FAS Urges Release of Obsolete Satellite Imagery

The Federation of American Scientists urges the Director of Central Intelligence to find in favor of declassifying
imagery from obsolete broad-area film return reconnaissance satellites as soon as practically possible. Imagery
from these satellites varies from 16 to 38 years old. Most of the imagery is comparable to imagery available from
current commercial imaging satellites such as Space Imagingユs IKONOS.
Given the age of these images, FAS believes that their release to the public would pose little if any risk national
defense and foreign policy. Indeed, it is difficult to envision circumstances or outcome in which release of this
obsolete imagery would harm national security or foreign policy. Furthermore, the release of these images do not
present a precedent for the further release of imagery from modern electro-optical satellites because Executive
Order 12951 authority is limited to film return images.
EO 12951 calls on the Director to establish a comprehensive program for the periodic review of obsolete film
return satellite imagery and sets a five year time deadline for the completion of the review. The deadline for that
review has passed, and we therefore urge the DCI to find in favor of releasing the obsolete imagery, and publish his
findings as set forth in the EO.
The release of the images would be of considerable value to historians of the Cold War, and would serve to increase
public understanding of this period in our nations history. Release of this imagery would serve a host of other
applications including, but not limited to, environmental monitoring, land-use planning, arms control, and other
commercial interests. Clearly, the historical, scholarly, scientific, and commercial benefits of releasing this
obsolete imagery outweigh any conceivable national security, defense, or foreign policy considerations. Finally, in
an age of transparency and openness, release of this imagery sets a positive example to the rest of the world and
represents the best of the American values that we hope the world would embrace. This collection of older film
return images would augment and compliment the growing commercial remote sensing industry archive of images
and would only increase the value and utility of newly obtained satellite images.
