73年オイルショック当時、米国で起きた
トイレットペーパー・パニックの真相
●1973年に、中東戦争の勃発に伴って（？？）起きた「オイル
ショック」の煽りを受けて、日本では「トイレット・ペーパーがなく
なる！」という噂が全国に広まり、買いだめ騒動が起きました。
この事件は、噂とか都市伝説がどれほどの社会的影響力を及
ぼすかを示す、典型的な事例として歴史に残ることになりました。
（不穏な噂による大衆操作の典型的な事例は、関東大震災の
時の「不逞鮮人が井戸に毒を入れているらしい」という、朝鮮人
虐殺につながった噂でした。ちなみにこの時に治安対策の指揮
をとったのが、のちに読売グループという“心理戦争マシーン”
を構築することになった警察官僚の正力松太郎でした。第二次
大戦中の日本では「くだん」と呼ばれる妖怪の噂が広がりました
が、たしか当時の軍部が、社会心理を観察するための実験とし
て、この噂をばらまいたのだったと記憶しています。）
●オイルショック当時の「トイレットペーパー騒動」は、大阪の千里
ニュータウンのスーパーマーケットが“発祥の地”だということにな
っています。しかし、全国に波及した都市伝説や噂の場合、その
起源を正確に突き止めるのは、計画的に噂がばらまかれ、しかも
その当事者があとで告白でもしないかぎり、ほとんど不可能では
ないかと思います。
●ところで、たまたまジョニー・カーソンという有名テレビ番組司会
者のことを調べていたら、まったく予想していなかった逸話を見つ
けました。
●ジョニー・カーソンは1973年の12月19日に自分のテレビ番組で
「みなさん、最新のニュースをご存じ？ 冗談ぬきで、新聞に書い
てあったんだけど、トイレットペーパー不足が起きてるんだって」と、
冗談を飛ばしたんだって。そうしたら、全米で視聴者がパニックに
陥り、数百万人が買いだめに走って、本当にトイレットペーパー不足
が起きたんだとさ。 こんなことがあったなんて、全然知りませんで
した。（オイルショック関連で便所紙騒動が起きたのは日本だけだ
と思っていたので……。）

When the corporate types tried to fill Johnny's shoes with Jay Leno, they discovered that the mold had been broken.
With lightning wit, impeccable timing, midwestern charm, and a dash of the devil, Carson steered thousands of shows through the predictable chat show elements with sleek aplomb: the seamless opening monologue; the ritualized risque repartee; the jokes about Ed McMahon's boozing or Johnny's latest divorce or Doc's tie or the female guest's cleavage or the other guest's film clip or the musical number or the new stand-up's act.
He was the last person many Americans saw before going to sleep every night, and they trusted him implicitly, which was never more evident than in the "Great Toilet Paper Shortage of 1973." During his monologue on December 19, 1973, Johnny made this observation: "But have you heard the latest? I'm not kidding, I saw it in the paper. There's a shortage of toilet paper." Millions of Americans stripped grocery store shelves bare as a result of Johnny's joke. There were reports of cases of mass hoarding, with people buying T.P. in bulk. The fact that an innocent joke on a late-night talk show could send an entire country into a panic is testament to America's faith in Johnny. His departure in 1992 was handled with typical class--leave it to Johnny to know when to get off the stage.
