance. Al-Qaeda's troops are Islamic extremists; Saddam Hussein is a secular despot. Yet the notion that these two enemies of America are in cahoots has become a plank in the case for war. Despite Colin Powell's best efforts, it is a wobbly one.

The theory is old. A reported meeting between Mohammed Atta, leader of the September 11th terrorists, and an Iraqi spook in Prague seemed to clinch the case -- but it now seems to have been apocryphal. The charge now largely rests on two related bits of evidence.

Exhibit A is Abu Musab al-Zarqawi, an al-Qaeda terrorist and reputed expert in poisons, known to have had medical treatment in Baghdad. Mr al- Zarqawi is implicated in the murder of an American diplomat in Jordan last year. Mr Powell alleged that he is involved with a network of Islamist plotters in Europe, and that Baghdad shelters his associates.

Exhibit B is Ansar al-Islam, an Islamist group waging a mini-war against Kurdish forces in northern Iraq and thought to harbour al-Qaeda fighters. The region is beyond Mr Hussein's direct control; but Mr Powell said that one of the group's leaders is an Iraqi agent, and that Mr al- Zarqawi's men established a poisons training camp in the area.

Mr Powell also accused Iraq of training al-Qaeda in various dark arts, providing more details of these claims than has previously been proffered. It is fair to assume that Mr Hussein's regime knew about Mr al-Zarqawi's presence in Iraq. Still, compared with the other elements of his case, Mr Powell's proof was slim. Al-Qaeda is not a conventional organisation, so meetings between its “members” and Iraqis may not be conclusive. Much of the relevant intelligence comes from captives, who may be saying what they think their captors want to hear, or may even be hoping to provoke a war.

In fact, this is a good example of how inconclusive intelligence can be. Before September 11th, the evidence of active Iraq-al-Qaeda collusion looked flimsy; since then, American sensitivity to unpredictable threats has made it seem much more alarming. British politicians have also advanced the theory, if more cautiously; but multiple leaks attest that British spooks, who claim to have given the UN weapons inspectors some of their best leads, are extremely sceptical.

The thought that Mr Hussein, his weapons and al-Qaeda might combine is indeed terrifying. Mr Hussein continues to give succour to various terrorist organisations, and may hope that they will rally to his cause in the event of war. Perhaps it was indeed naive to assume that al-Qaeda and Mr Hussein couldn't bury their ideological hatchet; perhaps, as Mr Powell said, ambition and hatred are enough to bring them together.

But introducing this supernumerary charge has probably added little to America's case. After all, several other governments and failed states have more concrete links to al-Qaeda. And by adding this extra facet to its argument, America has partly shifted the burden of proof from Mr Hussein to itself.

WASHINGTON (AP) - Secretary of State Colin Powell told a Senate panel Tuesday that what appears to be a new statement from Osama bin Laden shows why the world needs to be concerned about Iraqi ties to terrorism.

Powell said he has read a transcript of "what bin Laden - or who we believe to be bin Laden" will be saying on the Al-Jazeera Arab satellite station later Tuesday, "where once again he speaks to the people of Iraq and talks about their struggle and how he is in partnership with Iraq."

"This nexus between terrorists and states that are developing weapons of mass destruction can no longer be looked away from and ignored," Powell told the Senate budget committee.

It was Powell's second appearance before the Senate since his presentation to the UN Security Council last week. At that time, he detailed his indictment of Iraq as a deceptive stockpiler of weapons of mass destruction.

Legislators have praised Powell's UN performance, but many Democrats remain skeptical about whether war is necessary, particularly if key U.S. allies remain opposed.

The split between the United States and its allies widened when France, Germany and Belgium jointly vetoed on Monday a U.S.-backed measure to authorize NATO to make plans to protect Turkey in any war with Iraq.

Russia, which is not a NATO member but a fellow veto-wielding member of the UN Security Council, then joined France and Germany in demanding strengthened weapons inspections as an alternative to an immediate war.

Powell noted that while "much is being said about disagreement in NATO," that 16 members - including the United States and Turkey - back the U.S. position, while three - France, Germany and Russia - oppose it.

"I think this is time for the alliance to say to the fellow alliance member, 'We agree with you and if you are concerned, we are concerned.' That's what alliances are all about and I hope NATO will be doing the right thing with respect to Turkey within the next 24 hours," he said.

Powell said the United States is prepared to work with the 14 other countries to give Turkey the helps it needs if it cannot win formal NATO support.

Jazeera: Bin Laden Urges Muslims to Defend Iraq

DUBAI (Reuters) - An audio message said to be from fugitive militant Osama bin Laden urged Muslims Tuesday to fight the United States and Israel and repel any "war of infidels" against Iraq.

The audio tape, broadcast on the al-Jazeera television network, said suicide attacks were important in fighting for the Muslim cause, and warned Arab leaders against giving any support to a war against Iraq.

"We are following with great concern the preparations of the crusaders to launch war on the former capital of Muslims...and to install a puppet government," the statement said.

"Fight these despots. I remind you that victory comes only from God."

U.S. intelligence analysts believed it was bin Laden's voice on the tape, a U.S. official said.

The statement did not express support for Iraqi President Saddam Hussein -- it said Muslims should support the Iraqi people rather than the country's government.

"The fighting should be in the name of God only, not in the name of national ideologies, nor to seek victory for the ignorant governments that rule all Arab states, including Iraq," the statement said.

Earlier this month, Saddam said he had no links with al Qaeda. Bin Laden has often criticized Saddam in the past.

U.S. SAYS BIN LADEN IN LEAGUE WITH SADDAM

The United States said the tape was evidence of a partnership between Iraq and bin Laden's al Qaeda network, blamed for the September 11 attacks on U.S. cities.

Secretary of State Colin Powell told the U.S. Senate Budget Committee earlier Tuesday that he had read a transcript of the tape.

Powell told lawmakers they would "be seeing this as the day unfolds, where once again he speaks to the people of Iraq and talks about their struggle and how he is in partnership with Iraq."

Powell cited this as a reason the United States could not rely on just containing Iraq with more weapons inspectors and a greater United Nations presence.

"This nexus between terrorists and states that are developing weapons of mass destruction can no longer be looked away from and ignored," Powell said.

Statements from bin Laden have often been issued shortly before or after attacks blamed on his al Qaeda network.

Commenting on the authenticity of the latest tape, the U.S. official said: "Those who are familiar with his voice say 'it sounds a lot like him.' But they have not done technical analysis yet to know with absolute certainty, but it seems to be."

The United States raised its national threat alert level last week to orange -- the second highest -- citing intelligence reports of a threat from groups linked to al Qaeda.

The United States says it does not know where bin Laden is, or whether he is alive or dead, after he evaded capture in Afghanistan in 2001. But U.S. officials said last year an audio recording broadcast on al-Jazeera in November and purported to be from bin Laden was almost certainly genuine.

The tape was considered the strongest evidence so far that bin Laden survived the war in Afghanistan.

Osama, Iraq 'find common cause'

THE United States says a new tape from Osama bin Laden proves that the terror mastermind and his al-Qaeda network back Iraqi leader Saddam Hussein.

State Department spokesman Richard Boucher today noted that the voice on the tape threatened not only the United States but also "half-a-dozen" Arab nations, excluding Iraq.
"He threatens everybody in the Arab world except Saddam Hussein, he says he wants to fight with Saddam Hussein," Boucher told the Arab TV network al-Jazeera in comments released by the State Department.

It was al-Jazeera which first broadcast the audio tape said to be from bin Laden this morning.

Boucher said: "This does confirm that bin Laden and Saddam Hussein seem to find common cause together."

A top US official said separately that the United States believed the tape was genuine.

In the tape, the voice calls for Muslims to rise up to defend Iraq in the event of a US-led war, saying it is okay for them to fight alongside Saddam Hussein's ruling Baath party, a secular and socialist group generally not supported by strict Islamists.

"He says that we will fight with the socialists, the socialists of Iraq, the Baath party," Boucher said, dismissing some analysts' speculation that Saddam's regime and al-Qaeda were too philosophically divergent to ever link up.

"They are bound by a common hatred, that's what you have bin Laden confirming today."

In the tape, the purported bin Laden also warns the governments of Jordan, Morocco, Saudi Arabia and Yemen not to assist Washington in its "crusade" against Baghdad.

"This didn't just threaten the United States, he threatened half-a-dozen Arab governments," Boucher said. "He is threatening the whole world."

A senior Washington official said the message could herald a "burgeoning alliance of terror".

"At best, this is a terrorist making common cause with a brutal dictator, and at worst, this demonstrates a burgeoning alliance of terror," the official said at the White House.

Asked whether the audio recording was really taped by the fugitive terrorist mastermind, the official replied: "We believe that it's him."

'Bin Laden' condemns Iraq plans

The Arab-language television station, al-Jazeera, has broadcast a message said to be from Osama bin Laden, in which he calls for Muslims to stand with the Iraqi people against the United States.
The message was contained in a poor quality audio recording in which a man's voice, identified as Bin Laden's, is heard calling for suicide attacks against Americans and resistance to any attack on Iraq.

The Bush administration believes the tape to almost certainly be genuine and officials say the message heralds a "burgeoning alliance of terror".

The broadcast came on the same day that the head of the CIA, George Tenet, warned of an increased risk of al-Qaeda attacks in the US and on the Arabian peninsula using a "dirty bomb" or poisons.


●●'Muslim brothers'

The US was put on orange alert - the second highest - last week because of threats coming from multiple sources which have strong links to al-Qaeda.

Earlier, US Secretary of State Colin Powell said he had read a transcript of the alleged Bin Laden tape and that it confirmed links between the militant group, blamed for the 11 September attacks, and Iraq.

Mr Powell last week sought to make a connection between Iraqi President Saddam Hussein's regime and al-Qaeda during a presentation to the United Nations Security Council.

But the BBC's security correspondent, Frank Gardner, said the figure on the tape voiced support for Iraq, but that in no way did it prove a link between al-Qaeda and the Iraqi leadership.

In the broadcast the speaker addresses his "Muslim brothers in Iraq" and calls for Muslims to show solidarity with the Iraqi people in any confrontation with the US.

He gives practical tips on how Iraqis may resist a military attack by digging trenches and drawing fighting into the cities.

●●Identity analysed

He said that any Muslim regime which supported a US-led military action against Iraq would be an "apostate".

"All those who co-operate with the Americans against Iraq are hostile to Islam," said the voice on the tape, which was broadcast alongside a photograph of al-Qaeda's fugitive leader.

Several other statements allegedly made by al-Qaeda members, including Bin Laden, have been broadcast by al-Jazeera in the past.

In the past, the US has accused al-Jazeera of being a mouthpiece for al-Qaeda propaganda.

●●US and Britain on alert

The speaker on the tape repeated previous messages calling for attacks on American targets.

"We stress the importance of martyrdom attacks against the enemy. These attacks inflicted on America and Israel a disaster they have never experienced before," the message said.

On Tuesday, Mr Tenet said US intelligence officials had received information of a possible attack that was "the most specific we have seen".

Mr Tenet said the areas being targeted were America and the Arabian peninsula and that the information pointed to a possible attack as early as the end of the Hajj festival, later this week.

Mr Tenet added that the information pointed to a dirty bomb plot - in which radioactive materials or poisons could be dispersed.

The head of the FBI, Robert Mueller added his own warning, saying al-Qaeda had the ability to inflict significant casualties in the United States with little warning.

Britain has also massively stepped up security at London's Heathrow airport in response to what a spokesman for Downing Street said was a specific threat.

Tanks and troops were drafted in to guard against what police sources said was a possible rocket attack by al-Qaeda.

The following is the full text of an audio message purported to be by al-Qaeda leader Osama Bin Laden, broadcast on Arab television station al-Jazeera on 11 February.

In the name of God, the merciful, the compassionate.

A message to our Muslim brothers in Iraq, may God's peace, mercy, and blessings be upon you.

O you who believe fear Allah, by doing all that He has ordered and by abstaining from all that He has forbidden as He should be feared.

Obey Him, be thankful to Him, and remember Him always, and die not except in a state of Islam [as Muslims] with complete submission to Allah.

We are following up with great interest and extreme concern the crusaders' preparations for war to occupy a former capital of Islam, loot Muslims' wealth, and install an agent government, which would be a satellite for its masters in Washington and Tel Aviv, just like all the other treasonous and agent Arab governments.

This would be in preparation for establishing the Greater Israel.

Allah is sufficient for us and He is the best disposer of affairs.


●●'Unjust war'

Amid this unjust war, the war of infidels and debauchees led by America along with its allies and agents, we would like to stress a number of important values:

First, showing good intentions. This means fighting should be for the sake of the one God.

It should not be for championing ethnic groups, or for championing the non-Islamic regimes in all Arab countries, including Iraq.

God Almighty says: "Those who believe fight in the cause of Allah, and those who reject faith fight in the cause of evil."

So fight ye against the friends of Satan: feeble indeed is the cunning of Satan.

Second, we remind that victory comes only from God and all we have to do is prepare and motivate for jihad.

God Almighty says: "Oh ye who believe! If ye will help the cause of Allah, He will help you and plant your feet firmly."

We must rush to seek God Almighty's forgiveness from sins, particularly the grave sins.

Prophet Muhammad, God's peace be upon him, said: "Avoid the seven grave sins; polytheism, sorcery, killing, unless permitted by God, usury, taking the money of orphans, fleeing from combat, and slandering innocent faithful women."

Also, all grave sins, such as consuming alcohol, committing adultery, disobeying parents, and committing perjury. We must obey God in general, and should in particular mention the name of God more before combat.


●●'Media machine'

Abu-al-Darda, may God be pleased with him, said: "Perform a good deed before an attack, because you are fighting with your deeds."

Third, we realized from our defence and fighting against the American enemy that, in combat, they mainly depend on psychological warfare.

This is in light of the huge media machine they have.

They also depend on massive air strikes so as to conceal their most prominent point of weakness, which is the fear, cowardliness, and the absence of combat spirit among US soldiers.

Those soldiers are completely convinced of the injustice and lying of their government.

They also lack a fair cause to defend. They only fight for capitalists, usury takers, and the merchants of arms and oil, including the gang of crime at the White House.

This is in addition to crusader and personal grudges by Bush the father.


●●Trench warfare

We also realized that one of the most effective and available methods of rendering the air force of the crusader enemy ineffective is by setting up roofed and disguised trenches in large numbers.

I had referred to that in a previous statement during the Tora Bora battle last year.

In that great battle, faith triumphed over all the materialistic forces of the people of evil, for principles were adhered to, thanks to God Almighty.

I will narrate to you part of that great battle, to show how cowardly they are on the one hand, and how effective trenches are in exhausting them on the other.

We were about 300 mujahideen [Islamic militants].We dug 100 trenches that were spread in an area that does not exceed one square mile, one trench for every three brothers, so as to avoid the huge human losses resulting from the bombardment.

Since the first hour of the US campaign on 20 Rajab 1422, corresponding to 7 October 2001, our centres were exposed to a concentrated bombardment.

And this bombardment continued until mid-Ramadan.

On 17 Ramadan, a very fierce bombardment began, particularly after the US command was certain that some of al-Qaeda leaders were still in Tora Bora, including the humble servant to God [referring to himself] and the brother mujahid Dr Ayman al-Zawahiri.

The bombardment was round-the-clock and the warplanes continued to fly over us day and night.


●●War in Afghanistan

The US Pentagon, together with its allies, worked full time on blowing up and destroying this small spot, as well as on removing it entirely.

Planes poured their lava on us, particularly after accomplishing their main missions in Afghanistan.

The US forces attacked us with smart bombs, bombs that weigh thousands of pounds, cluster bombs, and bunker busters.

Bombers, like the B-52, used to fly over head for more than two hours and drop between 20 to 30 bombs at a time.

The modified C-130 aircraft kept carpet-bombing us at night, using modern types of bombs.

The US forces dared not break into our positions, despite the unprecedented massive bombing and terrible propaganda targeting this completely besieged small area.

This is in addition to the forces of hypocrites, whom they prodded to fight us for 15 days non-stop.

Every time the latter attacked us, we forced them out of our area carrying their dead and wounded.


●●'Alliance of evil'

Is there any clearer evidence of their cowardice, fear, and lies regarding their legends about their alleged power.

To sum it up, the battle resulted in the complete failure of the international alliance of evil, with all its forces, [to overcome] a small number of mujahideen - 300 mujahideen hunkered down in trenches spread over an area of one square mile under a temperature of -10 degrees Celsius.

The battle resulted in the injury of 6% of personnel - we hope God will accept them as martyrs - and the damage of two percent of the trenches, praise be to God.

If all the world forces of evil could not achieve their goals on a one square mile of area against a small number of mujahideen with very limited capabilities, how can these evil forces triumph over the Muslim world?

This is impossible, God willing, if people adhere to their religion and insist on jihad for its sake.


●●Iraqi 'brothers'

O mujahideen brothers in Iraq, do not be afraid of what the United States is propagating in terms of their lies about their power and their smart, laser-guided missiles.

The smart bombs will have no effect worth mentioning in the hills and in the trenches, on plains, and in forests.

They must have apparent targets. The well-camouflaged trenches and targets will not be reached by either the smart or the stupid missiles.

There will only be haphazard strikes that dissipate the enemy ammunition and waste its money. Dig many trenches.

The [early Muslim caliph] Umar, may God be pleased with him, stated: "Take the ground as a shield because this will ensure the exhaustion of all the stored enemy missiles within months."

Their daily production is too little and can be dealt with, God willing.

We also recommend luring the enemy forces into a protracted, close, and exhausting fight, using the camouflaged defensive positions in plains, farms, mountains, and cities.

The enemy fears city and street wars most, a war in which the enemy expects grave human losses.


●●Martyrdom operations

We stress the importance of the martyrdom operations against the enemy - operations that inflicted harm on the United States and Israel that have been unprecedented in their history, thanks to Almighty God.

We also point out that whoever supported the United States, including the hypocrites of Iraq or the rulers of Arab countries, those who approved their actions and followed them in this crusade war by fighting with them or providing bases and administrative support, or any form of support, even by words, to kill the Muslims in Iraq, should know that they are apostates and outside the community of Muslims.

It is permissible to spill their blood and take their property.

God says: "O ye who believe! Take not the Jews and the Christians for your friends and protectors: they are but friends and protectors to each other."

And he amongst you that turns to them [for friendship] is of them.

Verily, Allah guideth not a people unjust.


●●Mobilizing the 'Islamic nation'

We also stress to honest Muslims that they should move, incite, and mobilize the [Islamic] nation, amid such grave events and hot atmosphere so as to liberate themselves from those unjust and renegade ruling regimes, which are enslaved by the United States.

They should also do so to establish the rule of God on earth.

The most qualified regions for liberation are Jordan, Morocco, Nigeria, Pakistan, the land of the two holy mosques [Saudi Arabia], and Yemen.

Needless to say, this crusade war is primarily targeted against the people of Islam.

Regardless of the removal or the survival of the socialist party or Saddam, Muslims in general and the Iraqis in particular must brace themselves for jihad against this unjust campaign and acquire ammunition and weapons.

This is a prescribed duty. God says: "[And let them pray with thee] taking all precautions and bearing arms: the unbelievers wish if ye were negligent of your arms and your baggage, to assault you in a single rush."

Fighting in support of the non-Islamic banners is forbidden.

Muslims' doctrine and banner should be clear in fighting for the sake of God. He who fights to raise the word of God will fight for God's sake.

Under these circumstances, there will be no harm if the interests of Muslims converge with the interests of the socialists in the fight against the crusaders, despite our belief in the infidelity of socialists.

The jurisdiction of the socialists and those rulers has fallen a long time ago.

Socialists are infidels wherever they are, whether they are in Baghdad or Aden.


●●'High morale'

The fighting, which is waging and which will be waged these days, is very much like the fighting of Muslims against the Byzantine in the past.

And the convergence of interests is not detrimental. The Muslims' fighting against the Byzantine converged with the interests of the Persians.

And this was not detrimental to the companions of the prophet.

Before concluding, we reiterate the importance of high morale and caution against false rumours, defeatism, uncertainty, and discouragement.

The prophet said: "Bring good omens and do not discourage people."

He also said: "The voice of Abu-Talhah [one of the prophet's companions] in the army is better than 100 men."

During the Al-Yarmuk Battle, a man told Khalid bin-al-Walid [an Islamic commander]: "The Byzantine soldiers are too many and the Muslims are few."

So, Khalid told him: "Shame on you. Armies do not triumph with large numbers but are defeated if the spirit of defeatism prevails."

Keep this saying before your eyes: "It is not fitting for a Prophet that he should have prisoners of war until he hath thoroughly subdued the land."

"Therefore, when ye meet the unbelievers (in fight), smite at their necks."

Your wish to the crusaders should be as came in this verse of poetry: "The only language between you and us is the sword that will strike your necks."

In the end, I advise myself and you to fear God covertly and openly and to be patient in the jihad.

Victory will be achieved with patience. I also advise myself and you to say more prayers.

O ye who believe! When ye meet a force, be firm, and call Allah in remembrance much (and often); That ye may prosper.

God, who sent the book unto the prophet, who drives the clouds, and who defeated the enemy parties, defeat them and make us victorious over them.

Our Lord! Give us good in this world and good in the Hereafter and save us from the torment of the Fire! [Koranic verse].

May God's peace and blessings be upon Prophet Muhammad and his household.

An audiotape purported to carry the voice of Osama bin Laden called on Iraqis to carry out suicide attacks against Americans and defend themselves against a U.S. attack.

The tape was broadcast on the al-Jazeera Arab satellite station on Tuesday, the first day of the Muslim holiday Eid Al-Adha. The speaker also urged Iraqis to dig trenches and engage in urban warfare to fend off U.S. troops and called on Muslims to rise up against several U.S.-allied governments in the region.

"We stress the importance of martyrdom operations against the enemy, these attacks that have scared Americans and Israelis like never before," the speaker said, using a term often used by militants for suicide attacks.

U.S. counterterrorism officials in Washington said the audio message was probably a real recording of bin Laden, and that a technical analysis was planned to authenticate it. The officials, speaking on condition of anonymity, said it was unclear when the recording was made but said it was probably recent, given all the attention the speaker gave to Iraq.

In an interview with al-Jazeera aired after the tape, U.S. State Department spokesman Richard Boucher said the recording shows that Iraq and al-Qaida "are bound by a common hatred."

"He threatens everybody in the Arab world except Saddam Hussein," Boucher said. "We are saying Iraq is giving a haven to this group."

It was not clear if any Iraqis heard Tuesday's broadcast. Satellite dishes are banned in the country, limiting access to al-Jazeera, and it was not immediately known if Iraqi stations or international radio stations that can be heard in Iraq aired the statement.

Before the broadcast, Secretary of State Colin Powell told a Senate panel Tuesday that he had read a transcript of the statement and that it shows why the world needs to be concerned about Iraqi ties to terrorism.

Powell said that on the tape, "bin Laden or who we believe to be bin Laden" ... "once again speaks to the people of Iraq and talks about their struggle and how he is in partnership with Iraq."

Washington insists that Iraqi leader Saddam Hussein is linked to bin Laden's al-Qaida terror network and cites that as one reason to launch military action against Iraq.

The speaker on the tape said nothing about direct ties between al-Qaida and the Iraqi government saying his followers only share a common interest with Iraq, even though he denounced Saddam's secular, socialist al-Baath party as "infidels."

"It does not harm in these circumstances that the interests of Muslims and socialists crisscross in fighting against the Crusaders," he said. He urged Iraqis to fight the Americans whether or not Saddam remains in power.

Yasser Thabet, a broadcast editor at Al-Jazeera, said the 16-minute tape appears to be authentic because the television station got it through the same means as previous bin Laden statements. He did not elaborate.

"When you listen to the tape, you can tell it's Osama bin Laden's voice," Thabet said.

The last tape from bin Laden, the mastermind of the Sept. 11 attacks, aired on Nov. 12 on al-Jazeera. Bin Laden, in the statement, promised new terrorist attacks.

In Tuesday's tape, the speaker urged the Iraqis to stay strong against a U.S. attack and blunt the force of a U.S. aerial assault by "digging large numbers of trenches and camouflaging them."

He described al-Qaida fighters in Afghanistan withstanding heavy U.S. bombardment by hiding in trenches. "With all the might of the enemy, they were unable to defeat us and take over that position."

"We advise about the importance of drawing the enemy into long, close and tiring fighting, taking advantage of camouflaged positions in plains, farms, mountains and cities," he said. He said the enemy is terrified about urban warfare "because they will have big casualties."

He also called on true Muslims to rise up "incite and mobilize the Islamic nation ... to break free from the slavery of these regimes who are slaves of America." He singled out Jordan, Morocco, Nigeria, Pakistan, Saudi Arabia and Yemen.

The speaker urged Muslims not to cooperate with the United States against Iraq, criticizing Arab governments who support Washington in its efforts to rid Iraq of its alleged weapons of mass destruction.

"Anyone who helps America from the Iraqi hypocrites (opposition) or Arab rulers ... whoever fights with them or offers them bases or administrative assistance, or any kind of support or help, even if only with words, to kill Muslims in Iraq should know that he is an apostate."

WASHINGTON-- Secretary of State Colin Powell told a Senate panel Tuesday that what appears to be a new statement from Osama bin Laden shows why the world needs to be concerned about Iraqi ties to terrorism.

Powell said he read a transcript of "what bin Laden-- or who we believe to be bin Laden" will be saying on the Al-Jazeera Arab satellite station later Tuesday, "where once again he speaks to the people of Iraq and talks about their struggle and how he is in partnership with Iraq."

Al-Jazeera chief editor Ibrahim Hilal told The Associated Press late Tuesday that his office had just received an audio tape with bin Laden's voice. He said he and and the station's board were listening to the tape and would make a decision on when to air it.

The secretary earlier told the Senate Budget Committee, "This nexus between terrorists and states that are developing weapons of mass destruction can no longer be looked away from and ignored."

At a separate hearing, CIA Director George Tenet said that he, too, was aware of a new communication from bin Laden, but told the Senate Intelligence Committee he had not been briefed on its contents. "I don't know what the contents will be," Tenet told the panel.

White House press secretary Ari Fleischer, asked about this, said Powell had "summed up what we have heard-- accurately. I think this is something that you may hear more about." He said Powell "wouldn't have said what he said if he didn't have a basis for it."

Pressed during the daily news briefing to say whether the administration actually had access to the broadcast or a transcript of it, Fleischer replied, "I couldn't tell you the precise form of the knowledge of it." But the spokesman reiterated that he thought Powell had a legitimate basis for raising the issue.

Fleischer said the tape gives "further proof" and "great concern" about the administration's claims of ties between al-Qaida and Iraq.

The Capitol Hill appearance was Powell's second before the Senate since his presentation to the U.N. Security Council last week. At that time, he detailed his indictment of Iraq as a deceptive stockpiler of weapons of mass destruction.

Lawmakers have praised Powell's U.N. performance, but many Democrats remain skeptical about whether war is necessary, particularly if key U.S. allies remain opposed.

The split between the United States and its allies widened when France, Germany and Belgium jointly vetoed on Monday a U.S.- backed measure to authorize NATO to make plans to protect Turkey if Iraq attacks it. Russia then joined France and Germany in demanding strengthened weapons inspections.

President Bush, meanwhile, continued on a path of intensive diplomacy, urging support for his hard line against Saddam in phone conversations with President Gloria Macapagal Arroyo, Angolan President Jose Eduardo dos Santos and British Prime Minister Tony Blair. Angola is a fellow Security Council member who shares Bush's view that Saddam must disarm, Fleischer said.

Responding to concerns of Sen. Ernest Hollings, D-S.C., that the United States was putting its international alliances in jeopardy over Iraq, Powell said "we're not breaking up the alliance."

Powell noted that the U.N. resolution demanding that Iraq disarm was approved unanimously by the Security Council and said it is the United Nations' responsibility to enforce the resolution.

"Who's breaking up the alliance? Not the United States," Powell said. "The alliance is breaking itself up because it will not meet its responsibilities."

Powell noted that while "much is being said about disagreement in NATO," that 16 members-- including the United States and Turkey- - back the U.S. position, while three-- France, Germany and Russia-- oppose it.

"I think this is time for the alliance to say to the fellow alliance member, 'We agree with you and if you are concerned, we are concerned.' That's what alliances are all about and I hope NATO will be doing the right thing with respect to Turkey within the next 24 hours," he said.

Powell said the United States is prepared to work with the 14 other nations to give Turkey the helps it needs if it cannot win formal NATO support.

Committee Chairman Don Nickles, R-Okla, said of France "I'm amazed at their presumption that they are controlling the (NATO) alliance, but they are not a part of the military alliance."

France's stand on Turkey could signal its steadfast opposition or even a threatened veto to a U.S.-backed resolution at the United Nations that would authorize force to disarm Iraq and remove President Saddam Hussein from power.

Fleischer said earlier Tuesday there was still a reasonable expectation that Bush could persuade the Security Council to adopt a new resolution.

"At the end of the day, the president would like to believe the United Nations will be relevant," he told reporters.

In Brussels, a second day of heated negotiations failed to end one of the worst crises in NATO's 53-year history: a split triggered when France, Germany and Belgium blocked U.S. plans to defend Turkey in a possible new Persian Gulf war. After behind-the-scene talks throughout the day, ambassadors from the 19 NATO countries met for only 20 minutes Tuesday evening before ending the session.

In Iraq, U.N. weapons inspectors paid a surprise visit to a Baghdad missile plant Tuesday as international experts met behind closed doors in New York to assess whether Iraq's short-range missiles can fly farther than permitted under U.N. edicts.

DOHA, Qatar -- From London to the Persian Gulf, Arab journalists and investors are gearing up to challenge the primacy of al-Jazeera, the Qatar-based satellite TV channel whose professional if sometimes sensational 24-hour broadcasts have shattered taboos and created an appetite for unfettered news across the Arab world.

The onset of competition in unbridled reporting marks one of the most far-reaching changes in the Arab world over the past decade, transforming news media that, in spirit if not letter, were shadowed by an 1865 Ottoman Empire law that required journalists to "report on the precious health of the sultan." It provides a striking window, too, on fear in Arab capitals over the impact on public opinion of a war against Iraq, and a sense that the conflict may be waged as much on the airwaves as on the battlefield.

A Saudi-owned company plans to launch an around-the-clock satellite news channel to compete directly with al-Jazeera, in time, it hopes, for war in Iraq. One of the Arab world's leading newspapers and an influential Lebanese entertainment channel have begun merging their news departments, with talk of another all-news station. Other entrants, from Algeria, Britain and Abu Dhabi, could be joined in the months ahead by a 24-hour Arabic-language news channel from Iran and a second station in Dubai.

Al-Jazeera, which gained fame after the Sept. 11, 2001, attacks by airing taped messages from Osama bin Laden and his lieutenants, has planned its answer to the competition: After managing to irritate virtually every country in the region in Arabic, it now plans to expand into English, providing an alternative to what its journalists view as biased Western coverage. It will unveil an English-language counterpart to its Arabic Web site next month and, by early next year, it plans English-language broadcasts designed to compete with CNN and BBC.

"Everybody's trying to open a TV station now," said Nart Bouran, the news center director at Abu Dhabi TV, which has tried to challenge al-Jazeera's commanding popularity. "All of a sudden, a lot of people have realized that media [are] so important and a degree of freedom is the only way to attract an audience. If you don't open up, nobody's going to watch."

But to succeed, journalists said, the new entrants will have to escape the inevitable tag that their funding will bring. All have ties to governments, through investment, advertising or facilities, including al-Jazeera. Whether those governments give the stations as long a leash as Qatar has granted al-Jazeera since its inception in 1996 remains a question.

"Once they start the channel, you will discover who's controlling them immediately," predicted Ibrahim Hilal, 32, an Egyptian journalist who took over as chief editor of al-Jazeera two months before Sept. 11.

The most ambitious endeavor to date is al-Arabiya, which plans to begin broadcasting Feb. 20. Based in a sleek, new headquarters in Dubai, an Oz-like city quickly becoming the unofficial capital of the Persian Gulf, it has spent heavily to hire the top talent from a pool that editors say is frustratingly small. Salah Nigm, a BBC veteran and chief editor of al-Jazeera until 2001, was hired to direct the news operation. Fifteen offers were made to al-Jazeera journalists, some at two or three times their current salaries, Hilal said. Five accepted.

The Middle East Broadcasting Center, owned by the brother-in-law of Saudi Arabia's King Fahd, will run the channel. Along with other Saudi, Kuwaiti and Lebanese investors, it will funnel $300 million into a news operation with a staff of 500 that will provide programming to al-Arabiya and two existing MBC channels, said Ibrahim Hedeithy, MBC's director general.

"Al-Jazeera has dominated the scene for the last six or seven years," Hedeithy said in an interview. "We're trying to provide an alternative. There is only al-Jazeera, and we're trying to give them another choice."

The choices are multiplying. Abu Dhabi TV already broadcasts eight hours of news and, until now, posed the strongest competition to al-Jazeera, with 25 correspondents. Other stations are beginning in Algeria and Britain. Al-Jazeera managers said they also expect competition from the Iranian channel and a rumored project in Dubai.

In an unusual experiment, the Lebanese channel LBC and London-based newspaper Al Hayat, which is owned by Prince Khalid bin Sultan, Fahd's nephew, have invested $12 million a year in a joint venture called Newsroom Ink. Run by Jihad Khazen, a former Al Hayat editor and columnist, the venture has tapped the newspaper's 69 correspondents to supply news for LBC's three half-hour daily bulletins. Once a studio is finished being built, one of the bulletins will move from Beirut to London.

Khazen said that if the venture succeeds, there are plans for yet another 24-hour news channel. But he called the project "uncharted territory" and acknowledged problems in merging television and newspaper cultures. One of his print reporters in the Persian Gulf refuses to appear on television for religious reasons. Then there are consultants, he said, who "are driving me mad with talk of synergy."

And after decades editing four newspapers, the technology of television has proved intimidating. "They tell me things I've never heard in my life. I keep quiet and they think I'm wise," he said from London.

Without exception, all the stations are seeking to achieve with a war in Iraq what World War II did for Time magazine, the 1991 Persian Gulf War did for CNN and the war in Afghanistan did for al-Jazeera. Abu Dhabi TV plans to begin around-the-clock news if U.S. forces invade. Al-Arabiya is racing to place 12 journalists and technicians in Baghdad for war coverage. Unlike al-Jazeera, which is barred from all Iraq's Arab neighbors, it also expects to send staff to Jordan and Kuwait.

Al-Jazeera, which opened an office in Baghdad in 1997, has spent months laying the groundwork for war. Its managing director, Mohamed Jassem Ali, has traveled repeatedly to the Iraqi capital, winning a meeting with President Saddam Hussein. It plans to send 10 reporters to join four already there, said Omar Bec, the station's director of newsgathering and operations. "Iraq will be the real competition," Hilal said.

Because of al-Jazeera's willingness to push the envelope, it has been expelled from Kuwait, Jordan and Algeria. After the Sept. 11 attacks, the State Department called its coverage "inflammatory" and complained to Qatar about repeated airing of a 1998 interview with bin Laden. In November 2001, U.S. forces bombed its Kabul office. The Pentagon called it an accident; al-Jazeera officials said otherwise.

Its coverage, particularly on talk shows that give wide license to Arab nationalist and Islamic opposition figures and no-holds-barred call-in programs, has caused diplomatic problems between Qatar and virtually every Arab country. In December, Saudi Arabia boycotted a meeting of the Gulf Cooperation Council in Doha because of al-Jazeera's coverage. A month earlier, Bahrain's information minister accused the network of being "in the pay of Zionism." On a tour of the network's modest, one-story studio, President Hosni Mubarak of Egypt once famously shouted: "This matchbox! All this noise is coming out of this matchbox!"

Hedeithy insisted al-Arabiya would not be a watered-down al-Jazeera. With the changes al-Jazeera has brought, he said, no one can afford the secrecy of the past, such as when Saudi media delayed for two days news of Iraq's invasion of Kuwait in 1990.

"In this day and age, if you don't cover the news, if you try to hide things, you shoot yourself in the foot," he said.

But Salah Kallab, a former Jordanian information minister who will serve as al-Arabiya's director general, made clear al-Arabiya did not envy al-Jazeera's role as a provocateur. His vision, he said, was far more sober. "We are not going to make problems for Arab countries," Kallab said. "We'll stick with the truth, but there's no sensationalism."

To al-Jazeera's journalists, 55 correspondents in 35 bureaus, one person's sensationalism is another person's freedom. So far, that freedom has been guaranteed under Sheik Hamad Bin Khalifa Thani, the Qatari leader. Since taking power in the most undemocratic of ways -- he overthrew his vacationing father in 1995 -- he has allowed an Israeli trade office to remain open, fostered ties with Iraq, invited U.S. forces into a sprawling base at Al Udeid and subsidized al-Jazeera at $150 million over five years.

Al-Jazeera's maverick quality has limited its commercial success. In 2001, the station received an estimated $53 million in advertising, out of a total of $714 million for all satellite stations broadcasting to the region. Of the total, three-fourths went to the Middle East Broadcasting Center, Lebanese Broadcasting Corporation and Future, all well connected politically, according to Naomi Sakr, author of "Satellite Realms: Transnational Television, Globalization and the Middle East."

But Hamad plans to spend at least an additional $20 million a year on the English-language broadcasts, which the station wants to begin by February 2004 after hiring a new staff of 300, said Jassem, the station's managing director. Within two years, the goal is to go to a 24-hour service, targeting not only North America and Europe but also English-speaking residents of South Asia.

"I take my hat off to Qatar," said Jian Yacoubi, an Iraqi Kurd who works as senior program producer at al-Jazeera. "No one can compete with us. Ask me why. Not because we are geniuses. We have only one secret weapon they don't have -- freedom."
