The Military Balance 2000/2001 ミ published in October 2000 ミ is an authoritative assessment of the military
capabilities and defence economics of 170 countries. Detailed country-by-country entries list military organisations,
weapons and equipment holdings, personnel, and relevant economic and demographic data. The Military Balance
2000/2001 also includes essays analysing key global issues, such as the international arms trade; information
technology ミ command and control and unmanned aerial vehicles. Region-by-region analyses cover the major
military and economic developments affecting security policy and the trade in weapons and other military
equipment.
There have been transatlantic tensions as the US and its European allies continue the struggle to reform their
military capabilities to deal with the new strategic realities. Differences have arisen, in particular, over US plans for
national missile defence (NMD) and sharing the burden of force contributions to peacekeeping operations. The
armed forces of the US and Western European countries are over-stretched because of commitments in the
Balkans, Africa and Asia after a period during which military personnel have been sharply reduced. While US
defence spending has increased, NATO European defence spending (other than in the UK) continues to decline. It
remains doubtful whether the Europeans can realise their ambitions for a credible 60,000-strong independent force.
The UN finds it hard to solicit troop contributions from any country, let alone the major powers, even when a
mandate for a force is authorised, such as for Sierra Leone. Even so, after a steady decline over the past five years,
the number of troops deployed in UN operations has increased sharply in 2000. There are currently 14 UN
peacekeeping operations around the world involving 28,900 troops from 38 countries. A year ago there were 9,123
troops deployed in such operations. However, this increased force level is still well below that in the period 1993ミ95
when UN troops reached a peak of over 70,000.
While the international arms trade fell slightly in 1999, with the value of deliveries estimated at $53.4 billion
compared with $58bn in 1998, global military expenditure overall in 1999 was maintained close to 1998 levels at
$809bn. Available military budgets for 2000 and beyond do not indicate any decline other than in Western Europe.
