MILANO - Per quest'anno dovremmo stare tranquilli, l'influenza e alle porte e i "ceppi" isolati dall'Organizzazione mondiale della Sanita lasciano ben sperare: sara un'epidemia blanda, come lo scorso anno. Ma a partire dal 2004 lo stato d'allerta sara d'obbligo: gli infettivologi sono convinti che un virus molto aggressivo, tipo l'Asiatica anni '60, prima o dopo approdera in Europa.
Un'ipotesi condivisa dagli esperti e dai ministri della Sanita dell'Unione Europea riuniti a Milano per il convegno sugli stili di vita e le emergenze sanitarie. Il messaggio e chiaro: il vaccino diventa essenziale per le categorie a rischio: over 65, bambini, persone affette da malattie all'apparato respiratorio e al sistema cardiovascolare.
Fabrizio Pregliasco, virologo all'universita di Milano, commenta: "Le statistiche di fanno pensare che una nuova pandemia, una sorta di Spagnola, dovrebbe manifestarsi entro il 2017. E quando succedera ad ammalarsi sara circa il 30-40 per cento della popolazione. I virus previsti per la prossima stagione sono il Mosca, il Nuova Caledonia e l'Hong Kong - conclude Pregliasco - solo quest'ultimo potrebbe riservarci delle sorpresa. Una sua variante chiamata Vittoria e stata isolata in qualche paziente, se dovesse diffondersi anche in Europa renderebbe un po' piu vivace l'influenza, lasciando a letto qualche italiano in piu".
Nel corso della riunione i 28 ministri, i 15 dei Paesi Ue piu i tre che stanno concludendo d'iter d'ammissione e i 10 che chiedono l'ingresso, hanno raggiunto un accordo, che dovra essere ratificato dalla Commissione Europea a dicembre, sulla creazione del primo Centro di controllo delle malattie infettive. La struttura, sul modello del Cdc di Atlanta, si occupera del monitoraggio, controllo e individuazione degli strumenti di difesa contro le malattie infettive come la Sars, ma anche l'obesita ed il bioterrorismo. Il "sistema di allerta rapido", come lo chiamano gli esperti, partira con un budget limitato: 4 milioni di euro, contro i 3 miliardi e mezzo di dollari di cui dispone il Centro di controllo delle mallatie non trasmissibili di Atlanta, negli Stati Uniti.
All'esame dei responsabili della Sanita, anche le regole per le migrazioni sanitarie in Europa. Per le cure sanitarie all'estero, gia dal prossimo dicembre potrebbero arrivare le nuove regole che limiteranno gli spostamenti.
La Corte di Giustizia europea ha sancito il diritto dei cittadini di spostarsi in quei Paesi che assicurano cure e terapie difficili o nel caso di attese troppo lunghe a casa propria. Un diritto condivisibile, ma che nasconde un pericolo: il dissesto finanziario dei servizi sanitari che devono sostenere i costi fissi del sistema e rimborsare ad un altro Paese Ue le spese sanitarie sostenute per il proprio cittadino.
Durante l'incontro di ieri i ministri della Sanita hanno deciso all'unanimita che "la salute pubblica va inserita tra le priorita della nuova Convenzione europea". Una scelta che dovra superare il veto posto da Giscard d'Estaing, presidente della Convenzione, ad eventuali modifiche del testo della futura Costituzione della Ue.
