Rival Palestinian forces clash, 8 dead

GAZA (Reuters) - Rival Palestinian forces clashed in the Gaza Strip and West Bank on Sunday, killing eight people, and wounding at least 100 in the biggest outbreak of internal fighting in months over unpaid wages and stalled unity talks.
Palestinian Prime Minister Ismail Haniyeh, a leader of the Islamic militant group Hamas, called on Palestinians to stop the violence. President Mahmoud Abbas said he would not allow it to escalate to a civil war.
"What happened in Gaza, the bloody confrontations went beyond all limits," Abbas said in a speech from the Jordanian capital, Amman, aired via Arabic televisions.
He called for an investigation and said those who are found to have taken part in the violence would be prosecuted.
Gunmen in Gaza and the West Bank, loyal to either Hamas or Abbas's Fatah group, set ablaze offices of the Hamas-led Palestinian government and stormed hospitals and schools affiliated with the groups, as well as homes of senior leaders.
Abbas has been locked in an increasingly bitter power struggle with the government of Haniyeh over stalled efforts to form a unity coalition after Hamas trounced Fatah in parliamentary elections in January.
Palestinian tensions had risen after Interior Minister Saeed Seyam ordered his security forces to take to the streets to prevent further violence by striking policemen demanding overdue salaries. Clashes soon erupted throughout the day.
Hamas and Fatah blame each other for sparking the increasing violence. Following Abbas's speech, the Interior Ministry ordered the Hamas-led security force to pull back from positions in Gaza to which they had deployed during the police protest.
"The force was deployed based on Palestinian security needs," Interior Ministry spokesman Khaled Abu Hilal told reporters. "But since the president has made a decision calling for the withdrawal of all forces, the Interior Ministry has to respond and comply with the decision of the president."
Half of the eight killed and most of the some 100 wounded were civilians. Smoke from burning tires wafted as Palestinians ran for cover. Rival security forces exchanged fire from rooftops.
Fatah loyalists abducted a top official in the Palestinian Finance Ministry in the West Bank city of Ramallah, a Hamas official said. Earlier, Hamas security men in the Gaza Strip seized five members of a force loyal to Abbas.
The conditions of the kidnapped men were unknown.
Palestinians hope a unity government would ease Western sanctions that have prevented the Hamas-led Palestinian Authority from paying full salaries to civil servants for more than six months.
But recent talks broke down after Abbas accused Hamas of reneging on a commitment to accept past peace deals with Israel.
"Hamas and Fatah are responsible for the current bloodshed. Haniyeh and Abbas are to blame for their failure to resolve their political differences," said Abu Saleh, 38, in Gaza.
