次はイラクだ

爆撃に満身創痍のアフガニスタンが一見ようやく平定されたかに見え、空爆も先が
見えたきた今、ふたたびイラクが、米国にとっての、お次の悪役候補として浮上して
きている。
メディアと軍が一体となってイラクを目の敵にする理由は、あの国が大量破壊兵器
を所有していることだという。
ほう、ではどこに、大量破壊兵器を持たぬ国があるのか。
以前、ビル・クリントン前大統領が、このイラク・カードを使おうとして、イラク
は大量破壊兵器をもつ世界唯一の国ではないにせよ、それを使ったことのある唯一の
国だと主張したことがある。
著名な歴史家で『民衆のアメリカ史』の著者として知られるハワード・ジンは、ク
リントンのような主張を容認することができるのは歴史を知らない国民だけだと、述
べ
た。
「彼は、歴史への認識を奪われている国民に向かってのみ、そんなことが言えたので
ある。合州国は、トルコやイスラエルやインドネシアに大量破壊兵器を供給してきた
のであり、それらの国はそれを一般市民に対して用いた。しかし、いちばん罪が重い
国は、我々自身のこの国だ。世界のどんな国も、米国ほど多くの大量破壊兵器を所有
してはいないし、また米国ほどそれを頻繁に使い、かくも多くの民間人の生命を奪っ
た国はない。我々がそのような兵器を使ったために、広島では数十万人が死に、朝鮮
と南ヴェトナムでは数百万が死んだのである」
そういう国が、ほかの国が大量破壊兵器をもっているからといって、その国を脅迫
するのだから、その露骨な偽善には驚いてしまう。アジア人とアラブ人はみな呆れて
いっせいに首を振るだろう。
クリントン二度目の任期に見られた右傾化は、今やブッシュに引き継がれ、前任者
の嘘が再利用されている。イラクが米国の臣下(あるいは従属国)の地位に甘んじず、
厚かましくも主権国家としてふるまったのを、老ブッシュがきちんと懲らしめること
ができなかったので、若ブッシュがその始末をつける。それを正当化するのが、「大
量破壊兵器」という、古い作り話である。
偽善にさらに輪をかけるのは、イラクの兵器の中に実際に大量破壊兵器が含まれる
という事実を米国政府がよく知っていたのは、なぜかということだ。それは、そもそ
もイラクがより効果的にイラン人を殺せるように、米国の武器が提供されたからであ
る。米国、英国その他の西洋諸国は、そのような武器をイラクにだけでなくイランに
も売却することで、莫大な富を築いたのだ。80万人以上の(おそらく100万を超える)
男女と子どもを殺害し、8年間続いた戦争で、両国が、そのような恐るべき効率性を
もつ武器を使った。米国は、シャー(王)がイランから追放され、故アヤトラ・ホメイ
ニが権力の座についたことに気を悪くしていたので、隣国イラクに対しては、商売人
のえびす顔で、もみ手をしながら、武器を持たせ、そそのかしたのである。
きのうの友はきょうの敵。
そして、明日、アフガンに対して続けて行なった爆撃の巻き起こした砂塵が、あの
国の硬い冷たい大地にすっかり落ち着くころ、アメリカは、新十字軍をさらにイラク
に赴かせようとしている。
欧米諸国が10年間爆撃を続けたイラクに。50万人の非戦闘員が犠牲になったイラク
に。有毒廃棄物の捨て場となるまでに爆撃されたイラクに。1991年も、1993年も、
1998年も、あるいは今も、イラクを威嚇し、標的として、爆弾を投下することは、イ
ラクの大量破壊兵器とは何の関係もない。
なぜ今日イラクが、格別の悪役にされているのか。
90年代末にイラク空爆を指揮したウィリアム・ルーニー准将が、あからさまにこう
言っている。
「イラクがレーダーのスイッチを入れたら、あいつらの地対空ミサイルを吹き飛ばし
てやる。彼らは、我々が彼らの国を支配しているのだということを知っている。彼ら
の領空も我々のものだ。・・・我々が、彼らがどう生きて何を喋るかを指図する。今
や、それが、アメリカの偉大さなのだ。これはいいことだ。特に、我々の必要とする
石油がたくさんある場合には」(ウィリアム・ブラム『ならず者国家』コモン・カレ
ッジ 2000年 159頁)。
これが真相だ。石油である。
どうしてこれが国際法違反の犯罪ではないだろうか?
