米国の豹変に振り回される日本ー北朝鮮の次は台湾だ
２月１日の朝日新聞は、台湾の李登輝前総統が「私は台湾独立を主張したことはない」と従来の立場を１８０度ひっくり返す発言をし、この発言の真意をめぐって台湾の政界に激震が走ったと報じた。１月３１日に発売された台湾の大手週刊誌「壱週刊」へのインタビュー記事が震源である。李登輝前総統は更にまたその際、「(台湾がこれ以上)独立を求めることは・・・米国や大陸(中国)との多くの問題を引き起こして危険」と言い、更にまた台湾独立派が強硬に反対する「中国資本の台湾投資や中国人観光客の台湾訪問の開放」も｢必要だ｣と主張したという。自らの訪中までほのめかしたという。
この李登輝発言に関し最近の雑誌で二つの記事が目にとまった。一つは保守評論家福田和也が週刊新潮２月２２日号の「闘う時評」でとりあげた「李登輝氏の転向」である。福田は李登輝氏が必ずしも台湾を独立国家とする立場を放棄したわけではないとしつつも、一昨年４月に連戦国民党主席が訪中して胡錦涛主席と握手した事を「売国的」と批判した李登輝氏が、今回のインタビューで訪中に意欲を見せたことは大きな転向であると論じ、その背景には６カ国協議で明らかになったように、米国が中東問題にかまけて極東問題は中国に任せるという動きを李登輝氏が察知したことがあるのだろうとしている。
二つ目の記事は週刊アエラの２月１９日号に掲載されていた軍事ジャーナリスト田岡俊次氏の「米国がみせた変わり身」という記事である。田岡氏はもっと明確に米国の豹変を指摘している。すなわち米国は、ソ連の軍事的脅威を心配する必要がなくなった冷戦後は、８２年の米中共同声明を無視して台湾に１５０機のＦ１６など大量の武器輸出をしてきた。しかし最近は、台湾がＦ１６Ｃ／Ｄ戦闘機を６６機追加輸入しようとしているのに対し、米国務省がこれを拒否した。これは米国が、中国は対テロ戦争や北朝鮮核問題で米国の重要なパートナーであると同時に、日本に次ぐ約４０００億ドルもの国債を保有して米財政を支える立場にあるため、中国の意向を尊重せざるを得なくなったのだという。
そして田岡は次のように締めくくっている。この指摘こそ私が読者に注目してもらいたい事だ。北朝鮮問題についで台湾問題でも日本は米国からはしごを外されようとしている。もっとも米国は日本には中国の脅威を強調して二枚舌を使うであろうが。日米同盟は永久不滅だなどと繰り返す政府、外務省はいい加減目を覚ますべきだ。
・・・「台湾が独立し、中国が侵攻、米軍が台湾を守って戦うとき、日本は何もしないではすまない」との前提で日本で論じられてきた憲法改正と集団的自衛権論議は、いま根底から揺さぶられている・・・
After North Korea Japan Has To Watch US Change Of Policy Towards Taiwan
Former President of the Republic of China Lee Teng-hui said in recent Taiwanese magazine to the effect that he never had advocated the independence of Taiwan.
With respect to this controversial Lee’s remark I would like to draw readers attention to the two articles recently appeared in Japanese magazines.
One of the articles is written by Mr. Kazuya Fukuda, a conservative writer, in the Shincho Weekly of Feb 22. He calls Mr. Lee’s remark “renegade” and he pointed out that Mr. Lee must have detected a change of US policy towards China. In other words as we have observed in the process of 6 party consultations on the North Korean Issue US seems to leave the initiative of Asian diplomacy to China because US has been and will be so busy with the issues of Middle East and she has to avoid frictions with China.
In another article of AERA of Feb 19 Mr. Toshitsugu Okada, a freelance journalist on military affairs, said more bluntly the change of US policy towards China and he warns Japan not left behind such US strategy. Mr. Taoka mentioned the recent US refusal to sell jet fighters F16 to Taiwan and said this is an obvious sign of US not to provoke China. US needs Chinese cooperation with both militarily and financially matters. China purchases US bonds of 400 billion dollarsd supports US deficits.
Mr. Taoka says this US change of policy towards China and Taiwan might undermine the legitimacy of arguement by the Japanese Government that if Taiwan dares to become independent and China will intervene by force US will defend Taiwan militarily. In that event Japan, an ally of US, does not have any other choice but joining in US military operation against China. This is the main reason Japanese Government insists to change the article 9 of its Constitution. The whole logic might be undermined by US change of policy, Mr. Taoka warns.
