連邦輸出入銀行からの50億ドルの融資がサンダース上院議員らの出した修正条項可決のために止まってしまい、中国での4つの原子炉建設の資金に困ることになってしまった。1日にBNFLはウエスティングハウスの売却計画を明らかにしたが、中国での建設は54億の利益が見込める魅力的な話ではあるが、修正条項によって資金の問題ができたので売却にも影響が考えられる。売却交渉打診は15のグループからきているという。

Westinghouse sale rocked by US opposition to $5bn loan

The sale of Westinghouse, the profitable American arm of British Nuclear Fuels, has already run into serious difficulty after its potentially highly lucrative bid to build new reactors in China was blocked in Washington last week.
The unexpected development could force Westinghouse to pull out of the running for the China contract - one of the most ambitious nuclear-building programmes being planned by any government - and could jeopardise the Pittsburgh-based company's sale.
Westinghouse has run into a wave of anti-Chinese sentiment in Washington, in particular worries about China's plans to develop its nuclear capability.
The US House of Representatives voted to disallow a $5bn (£2.83bn) loan from the federally-owned Export-Import Bank which Westinghouse was relying on to fund its bid to build four reactors in China.
To derail the process entirely, the Senate must also vote to stop the Export-Import Bank loan. Negotiation between the two houses of Congress will take place this week, with representatives from Westinghouse expected to lobby Capitol Hill intensively to allow it to stay in the competition along with bids from French and Russian consortia.
The contract to build an initial four new nuclear plants is part of a plan by the Chinese government to construct 30 to 40 nuclear plants over the next 20 years. Because China will probably want to use the same technology for all of the reactors, whichever company wins the bidding to build the first four reactors will be in a strong position to get much of the work for the whole programme, estimated to be worth about $54bn.
Political commentators believe a group of members of the House of Representatives led by Bernie Sanders of Vermont took advantage of the current anti-China feeling on Capitol Hill to force through the amendment to stop the Export-Import Bank loan.
They believe that the Senate may be more favourable to forging business links with China and to encouraging it to use more nuclear power for civilian purposes. Westinghouse has also said it would create 5,000 well-paid jobs across the US if it wins the bid. However, the situation has cast significant uncertainty over Westinghouse's prospects.
BNFL would not comment on the Sanders amendment, which was passed last Tuesday. When BNFL officially confirmed Westinghouse was up for sale on Friday, Mike Parker, its chief executive, cited Westinghouse's China bid as one of its most attractive prospects.
A spokesman for Westinghouse in Pittsburgh maintained that the company believed its proposals for the China contract were "very good". But he added that "financing is a requirement to bid".
Private financing would not be a viable alternative for Westinghouse because other competitors are being underwritten by their governments.
A spokesman for the Export-Import Bank, whose lending decisions are overseen by Congress, said: "If this amendment eventually becomes law it almost certainly means at least 5,000 jobs go elsewhere."
Despite the political problems over its China ambitions, Westinghouse is still viewed by many of its rivals as a desirable business.
BNFL, which is owned by the British government, said a total of 15 parties had approached it about buying Westinghouse, which is expected to fetch between $1bn and $1.8bn.
