UPDATE - Power cut paralyses Finnish capital

HELSINKI, Aug 23 (Reuters) - A power cut caused by a cable failure blacked out Finland's capital and surrounding areas for more than half an hour on Saturday evening, halting trains and the underground railway, officials said.

The power went off in Helsinki, with a population of some 500,000, at around 8:20 p.m. (1720 GMT), but returned to all affected areas shortly afer 9 p.m.

Parts of the smaller neighbouring towns of Vantaa and Espoo were also without power.

Helsinki's power outage occurred a week after the worst blackout in North American history when as many as 50 million people were plunged into darkness in the United States and Canada. New York was without electricity for nearly 29 hours.

Helsinki energy utility spokeswoman Ulla-Maija Alander said the blackout was caused by a cable failure when a power plant was reconnected to the grid after regular maintenance work.

"We don't know why this local blackout developed into a blackout for the whole city," Alander told Reuters. "It will take a few days (to find out)."

"A blackout this long has not happened during the last decades," she said. In 2001, Helsinki was blacked out for 20 minutes after lightning hit one of the main power grids.

Police said the blackout stopped all trains and the underground railway, while road traffic was slowed.

Helsinki police duty officer Reijo Muuri said hospitals and other emergency institutions with backup power facilities were not affected. No casualties were reported.

Half million hit in power cut chaos

LONDON (Reuters) - A half-hour power cut paralysed London with up to half a million commuters trapped in travel chaos that hit the evening rush hour.

In scenes reminiscent of the blackout that hit North America earlier this month, passengers were trapped on Thursday on underground trains, railway stations were closed and thousands of frustrated travellers took to the rain-soaked streets.

"There's no indication of any terrorist involvement but it is an absolutely horrendous position because it has caught the rush hour," said London's mayor, Ken Livingstone.

"It is an absolute disgrace," said the mayor, a left-winger long critical of state selloffs of utility companies.

National Grid Transco, the privatised company which runs Britain's main power lines, said the fault had been quickly rectified and power was restored to all customers.

"At this stage we are investigating the cause and cannot speculate on what happened," National Grid said in a statement.

Livingstone called for an inquiry. "We have got to look urgently and seriously at the National Grid. The grid should never go down for that length of time," he said.

National Grid's U.S. business Niagara Mohawk was among those hardest hit by the blackouts in North America.

Livingstone complained to Sky News: "It is so similar to what happened in New York. We just don't invest in the way the French and Germans do and we suffer because of it.

"We have lost hundreds of millions of pounds for the economy because we are a 24-hour, seven-day a week city. It makes us look as if we should be a Third World country.

"The fact it has also happened in New York doesn't really give us any excuse. It is a failure of the English-speaking world's mentality to under-invest, to cut corners, to scrimp."

STOIC COMMUTERS

London's roads were hit as heavily as trains with half the traffic lights knocked out in the south of the city of eight million.

"When the power went out, it caused complete chaos in the whole of central London," said a spokesman for the Automobile Association, the leading support organisation for motorists.

But the stiff upper lip reigned supreme amid commuters resigned to struggling to work on a creaking infrastructure. Trains have been plagued by delays and accidents.

Commuter Stephen Davis said passengers in his stalled railway carriage remained calm while they waited and described the atmosphere as "stoic and British".

South London commuter Caroline Deeds described the scene at Victoria station. "There were hundreds of people rushing around trying to get onto buses and share cabs to get home. It was all quite calm, but crammed with people everywhere."

Network Rail said hundreds of trains and hundreds of thousands of commuters had been affected on its overground tracks.

A spokesman for the London Underground rail system said 60 percent of the "Tube" was affected by the power cuts.

Earlier this month, one of the largest power outages in North American history blacked out New York and other major U.S. and Canadian cities overnight, disrupting life for millions of people and trapping thousands in lifts and on crowded subways.

交通機関に影響が出たが、休日だった為に深刻な経済的影響は免れたとしている。
この停電は1996年以来のものとしているが、ニューヨークも前回は1996年だった。

Blackout disrupts Malaysia

KUALA LUMPUR A power failure Monday blacked out large parts of peninsular Malaysia for several hours, disrupting flights at the country's main airport and snarling traffic, officials said.
.The electricity went off at around 10 a.m. in five states, said Pian Sukro, chief executive officer of Tenaga Nasional, Malaysia's main power utility company.
.Officials ruled out sabotage as the cause but were investigating an unexplained glitch that damaged the power distribution system during maintenance work on a major cable line, Pian told a news conference.
.Large-scale electricity failures are rare in Malaysia. The blackout Monday was one of the worst since August 1996, when nearly all of peninsular Malaysia was affected by a failure that lasted about 14 hours.
.Engineers repaired the damaged cables and restored electricity to most affected areas within five hours Monday, officials said.
.The failure blacked out the entire Kuala Lumpur International Airport for 10 minutes before power was restored in stages over nearly two hours using a backup system, said the airport's general manager, Abdul Hamid Ali.
.Six flights, including departures to London and Singapore, were delayed for up to half an hour and ticketing and luggage handling facilities were also temporarily disrupted, Abdul Hamid said.
.The 10,000-hectare, or 25,000-acre, airport opened in June 1998 to accommodate millions of passengers and faster jets so that Kuala Lumpur could compete as an aviation hub with its neighbors Bangkok and Singapore.
.Police were sent to direct traffic and relieve road congestion in some cities because traffic lights were not functioning, witnesses said.

Power outage leaves 4 million Mexicans in darkness

MERIDA, Mexico ミ A transformer problem left at least 4 million Mexicans in five states without electricity Tuesday, energy and civil protection officials said.

The blackout occurred before dawn in Mexico's southern states of Yucatan, Campeche, Quintana Roo and parts of Tabasco and Chiapas.

By afternoon, power had been returned to about 80 percent of the affected area, civil protection officials said.

"The preliminary diagnosis is a flaw in a transformer in the Ticul substation (in Yucatan), which kicked into operation the peninsula's automatic protection systems," the Federal Electricity Commission said in a news release.

The fault, which automatically shut down power lines, could have been caused by lightning or a mudslide, said Arturo Hernandez, director of operations for the commission.

Quintana Roo and its popular beach resorts, including Cancun, were severely affected by the power loss. Many tourist centers used their own generators to keep facilities running.

Last month, the biggest power outage in North American history left about 50 million people in the dark across the northeastern United States and Canada.

8月14日のアメリカ大停電以降、23日、28日、9月1日、2日と3週間ほどで5回も世界各地で大規模な停電が起きている。これをシークエンスとして報道しているメディアは今のところ見あたらない。

ロンドンでは「第三世界並み」の送電施設と市長が表明し、フィンランドとマレーシアでは「保守点検作業」に絡んだ工作が仄めかされている。メキシコではアメリカと同じような過大電流が報道されている。

ここには送電インフラの刷新と投資を促すような意図および、テロ「工作」に対する不安が煽られている。
問題-反応-解決のセオリーから言えば、このような「問題」を解決する為にベクテルやハリバートンといったブッシュ家絡みの企業が「全地球的」に駆り出されるのだろうか。
これには、「電気は買わなければ使えない」というプロパガンダが為されているようにも見える。
経済的に見れば、イラク同様アメリカ系の企業に利益が集中するということになるだろう。

現状の発電システムに関する「モノポリー」(核や石油燃料を使って発電機を駆動する)では全地球的な送電システムを組むのは無理があるだろう。
しかし、電力インフラ巨大企業が各国の送電システムを「改良」することは、システムの「規格」を統一することが出来、そこには各国政府には知られること無く何らかの「新技術」を組み込むことが出来るだろう。
これは、私には電磁波を使った強制的なマインド・コントロール技術の受け皿としての「送電インフラの刷新」が意図されているように見える。

日本は今年のは冷夏だった。例年通りに暑かったら宮城北部地震で女川原発が大事故を起こしていたかもしれない。

これは日本の原発推進政策に歯止めをかけるデータになるべきだが、そのような意見を聞くこともない。

本来の暑い夏が来ていたならば、日本もまた「電力不足」に陥る「はず」だった。

この東電の保守に関する「不祥事」の最初のきっかけを作ったのはGEのエンジニアだった。
今年の夏が暑かったならば、今頃は日本でも「第三世界並み」の電力インフラが新聞を賑わせていたことだろう。
8月の半ばから始まった大停電の連鎖は「本来」日本から始まる「はず」だったのかもしれない。
