都知事選では候補にろくな人間がいないからロクでもない石原が再選してしまうのだ。
前回の都知事選等も最悪だった。
わたみ社長？東国原？
石原の対抗馬に成り得るまともな候補が皆無。仕方なしにあろうことか私は共産党の小池に投票してしまった程だ（生まれて初めて共産党員に投票してしまったという恥辱だ）。
何で毎度毎度都知事選にはダメ候補しか名乗りを挙げないのか？

　法律に詳しい方教えていただけないでしょうか。

　秘書らの裁判で登石郁郎裁判長は水谷建設からの裏献金の授受を物証が無いにも拘わらず認め、有罪としました。

　元水谷建設元会長水谷功氏、社長の川村尚氏、小納氏、中村氏らが公判で「裏金を２回に分けそれぞれの秘書さんに渡しました」と証言しました。（ここはすみません、功氏が捜査段階で言ったのか公判の中で言ったのかは私傍聴していないので断定はできませんが）

　小沢さんサイドはもらっていないと主張をしているのだから明らかに偽証ですよね？しかも水谷あ功氏の言ったことが基になり東京地検特捜部はゼネコン等の強制捜査を徹底にしたわけで、その結果物証はなしとなり嫌疑不十分。

　だったら何故元秘書ら小沢さんサイドは、偽証罪、背任罪などあらゆる違法性をつき、水谷功氏らを逆告訴をしないのでしょうか？

　たとえ東京地検に告発しそれが不起訴になっても、「検察審査会」に申し立てればいい訳ですよね。
　
別のサイトでどなたかが背任罪は時効があり、最初の２００４年１０月の分はすでに時効となり、２００５年の分はまだ間に合うとかのカキコミがあったように記憶しております。背任罪になるのか偽証罪になるのかが正直よくわかりませんが。

　告発は第三者でもできます。その旨秘書さんの事務所に連絡したら、そのようなことは考えていませんと言われました。このケースの逆告訴は無理なのでしょうか？

　個人的に声を出して原発に抗議すると後で何を言われるか生活に何をされるか分かりません。
　
　スーパーで東北産の食物を買わないようにするくらいです。
　
　増税も勝手に拒否ですが決まれば仕方がありません。
　
　年金ももらえるかどうか分からないので払いたくないけど、督促がうるさいので仕方なく通帳引落しにしました。

早川氏はむしろ正直だ。
彼のここまで言う裁判所（官）への信頼は、半分くらいは本心かもしれないがそれは勝手である。しかし多くの心ある人々には彼の発言が、法曹という特権的職能団体の地位をとにかく維持せずにはおかないという意識と強く繋がっていることは残念ながら透けて見えてしまう。
裏返して言えば、彼ですら法曹の直面している今のどうしようもない状況に対し危機感を強く持っているということだろう。
我々は彼が思っているほどお人好しでも頓馬でもない。

この問題を巡って国内の対立軸が目の前にハッキリ見えてくることで、
少しはまともな日本の将来への第一歩となる可能性がある。

朝日新聞など社員や関係者以外の人にとっては、潰れようがどうでもいいんだよ。
問題にしているのは小沢氏の戦略・戦術だ。
敵を中立に、中立を味方に、が政治の基本だ。
自分のどんな意見も無批判に聞いてくれる信奉者だけを相手に話してもあまり意味がないのだ。アイドルのファンクラブではないのだから。
小沢氏は裁判に影響するからと国会証言を拒否している。
それは理由にならないと思うが、百歩譲ってそうだとしても、裁判のずっと前から国会で釈明する機会はいくらでもあった。議員や国民の多くを味方にするチャンスを自ら放棄している。国民の多くには小沢氏が「逃げている」としか見えない。
小沢氏は、どういう戦略で「暴虐な」司法・検察権力を打ちのめすつもりなのか。
いつものように、恫喝さえすれば何とかなると思っているのだろうか。アンチ小沢派でも、小沢氏の検察への怒りに同調する向きは少なくない。
マスコミ批判は当然だし、必要でさえある。だが、マスコミを一色たんにして罵倒し、敵扱いすることはまるで違う。ネット時代とはいえ、国民のかなりの部分はマスコミを通じて小沢氏のイメージを作っている。
マスコミが意図して「歪んだ」小沢氏のイメージを捏造していると主張するのだが、ぶっきらぼうで傲慢な対応など小沢氏側にも全く責任がないとは言えないのではないか。
粘り強く、マスコミが作る「歪んだイメージ」を修正させる努力や姿勢も必要なのではないか。そのためには、国権の最高機関である国会で証言し、国民に向け真摯に疑惑を解消することが最も確実で近道だ。
なぜ、小沢氏は国会証言を恐れているのか。無罪を獲得するためには、国会を使い「司法権力」に圧力を加えるべきではないのか。司法の土俵に戦いを限定したら、司法の横暴に勝てるはずがない。小沢氏の言うように、司法が腐りきっているのなら、どんな手段を使っても、これを叩き潰すのが正義ではないのか。
三権分立など、苔の生えた念仏を後生大事に唱えている場合ではないのだ。

ネトウヨの多くは自分はネトウヨだとは思ってないし思想的な対立や荒波に揉まれたこともないし物事に対して政治的な意味合いを見出すことに否定的な人たちでゆえに２ちゃんねるで得た情報に容易に飛びつくのも、情報の真贋を見抜く目と頭が徹底的に不足しているから。　
そもそも政治とか歴史の知識の素地に疎いから扇情的な見出し記事や書き込みに対して疑念を抱かないので、誘導されたサイトのおどろおどろしい記事を真実だと信用してしまう。
ネトウヨという病にかかる多くの人は思春期から青年期に至る自己形成の中で社会とどう関わっていくかという葛藤を、ニュースやネットの情報から社会に対して漠然と不満を持ち自らに鬱積し蓄積された疑問の捌け口としてカウンター情報を欲し、それを補完するものとして数多の誘導サイトが用意され、見事にそれらに嵌ってしまう。
つまり釣られてしまうわけだ。
いっぱしのネトウヨ君が誕生し、彼らは仲間を得るためにネットを徘徊し工作に励むというわけである。
これはネトウヨに嵌った人たちが特殊なのではなく、誰でも皆一様に通る道でもある。
それがネトウヨでないだけで、さしづめ６０年～７０年代の学生運動でも大概の人たちはこのようなものであったと思う。
ネトウヨに関して言うと大抵は一般社会に出て、普通に市井の人とバカ話や世間話をすれば自分の考えがおかしいということに気付いて意固地な頭が溶解していく。
いわゆる毒出し(デトックス)。
それでも毒が抜けない重症患者になるとパラノイアなどの精神疾患の疑いありなので病院で診てもらうか治療入院が必要だろう。
この状態にまで行き着いた連中が在特会や日護会などでヘイトスピーチや罵詈雑言を浴びせる、桜井某や川東某、黒田某になるわけである。
この連中はいわゆるネトウヨではない。
もうはっきりと病気である。ネトウヨをこじらせた最終形態が彼らである。
病気の彼らが作り、こさえた誘導サイトや工作記事に釣られ感化され連なってくいく、いたいけな若者がネトウヨ、ということになる。
悪の連環そのものである。

放射能汚染地域の食糧生産基地にする計画には反対です。
福島近隣の汚染地域の農耕地としての復興は、放射性セシウム半減期の数倍以上の１５０年から３００年先を見据えた国家の大計に基づいておこなわれるべきです。
有機農産物の消費者は、高いレベルの安全性を求めて購入していて、被災者救済との理由では汚染地域の有機農産物は口にしないでしょう。

復興計画で、自然エネルギー発電とＬＥＤ照明を組み合わせた植物工場の建設が検討されいると思います。放射能汚染地域にふさわしい農業とは思いますが、規模は限定的です。

汚染地域の農業としては、エネルギー源としてのバイオマス生産が適していると思います。

肥料の三要素は、窒素、リン酸、カリウムですが、このうちリンは、今のままでは近い将来に必ず枯渇します。人工の化学肥料は地下資源からリン鉱石（大部分の日本人はリン鉱石）を掘り出して製造します。有機農法においても、生活廃水（人糞）からリンを回収しなければ、結局は自然環境から一方向的にリン資源を収奪しているだけで、それは焼畑農業と大差なく、持続可能な農業とは言えません。

だからこそ早急に責任のある東電と国は、汚染され尽したこれらの地域を買い上げ、これらの人々の暮らしと生業が成り立つ新しいタウンを、山林を開発して創る決断すべきです。
現在の除洗の徹底では、たとえ放射能が殆ど検出されないまでに除洗され住民が戻ってきても、数年後に地下水汚染が深刻化するのが目に見えているからです。
確かに全国には放棄されている農地至るところにありますが、一人一人が離れていけば、それは棄村で、余りにも空しいのではないでしょうか。
私自身も自らの農業体験から、放棄されている農地を蘇らせるためにも、日本の農業再生について書いたわけです。

石原氏に投票しなかった中年の都民です。

選挙の後、聞き取り調査か何かで
年齢別の投票結果を出した一覧表を新聞で見ましたが
石原氏に投票したのは、圧倒的に60歳以上の壮年以降、高齢者が多かったのです。

３１１があったこともあり、安定を望んだのではないかとコメがありましたが
東電の総会の出口での聞き取りの時には
やっぱり年齢の高い株主が『原発は必要』と口々に。

少子高齢化の時代です。
年齢層で意識の違いがそこにあれば、数には勝てません。

先の短い人間の将来感と、今から長い人生を謳歌する人間の将来感が
今、余りにも違い過ぎるのではないか。
それはもう老害と言えるほどです。

もちろん、素晴らしい人生の先輩がたも多くおられるが
国を背負う人間たちの、権力や金に取り憑かれた状況はひど過ぎる！

ここを訪れる若い方たちにぜひ頑張って頂きたいです。

これは民間大手でも６０歳以上ではほとんど無い高給。

また７００万は新卒を２人雇える金額。
これで２０１３年からの公務員採用は総人件費と職員数は増やせないので

２０１３年から２０２５年卒業予定の新卒諸君は

新卒の半分も就職できれば恩の字になるだろう。
職のない若者が日本中にあふれる。
これで日本はますます少子化が進むことが決定。

　茨城県農協中央会（ＪＡ茨城県中央会）、茨城県医師会、ＴＰＰ対策茨城県農林水産団体本部、県消費者団体連絡会が共同した「ＴＰＰ交渉参加反対に向けた緊急集会」が１９日、茨城県小美玉（おみたま）市で開かれました。会場には、「地域経済・社会を崩壊させるＴＰＰ断固阻止」「農林水産業・地域医療を崩壊させるＴＰＰ断固阻止」の垂れ幕が掲げられ、７００人以上が参加。「日本の制度、形を一変させてしまう環太平洋連携協定（ＴＰＰ）の交渉参加は断固認められない」とのアピールを採択しました。

　主催者を代表してあいさつした県医師会の斎藤浩会長は、全分野の外国資本への市場開放がＴＰＰの本質であり、日本の国民皆保険制度が崩されるのがいちばん問題だと強調。「経済的に恵まれない人は医療・介護・福祉が受けられなくなる。医師や看護師不足も地域格差が激しくなる。ＴＰＰ交渉参加は大問題。国民合意なく参加を決めていいのか」と訴えると、会場から大きな拍手がおきました。

　ＪＡ茨城県中央会の加倉井豊邦会長は、野田内閣がＴＰＰの情報を国民に隠し、参加を決めようとしていることを批判。「例外なき関税撤廃が原則だ。交渉参加はアメリカの都合のよいようになる。日本の主食の米まで外国にまかせ、日本の将来に禍根を残す。連携して絶対阻止しよう」と決意をのべました。

　県消費者団体連絡会の川上ヒロ子会長は、食の安全が脅かされる消費者の不安に政府はこたえていない、と批判しました。

　集会の壇上には超党派２５人の県議が並び、ＴＰＰ反対の県議会決議が紹介され、日本共産党の大内久美子県議は「みなさん、ともに頑張りましょう」と訴えました。

朝日新聞が自らの利権保持と自紙の凋落歯止めに血迷って、村木局長事件、小沢事件をでっちあげ無理やり集めたガセネタを検察に提供したのが事件の発端、愚かな検察の迷走は検察や裁判所の暗部をすっかり白日の下にさらけ出してしまった。若宮・星の愚行は社会に多大の害毒を流し、日本の維新・改革に大きな損失をもたらしたが、日本の似非民主主義の実体を浮き彫りにする効果もあった。
法学者や政治家は基本的人権や三権分立等国家の根幹に関わる問題であるにも関わらず目を伏せ口を噤んでやり過ごす無責任さ加減、意気地の無さにはあきれ果て、未だ経験したことの無い民主主義を手にすることの困難さを痛いほど感じる。
検察こそ説明責任をと言うのは正にその通りである。

ＴＰＰ阻止 “一緒に輪を広げよう”

　野田首相が推し進めるＴＰＰ（環太平洋連携協定）交渉参加に反対する国民的共同を広げようと、日本共産党の紙智子参院議員（党農林・漁民局長）は１９日、すでに反対を表明している農林業の中央団体を相次いで訪問して、懇談しました。

　訪問したのは全国農業協同組合中央会（ＪＡ全中）、全国森林組合連合会（全森連）、全国農業会議所です。どこでも、幅広く運動して何としても阻止したい、との意見で一致しました。

　紙議員は、どの懇談でも、国民的な共同を呼びかけた党のアピールを紹介しながら、「党として各地のいっせい宣伝などで、ＴＰＰの問題点が国民的に見えるように努力したい。ごいっしょに反対の輪を広げましょう」と話しました。

　ＪＡ全中では、馬場利彦農業対策部長が応対。各県での反対集会にもふれながら、「“農業対工業”という対決構図が偽りで、排ガス規制の緩和や、各種の安全基準の緩和など、アメリカ式ルールを国民生活の全分野に押し付けるしかけがＴＰＰだとわかってきた」と応じました。

　全国農業会議所では、地方議会の反対決議の多さが話題になり、応対した柚木（ゆのき）茂夫事務局長は、各地の農業委員会でも意見書や建議が数多く出されている､と話しました｡

　懇談には、有坂哲夫党国民運動委員会事務局長が同行しました。この日は、ＴＰＰ反対でがんばる農民連や全国食健連、全農協労連の事務所も訪問。反対の運動をさらに強めることで一致しました。

田原氏が変節したかどうかは分かりませんが、サンプロに京大の高坂先生が出演してから変わった記憶が有ります。
田原氏だけでなくて、世の中全体が右の方にシフトをした印象が残っています。
残念ながら、左の方たちは歴史観や世界観の博識度でで高坂先生に負けていましたね。
対抗できる識者もいましたが、メディアからは消えて行きました。
高坂先生は亡くなりましたが、どの様な方かは阿修羅の読者なら御存知と思います。

岩手県の内陸に住む者として”結論”を言う。
平野大臣の発言に一片の問題もない。
第一、平野大臣の”復興”に関わる不断（普段）のがんばりや活動を一切報じることこなく、このような”揚げ足取り”でギャーギャー騒ぐのはナンセンス。
黄川田議員が地元住田あたりで同じような事を言ったのであれば、より問題はないが、どっちにしてもモーマンタイ！

平野議員は”友人を死を悼み、残念さの裏返しで”あのような物言いをした。
防波堤もろくに無いような所に建つ住宅、防災訓練を行っても参加率が何１０％とか、地震が来ても『自分は大丈夫』とタカを括って逃げない（情報も取らない）人が多いとか、岩手内陸に住む者として、三陸沿岸の防災（耐津波）意識の昨今の低下は明らかで、常日頃苦々しく思っていた。
それはオラも平野大臣も一緒。オラの高田の駅前に住んでいた親しい友人も、自宅と一緒に流され、今だ行方不明。

『バカ者めえ、だから言ってたじゃねえか？あほっ！！』って気持ちだし、どんな立場、どんな場面であろうと、オラはその気持を正直に表現して悪いとはこれっポッチも思わん！！

但し、逃げたくても逃げれなかった人、情報を取ろうにも取れ無かった人が、”逃げれず”犠牲になった例も数多あろう。でもそれは『逃げれなかった』人であって、平野大臣の言う『逃げなかった人』じゃあない。

いいか、くそマスゴミと平野大臣を批判するヤツ！！
本当に沿岸部に住む人たちの今後の安全と防災の有り様を論じたいなら、まず、”犠牲者””被災者”の今までの防災意識・危機意識の低さを、根幹から見直さなければナラヌのだ！

　環太平洋連携協定（ＴＰＰ）の交渉参加に反対するＪＡ県中央会と県医師会が主催した緊急集会が十九日、小美玉市四季文化館みの～れで開かれた。関係団体などから約七百人が集結し、「食料自給率の低下や地域経済・社会の崩壊を招く恐れがある」「地域医療、保険、雇用、食品安全性など国のかたちを一変させてしまう」として断固反対を求める決議を採択した。　（北爪三記）

　両団体によるＴＰＰ反対の活動は初めて。壇上には、加倉井豊邦・ＪＡ県中央会長や斎藤浩・県医師会長らが背中に「ＴＰＰ交渉参加断固反対！」と赤で書かれた白いジャンパーを着て並んだ。

　斎藤会長は「ＴＰＰは農業だけでなく医療、福祉、介護、教育などあらゆる産業に関与している。日本は米国の属国化する必要があるのか。安易に参加してはならない」などと主張。加倉井会長は「主食であるコメの生産を外国に任せることになったら国や国民を守れるのか。相手国にはっきり物を言えるのか。そういう事態を招きかねず、この協定の危うさ、問題の本質を見極めて阻止していきたい」と呼び掛けた。

　来賓であいさつした県消費者団体連絡会の川上ヒロ子会長は「国民や消費者の生活にどんな影響を与えるのか明らかにされない中、交渉問題を農業対工業のように扱い、十一月までに参加を前提とした結論を導こうとする政府の方針に違和感を感じる」と問題提起。「震災や原発事故によって、食の安全安心や健康に対する国民の関心はかつてなく高い。私たちはＴＰＰ問題が何なのか知る権利がある。政府は国民に十分な説明をする必要がある」と訴えた。

　自民、民主、公明、自民県政ク、共産の県議ら約三十人も駆け付け、集会の終わりに主催者とともに拳をつくり、壇上で「ガンバロー」を三唱して気勢を上げた。

　ＴＰＰをめぐっては、ＪＡ県中央会など十六団体が今年二月に「ＴＰＰ対策県農林水産団体本部」を設置。三十四万六千三百九十七人の反対署名を集めるなどしている。

　県議会も昨年の第四回定例会で、ＴＰＰ交渉参加反対の請願を採択したほか、国民的議論や慎重な判断を求める意見書を可決している。

　小沢さんの国会で説明をと私も一時期思ったことがあります。しかし小沢さんは裏献金をもらっていないわけだから「私は悪いことは何もしていません」としか言いようがないのではないでしょうか。

　期ズレに関しては、政治資金収支報告書の記載についての責任は会計責任者にあり、資金管理団体の代表者にはないと思いました。

　西松建設関連の二つの政治団体から献金をもらっていたのは圧倒的に自民党議員の方が多かったわけですよね。

　民主党の菅元総理が国会で野党から小沢さんの「政治とカネ」で追求された時、
　・自民党の国会議員も西松建設関連の政治団体から献金を相当数いたではないか
　・西松建設関連の二つの政治団体は総務省にきちんと届出をしてあり、規約があり会計も独立していて決してダミーの団体ではない

　・水谷建設の裏献金物的証拠がない、自民党議員はこれまで水谷建設から献金をもらっていないのか

　など、いくらでも野党に対し反論することができたの菅ら仙谷、枝野、蓮方、野田、小宮山（さん抜き）らはむしろそれを逆利用し政権交代の立役者である小沢さんとそのグループを徹底的に排除した。彼らだって自ら「政治とカネ」の問題を抱えていたにも関わらず。

　そういうわけで私は今の野田政権にはまったく期待がもてず、人を貶めてでも権力の座に就きたがる今の民主党執行部に対し不信感の塊でいっぱい、極端な話し民主党は消えてなくなって欲しいとさえ思っています。

タイトルでは福島原発事故地域と書いていますが、その地域は放棄して近隣の山林のエコタウン開発をすべきと書いたと思いますが。
バイオマスの液肥は貴重な資源として、ドイツでは肥料過剰にならないよう農地に有機肥料として撒布されています。
もし人体には十分安全であるとしても、農作物に多少でも問題があればヒマワリを植え耕作機械の燃料に使用する方法で、山林を開墾した農地から殆ど放射能を取り除くことも可能です。
私の父は高等師範で戦後教えていましたが、食料も不足していたこともありウサギを飼い、生徒たちと畑を耕し金肥を撒いていたのを思い出します。
また１０年ほど訪れたストックホルムのエコタウンでは、簡易型のエコトイレで乾燥ペレットとして、自家菜園に使用していました。
いずれ江戸時代のように、金肥として使用する時代が再び訪れるのも近いのではないでしょうか。

　最近ショックを受けたのは、30年前に死んでミイラ化していた高齢者が東京都で見つかった事件。家族が葬式も出さずに遺体を放置したまま、あたかも本人が生きているかのように装って、年金をもらい続けていた。

　ああいうことをする国民は、世界を見回しても日本人しかいません。象だって、仲間が死んだら鼻で死体を触って弔いをするのに、これでは畜生以下の行為と言わざるを得ません。

無農薬のハウス栽培は植物工場とも呼ばれ、既に採算でも成功し増加傾向にあります。液肥で土壌も使用しないことから放射能ゼロ、ダイオキシンゼロの安全な農作物を栽培することは容易です。
しかし長年有機栽培にこだわってきた者としては、甘さからしても有機栽培に拘りたく思い、全く汚染されていない土壌を使えばよいと書いたわけです。
いずれにしても風評被害を克服するには、毎日検査してもらい放射能ゼロの農作物を提供することが重要だと思います。

　国民の血税から年間３１９億円が支出される政党交付金（＝政党助成金）の一部が２０日、各党に配られる。実は、民主党内で一時期、東日本大震災の復興財源に、政党助成金を充てる案が取り沙汰されていた。自ら身を切る姿勢を示す一方で、真の狙いは資金難にあえぐ自民党に対する“兵糧攻め”だったというのだが…。

　先月末、民主党の衆院当選１回の議員数人が党本部の幹事長室を訪問。応対した党幹部に「政党交付金を２年間凍結し、復興財源に充てるべきだ」などとする提案書を手渡した。

　ちょうど、月額５０万円の議員歳費削減が１０月から満額に復活する問題が国会で取り上げられていた時期。若手議員は「増税前に、自分たちも国民と苦しみを分かち合わねばならないという思いだった」と解説した。

　一方、裏の狙いも。党関係者は「提案の本当の目的は、自民党を干し上げることだ。自民党には１００億円の借金がある。任期満了まで交付金を止めれば、衆院選を戦えなくなる」と語った。

　確かに２年前の衆院選で大敗した自民党は、政党交付金や立法事務費が激減。党本部のリストラが進み、経費削減が徹底されている。今月１日に公開された政党交付金の残高に当たる「基金」も民主党４４億円に対し、自民党は７億円。交付金を止められたら、立ちゆかないのは明白だ。

　しかし、民主党内でも議論は盛り上がらず、予定通り配られることに。中堅議員は「２年間凍結しても、復活させるときにマスコミが『もっと凍結しろ』と騒ぐだろう。民主党は自分で自分の首を絞めることになる」と話した。

前回の公判ですっきりと靄が晴れるような証言を陸山会と不動産屋の間に入った中間業者がしました。

曰わく、陸山会側は取引全体を遅らせることを望んでいた、不動産屋側は１０月中の取引を望んでいた。

悩んだ中間業者は不動産屋に近い司法書士に相談し支払いと登記を合法的にずらせることを知り、その方法で陸山会側と合意したという。

またこのやり方は不動産屋専属弁護士もお墨付きを与えているはずだと証言した。

これは大変重要な証言ではないだろうか？陸山会側は取引全体を遅らすことを望んでいたが司法書士の提案する合法的にズラす方法を信用し従っただけであることがハッキリしたのである。

少なくとも、この期ズレの発案者が陸山会側ではなく法律家であった事実は大きい。

「ＴＰＰやＦＴＡが輸出を増やす。それにより雇用が増える。」
というメリットばかりを唱える経済界やマスコミ、政府関係者だが自国の現状を見つめ直した方がいい。
どこの国においても同じことだが、特に耐久消費材においては、「欲しい新商品がある。」「買い替え需要」が購買の動機の主なものだ。

お金が山ほどあれば別だが、後は懐具合次第である。
先進国では、所得の2極分化が進み、国民の一部の階層を除けば国民の可処分所得が減少している国がほとんどだ。またその一部の金持ち階級も株安などで資産が減少しているのが現状だ。
逆に中国などの新興国と呼ばれる国々は全体的に国民の可処分所得が増加している。

では、現状のような状況下では、購買活動にどのような影響があらわれるのだろう。
日本の車業界を参考に考えてみよう。
日本の新車販売台数は2003年以降2010を除いて前年比でマイナスである。
2003年に403万台あったものが2009年には292万台まで下がっている。

2010年はエコカー減税などで買い替え需要を喚起したため、323万台まで戻したが、2011年は前年比75％近くまで下がっている。
「若者の車離れ」などの要因はもちろんあるが、一番の要因は「買い替え期間の延長」にあるらしい。国民の所得が伸びている時代は平均で約3年ぐらいで車を買い換えていたものが、現在では、その倍の6年ぐらいにまで延びているそうだ。
新車の販売台数が落ちるわけである。

このことは家電製品などにも当てはまる。
残念ながら先進国と呼ばれる国々の国民の可処分所得は、緊縮財政の影響もあり、ここ当面、下がることはあっても上がることは無いだろう。
ということは、少なくても自動車や電化製品などの耐久消費財等の買い替え期間が短くなることは無さそうである。

アメリカとの貿易においても現在のアメリカの経済状況を見る限りにおいては数％の関税が０になったら日本の輸出が増加すると考えること自体にかなり無理がありそうだ。
逆に製品の輸入が増加する場合の影響も考慮しないとトータルでのプラスマイナスは判断できない。

たとえば円高と０関税で輸入車の価格は大幅に下がる。たとえば日産の完成車が逆輸入される場合などが想定される。（というか、そうなりつつある。トヨタの商用車などでも同様の傾向がある。）
ということはそれだけ国内生産の車の販売台数が減少することになり、むしろ雇用は減少する。

農産品の一部を除けば、日本は世界でも有数な「開かれた国」であり、「乗り遅れる」という言葉には違和感がある。
韓国と比較し「日本がＦＴＡなどで遅れをとっている。」という批判があるが、これは大きな誤解で、交渉相手国の関税が日本より高いために相手国が決断できないでいるというのが本当の理由である。

ＦＴＡなどが国内の景気回復や雇用の増加にすぐに効果があるとは考えられない。そうであるならば、喫緊の国内の景気対策、とりわけ震災復興、原発事故の処理に集中すべきではないか。

検察審査会設立の目的が、検察が恣意的に不起訴処分としないように見張る組織で有るが、検察が冤罪作りを行うとの可能性は0と考えての制度だろう。
検察が恣意的な冤罪事件を作り出したなら、検察審査会は犯罪集団検察の応援団の役目に代わる組織になってしまう。
検察が違法行為を繰り返している事が顕在化してきた今は、検察審査会の役目は、検察が証拠のない冤罪事件を作り出していないかも審査の対象にしないと、証拠のない事案での裁判での決着とのケースが検察官と審議補助員の誘導により多発するだろう。
裁判所までが無理筋の推認で有罪との法律に違反した判決を出している。

しかし、この報道自体が如何に「在特会が影響力を持ち始めているか」を証明していると思いました。

「最近ショックを受けたのは、30年前に死んでミイラ化していた高齢者が東京都で見つかった事件。家族が葬式も出さずに遺体を放置したまま、あたかも本人が生きているかのように装って、年金をもらい続けていた。
　ああいうことをする国民は、世界を見回しても日本人しかいません。象だって、仲間が死んだら鼻で死体を触って弔いをするのに、これでは畜生以下の行為と言わざるを得ません。」
　親の弔いや火葬すらしないような人の味方はしたいと思わないし、どんなに金がなくても死んだ人の年金をあてにして遺体と共に生きるのは正直、気持ち悪過ぎる。
なので石原氏の意見は充分わかるが、
貧乏過ぎて親の年金をあてにしていた人を多く産みだした社会にも責任の一端はあるのじゃないかな、
日本という社会を弱肉強食、格差社会にしてしまった自民党らには、死んだ親の年金まであてにして生きるハイエナのようなどん底の貧乏人の痛みはわからないだろう。
そういう行為をしてしまった遺族は非難する前に可哀想だと思う。

石原氏は弱者の痛みをわかろうとせずに、切って捨てるところがあるので、氏ねなどど嫌われるのだろう。
国家目線で、というが、もし石原氏が国の政治を預かって、震災復興を意図したとしても、勢いだけで、やることがおおざっぱだから、都民銀行みたいに暗闇に金を収奪されて大損して終わってしまうだろうね。

　都民が消去法で石原都知事しか選べなかったとしたら、それは都民の運が悪いとしかいえない。もちろん、野田総理しか選択の自由のない国民はもっと不幸だ。

　「社会保障と税の一体改革」でも、環太平洋連携協定（ＴＰＰ）の交渉参加でも、米軍普天間基地の「移設」でも、野田佳彦政権の世論に逆らう動きが際立ちます。

　「一体改革」では、消費税増税法案を年明けに提出しようとしているのに加え、年金、医療、介護などの改悪案も相次いで明らかになりました。ＴＰＰでは、１１月のアジア太平洋経済協力会議（ＡＰＥＣ）までに交渉参加を決断しようとしています。普天間基地問題でも閣僚が相次いで沖縄を訪問し、年内には埋め立ての前提となる環境影響評価（アセスメント）書を提出しようとしています。

前のめりの首相発言

　野田首相は１７日の内閣記者会（記者クラブ）のインタビューで、ＴＰＰについては「幅広い視点で議論し、なるべく早く結論を出す」、普天間基地問題については、「なるべく早く結論を出したい」などと、前のめりの発言を繰り返しました。ＴＰＰでは交渉参加の方向で、普天間問題ではアメリカと合意した名護市辺野古に新基地を建設し「移設」する方向で、「結論」を出し、実行を急ごうとしているのは明らかです。

　野田首相は「早く結論を出す」といいますが、ＴＰＰ交渉参加も普天間基地｢移設｣も国民がこぞって賛成し、実行を待ち望んでいる問題ではありません。それどころか、ＴＰＰでは農業関係者が「農業に壊滅的な打撃を与える」と反対しているのをはじめ、医療関係者や中小業者などの間にも反対が広がっています。普天間基地の問題では、新基地建設どころか、普天間基地を無条件で撤去し、沖縄の基地を縮小することこそ、沖縄県民こぞっての願いです。

　国民・県民の願いにそって結論を急ぐというなら、ＴＰＰ交渉参加や普天間基地の「移設」は直ちに中止すべきです。ところがそれとは正反対に、ＴＰＰの交渉参加や普天間基地「移設」で結論を急ぐのは、それが財界やアメリカの要求であり、野田政権が財界・アメリカ直結の政権だからです。

　実際、政権発足以来、“財界詣で”を重ねる野田政権に財界が要求してきたのは、消費税増税など「一体改革」の実行や原発の再稼働とともに、ＴＰＰ交渉への参加です。一方、アメリカは９月の日米首脳会談でも普天間基地「移設」で具体的な進展を求め、近く来日するパネッタ国防長官も埋め立てを県に申請するよう政府に迫るといわれています。野田首相が「結論を出す」という「結論」が、財界やアメリカの求めに積極的に応えるものなのは明らかです。

　国民が望んでもいないことを押し付けるために「結論」を急ぐことこそ、民主主義をないがしろにするものはありません。「不言実行」が野田首相の持論だといいますが、国民の願いを踏みにじって正反対の「結論」を押し付けるのでは、独裁政治そのものです。

世論と運動強めてこそ

　もちろん、野田政権が財界やアメリカの要求に「直結」して「結論」を出そうと急げば急ぐほど、国民の批判が広がり、反対が強まるのは明らかです。ＴＰＰへの交渉参加をめぐる農協などの反対運動の高まりは急激です。

　こうした国民の世論と運動を急速に強めることこそ、国民の願いに反した「結論」を野田政権に急いで出させないために重要です。

小沢が本当に悪党政治家かどうかは別にして、証人喚問の事でとやかく言われるのは小沢自身が「呼ばれればいつでも応じる」って断言した事にもあるんじゃないの？
別にその頃から起訴される可能性は十分あったんだから、「その時とは事情が違う」なんて言い訳は通用しないしさ。
やっぱ自分の無罪にそれほど確信があるんなら、それをみんなに納得させるのはそんなに困難な事とは思えないんだけど・・・
当然それを証明する根拠をお持ちの上でのことだと思うしね（根拠もなく「オレは無実だ」って言ってるならそれは大きな問題だね）。
今のままだと証人喚問に応じる必要がないというよりは、応じたくないだけだろって思われちゃうよ。
「武士に二言はない」って言うけど、政治家には二言も三言もあるんだなｗ
こんなこと続けてたら小沢信者とそれ以外の国民の溝は深まるばかりだと思うのはオレだけかな？
せめてもの慰めは、登石のトンデモ判決によって多くの国民が司法に対して疑問を抱いたって事だね。

今、重度に精神病んでます。

半年前、禁煙外来で禁煙しました。

その後どうにも体が言うことをきかなくなりました。

考えに考えた挙句、たばこをまた買ってきました。

随分と楽になりました。

これが薬で代替できるものならそうであって欲しい。

煙や匂いで他人に不愉快な思いをさせる。

自分自身も吸ってることに罪悪感を感じる。

でも現実、ニコチンの離脱症状とはまた違う苦しみと戦うくらいなら

　ＴＰＰ（トランス・パシフィック・パートナーシップ）について、参加しなければ取り残されるとする論調が大きくなり、悲観論は少ないようだが、このたび「あおぞら銀行」が「ＴＰＰに潜む危険性」と題するレポートを発表し警告を発している。

　同行は「危険性についても考えてみたい」として、24項目のうち、農業産品、工業製品などに代表されるものにばかり目が行きがちながら、残る22項目、特にサービス市場について「日本市場を開放し自国（米国）の雇用を改善したい」と米国の思惑を書いている。

　元々、オバマ大統領は10年の一般教書演説では、今後5年間で米国の輸出を2倍に増やすと明言し、さらにその目的を「わたしがこの先結ぶ貿易協定は、米国の雇用に資するものだけだ」としている。

　そのサービス市場の代表格として「医療」分野を挙げている。保険診療、保険外診療が併用される、営利法人の医療分野への参入が解禁される可能性は極めて高く、市場原理が過度に働き、国民皆保険の崩壊、医療格差の拡大につながる恐れがある、という。

　同大統領は、自身や民主党の泣き所になっている雇用や経済を演説の柱とし、金融制度改革をはじめとする野心的な政策の成立を強く求めた。また国を二分している医療保険制度改革については、演説の後半で実現を求めた。

Our Constitution declares that from time to time, the President shall give to Congress information about the state of our union. For two hundred and twenty years, our leaders have fulfilled this duty. They have done so during periods of prosperity and tranquility. And they have done so in the midst of war and depression; at moments of great strife and great struggle.

It’s tempting to look back on these moments and assume that our progress was inevitable -- that America was always destined to succeed. But when the Union was turned back at Bull Run and the Allies first landed at Omaha Beach, victory was very much in doubt. When the market crashed on Black Tuesday and civil rights marchers were beaten on Bloody Sunday, the future was anything but certain. These were times that tested the courage of our convictions, and the strength of our union. And despite all our divisions and disagreements; our hesitations and our fears; America prevailed because we chose to move forward as one nation, and one people.

Again, we are tested. And again, we must answer history’s call.

One year ago, I took office amid two wars, an economy rocked by severe recession, a financial system on the verge of collapse, and a government deeply in debt. Experts from across the political spectrum warned that if we did not act, we might face a second depression. So we acted -- immediately and aggressively. And one year later, the worst of the storm has passed.

But the devastation remains. One in ten Americans still cannot find work. Many businesses have shuttered. Home values have declined. Small towns and rural communities have been hit especially hard. For those who had already known poverty, life has become that much harder.

This recession has also compounded the burdens that America’s families have been dealing with for decades -- the burden of working harder and longer for less; of being unable to save enough to retire or help kids with college.

So I know the anxieties that are out there right now. They’re not new. These struggles are the reason I ran for President. These struggles are what I’ve witnessed for years in places like Elkhart, Indiana and Galesburg, Illinois. I hear about them in the letters that I read each night. The toughest to read are those written by children -- asking why they have to move from their home, or when their mom or dad will be able to go back to work.

For these Americans and so many others, change has not come fast enough. Some are frustrated; some are angry. They don’t understand why it seems like bad behavior on Wall Street is rewarded but hard work on Main Street isn’t; or why Washington has been unable or unwilling to solve any of our problems. They are tired of the partisanship and the shouting and the pettiness. They know we can’t afford it. Not now.

So we face big and difficult challenges. And what the American people hope -- what they deserve -- is for all of us, Democrats and Republicans, to work through our differences; to overcome the numbing weight of our politics. For while the people who sent us here have different backgrounds, different stories and different beliefs, the anxieties they face are the same. The aspirations they hold are shared. A job that pays the bills. A chance to get ahead. Most of all, the ability to give their children a better life.

You know what else they share? They share a stubborn resilience in the face of adversity. After one of the most difficult years in our history, they remain busy building cars and teaching kids; starting businesses and going back to school. They’re coaching little league and helping their neighbors. As one woman wrote me, “We are strained but hopeful, struggling but encouraged.”

It is because of this spirit -- this great decency and great strength -- that I have never been more hopeful about America’s future than I am tonight. Despite our hardships, our union is strong. We do not give up. We do not quit. We do not allow fear or division to break our spirit. In this new decade, it’s time the American people get a government that matches their decency; that embodies their strength.

And tonight, I’d like to talk about how together, we can deliver on that promise.

It begins with our economy.

Our most urgent task upon taking office was to shore up the same banks that helped cause this crisis. It was not easy to do. And if there’s one thing that has unified Democrats and Republicans, it’s that we all hated the bank bailout. I hated it. You hated it. It was about as popular as a root canal.

But when I ran for President, I promised I wouldn’t just do what was popular -- I would do what was necessary. And if we had allowed the meltdown of the financial system, unemployment might be double what it is today. More businesses would certainly have closed. More homes would have surely been lost.

So I supported the last administration’s efforts to create the financial rescue program. And when we took the program over, we made it more transparent and accountable. As a result, the markets are now stabilized, and we have recovered most of the money we spent on the banks.

To recover the rest, I have proposed a fee on the biggest banks. I know Wall Street isn’t keen on this idea, but if these firms can afford to hand out big bonuses again, they can afford a modest fee to pay back the taxpayers who rescued them in their time of need.

As we stabilized the financial system, we also took steps to get our economy growing again, save as many jobs as possible, and help Americans who had become unemployed.

That’s why we extended or increased unemployment benefits for more than 18 million Americans; made health insurance 65% cheaper for families who get their coverage through COBRA; and passed 25 different tax cuts.

Let me repeat: we cut taxes. We cut taxes for 95% of working families. We cut taxes for small businesses. We cut taxes for first-time homebuyers. We cut taxes for parents trying to care for their children. We cut taxes for 8 million Americans paying for college. As a result, millions of Americans had more to spend on gas, and food, and other necessities, all of which helped businesses keep more workers. And we haven’t raised income taxes by a single dime on a single person. Not a single dime.

Because of the steps we took, there are about two million Americans working right now who would otherwise be unemployed. 200,000 work in construction and clean energy. 300,000 are teachers and other education workers. Tens of thousands are cops, firefighters, correctional officers, and first responders. And we are on track to add another one and a half million jobs to this total by the end of the year.

The plan that has made all of this possible, from the tax cuts to the jobs, is the Recovery Act. That’s right -- the Recovery Act, also known as the Stimulus Bill. Economists on the left and the right say that this bill has helped saved jobs and avert disaster. But you don’t have to take their word for it.

Talk to the small business in Phoenix that will triple its workforce because of the Recovery Act.

Talk to the window manufacturer in Philadelphia who said he used to be skeptical about the Recovery Act, until he had to add two more work shifts just because of the business it created.

Talk to the single teacher raising two kids who was told by her principal in the last week of school that because of the Recovery Act, she wouldn’t be laid off after all.

There are stories like this all across America. And after two years of recession, the economy is growing again. Retirement funds have started to gain back some of their value. Businesses are beginning to invest again, and slowly some are starting to hire again.

But I realize that for every success story, there are other stories, of men and women who wake up with the anguish of not knowing where their next paycheck will come from; who send out resumes week after week and hear nothing in response. That is why jobs must be our number one focus in 2010, and that is why I am calling for a new jobs bill tonight.

Now, the true engine of job creation in this country will always be America’s businesses. But government can create the conditions necessary for businesses to expand and hire more workers.

We should start where most new jobs do -- in small businesses, companies that begin when an entrepreneur takes a chance on a dream, or a worker decides its time she became her own boss.

Through sheer grit and determination, these companies have weathered the recession and are ready to grow. But when you talk to small business owners in places like Allentown, Pennsylvania or Elyria, Ohio, you find out that even though banks on Wall Street are lending again, they are mostly lending to bigger companies. But financing remains difficult for small business owners across the country.

So tonight, I’m proposing that we take $30 billion of the money Wall Street banks have repaid and use it to help community banks give small businesses the credit they need to stay afloat. I am also proposing a new small business tax credit -- one that will go to over one million small businesses who hire new workers or raise wages. While we’re at it, let’s also eliminate all capital gains taxes on small business investment; and provide a tax incentive for all businesses, large and small, to invest in new plants and equipment.

Next, we can put Americans to work today building the infrastructure of tomorrow. From the first railroads to the interstate highway system, our nation has always been built to compete. There’s no reason Europe or China should have the fastest trains, or the new factories that manufacture clean energy products.

Tomorrow, I’ll visit Tampa, Florida, where workers will soon break ground on a new high-speed railroad funded by the Recovery Act. There are projects like that all across this country that will create jobs and help our nation move goods, services, and information. We should put more Americans to work building clean energy facilities, and give rebates to Americans who make their homes more energy efficient, which supports clean energy jobs. And to encourage these and other businesses to stay within our borders, it’s time to finally slash the tax breaks for companies that ship our jobs overseas and give those tax breaks to companies that create jobs in the United States of America.

The House has passed a jobs bill that includes some of these steps. As the first order of business this year, I urge the Senate to do the same. People are out of work. They are hurting. They need our help. And I want a jobs bill on my desk without delay.

But the truth is, these steps still won’t make up for the seven million jobs we’ve lost over the last two years. The only way to move to full employment is to lay a new foundation for long-term economic growth, and finally address the problems that America’s families have confronted for years.

We cannot afford another so-called economic “expansion” like the one from last decade -- what some call the “lost decade” -- where jobs grew more slowly than during any prior expansion; where the income of the average American household declined while the cost of health care and tuition reached record highs; where prosperity was built on a housing bubble and financial speculation.

From the day I took office, I have been told that addressing our larger challenges is too ambitious -- that such efforts would be too contentious, that our political system is too gridlocked, and that we should just put things on hold for awhile.

For those who make these claims, I have one simple question:

How long should we wait? How long should America put its future on hold?

You see, Washington has been telling us to wait for decades, even as the problems have grown worse. Meanwhile, China’s not waiting to revamp its economy. Germany’s not waiting. India’s not waiting. These nations aren’t standing still. These nations aren’t playing for second place. They’re putting more emphasis on math and science. They’re rebuilding their infrastructure. They are making serious investments in clean energy because they want those jobs.

Well I do not accept second-place for the United States of America. As hard as it may be, as uncomfortable and contentious as the debates may be, it’s time to get serious about fixing the problems that are hampering our growth.

One place to start is serious financial reform. Look, I am not interested in punishing banks, I’m interested in protecting our economy. A strong, healthy financial market makes it possible for businesses to access credit and create new jobs. It channels the savings of families into investments that raise incomes. But that can only happen if we guard against the same recklessness that nearly brought down our entire economy.

We need to make sure consumers and middle-class families have the information they need to make financial decisions. We can’t allow financial institutions, including those that take your deposits, to take risks that threaten the whole economy.

The House has already passed financial reform with many of these changes. And the lobbyists are already trying to kill it. Well, we cannot let them win this fight. And if the bill that ends up on my desk does not meet the test of real reform, I will send it back.

Next, we need to encourage American innovation. Last year, we made the largest investment in basic research funding in history -- an investment that could lead to the world’s cheapest solar cells or treatment that kills cancer cells but leaves healthy ones untouched. And no area is more ripe for such innovation than energy. You can see the results of last year’s investment in clean energy -- in the North Carolina company that will create 1200 jobs nationwide helping to make advanced batteries; or in the California business that will put 1,000 people to work making solar panels.

But to create more of these clean energy jobs, we need more production, more efficiency, more incentives. That means building a new generation of safe, clean nuclear power plants in this country. It means making tough decisions about opening new offshore areas for oil and gas development. It means continued investment in advanced biofuels and clean coal technologies. And yes, it means passing a comprehensive energy and climate bill with incentives that will finally make clean energy the profitable kind of energy in America.

I am grateful to the House for passing such a bill last year. This year, I am eager to help advance the bipartisan effort in the Senate. I know there have been questions about whether we can afford such changes in a tough economy; and I know that there are those who disagree with the overwhelming scientific evidence on climate change. But even if you doubt the evidence, providing incentives for energy efficiency and clean energy are the right thing to do for our future -- because the nation that leads the clean energy economy will be the nation that leads the global economy. And America must be that nation.

Third, we need to export more of our goods. Because the more products we make and sell to other countries, the more jobs we support right here in America. So tonight, we set a new goal: We will double our exports over the next five years, an increase that will support two million jobs in America. To help meet this goal, we’re launching a National Export Initiative that will help farmers and small businesses increase their exports, and reform export controls consistent with national security.

We have to seek new markets aggressively, just as our competitors are. If America sits on the sidelines while other nations sign trade deals, we will lose the chance to create jobs on our shores. But realizing those benefits also means enforcing those agreements so our trading partners play by the rules. And that’s why we will continue to shape a Doha trade agreement that opens global markets, and why we will strengthen our trade relations in Asia and with key partners like South Korea, Panama, and Colombia.

Fourth, we need to invest in the skills and education of our people.

This year, we have broken through the stalemate between left and right by launching a national competition to improve our schools. The idea here is simple: instead of rewarding failure, we only reward success. Instead of funding the status quo, we only invest in reform -- reform that raises student achievement, inspires students to excel in math and science, and turns around failing schools that steal the future of too many young Americans, from rural communities to inner-cities. In the 21st century, one of the best anti-poverty programs is a world-class education. In this country, the success of our children cannot depend more on where they live than their potential.

When we renew the Elementary and Secondary Education Act, we will work with Congress to expand these reforms to all fifty states. Still, in this economy, a high school diploma no longer guarantees a good job. I urge the Senate to follow the House and pass a bill that will revitalize our community colleges, which are a career pathway to the children of so many working families. To make college more affordable, this bill will finally end the unwarranted taxpayer-subsidies that go to banks for student loans. Instead, let’s take that money and give families a $10,000 tax credit for four years of college and increase Pell Grants. And let’s tell another one million students that when they graduate, they will be required to pay only ten percent of their income on student loans, and all of their debt will be forgiven after twenty years -- and forgiven after ten years if they choose a career in public service. Because in the United States of America, no one should go broke because they chose to go to college. And it’s time for colleges and universities to get serious about cutting their own costs -- because they too have a responsibility to help solve this problem.

Now, the price of college tuition is just one of the burdens facing the middle-class. That’s why last year I asked Vice President Biden to chair a task force on Middle-Class Families. That’s why we’re nearly doubling the child care tax credit, and making it easier to save for retirement by giving every worker access to a retirement account and expanding the tax credit for those who start a nest egg. That’s why we’re working to lift the value of a family’s single largest investment -- their home. The steps we took last year to shore up the housing market have allowed millions of Americans to take out new loans and save an average of $1,500 on mortgage payments. This year, we will step up re-financing so that homeowners can move into more affordable mortgages. And it is precisely to relieve the burden on middle-class families that we still need health insurance reform.

Now let’s be clear -- I did not choose to tackle this issue to get some legislative victory under my belt. And by now it should be fairly obvious that I didn’t take on health care because it was good politics.

I took on health care because of the stories I’ve heard from Americans with pre-existing conditions whose lives depend on getting coverage; patients who’ve been denied coverage; and families -- even those with insurance -- who are just one illness away from financial ruin.

After nearly a century of trying, we are closer than ever to bringing more security to the lives of so many Americans. The approach we’ve taken would protect every American from the worst practices of the insurance industry. It would give small businesses and uninsured Americans a chance to choose an affordable health care plan in a competitive market. It would require every insurance plan to cover preventive care. And by the way, I want to acknowledge our First Lady, Michelle Obama, who this year is creating a national movement to tackle the epidemic of childhood obesity and make our kids healthier.

Our approach would preserve the right of Americans who have insurance to keep their doctor and their plan. It would reduce costs and premiums for millions of families and businesses. And according to the Congressional Budget Office -- the independent organization that both parties have cited as the official scorekeeper for Congress -- our approach would bring down the deficit by as much as $1 trillion over the next two decades.

Still, this is a complex issue, and the longer it was debated, the more skeptical people became. I take my share of the blame for not explaining it more clearly to the American people. And I know that with all the lobbying and horse-trading, this process left most Americans wondering what’s in it for them.

But I also know this problem is not going away. By the time I’m finished speaking tonight, more Americans will have lost their health insurance. Millions will lose it this year. Our deficit will grow. Premiums will go up. Patients will be denied the care they need. Small business owners will continue to drop coverage altogether. I will not walk away from these Americans, and neither should the people in this chamber.

As temperatures cool, I want everyone to take another look at the plan we’ve proposed. There’s a reason why many doctors, nurses, and health care experts who know our system best consider this approach a vast improvement over the status quo. But if anyone from either party has a better approach that will bring down premiums, bring down the deficit, cover the uninsured, strengthen Medicare for seniors, and stop insurance company abuses, let me know. Here’s what I ask of Congress, though: Do not walk away from reform. Not now. Not when we are so close. Let us find a way to come together and finish the job for the American people.

Now, even as health care reform would reduce our deficit, it’s not enough to dig us out of a massive fiscal hole in which we find ourselves. It’s a challenge that makes all others that much harder to solve, and one that’s been subject to a lot of political posturing.

So let me start the discussion of government spending by setting the record straight. At the beginning of the last decade, America had a budget surplus of over $200 billion. By the time I took office, we had a one year deficit of over $1 trillion and projected deficits of $8 trillion over the next decade. Most of this was the result of not paying for two wars, two tax cuts, and an expensive prescription drug program. On top of that, the effects of the recession put a $3 trillion hole in our budget. That was before I walked in the door.

Now if we had taken office in ordinary times, I would have liked nothing more than to start bringing down the deficit. But we took office amid a crisis, and our efforts to prevent a second Depression have added another $1 trillion to our national debt.

I am absolutely convinced that was the right thing to do. But families across the country are tightening their belts and making tough decisions. The federal government should do the same. So tonight, I’m proposing specific steps to pay for the $1 trillion that it took to rescue the economy last year.

Starting in 2011, we are prepared to freeze government spending for three years. Spending related to our national security, Medicare, Medicaid, and Social Security will not be affected. But all other discretionary government programs will. Like any cash-strapped family, we will work within a budget to invest in what we need and sacrifice what we don’t. And if I have to enforce this discipline by veto, I will.

We will continue to go through the budget line by line to eliminate programs that we can’t afford and don’t work. We’ve already identified $20 billion in savings for next year. To help working families, we will extend our middle-class tax cuts. But at a time of record deficits, we will not continue tax cuts for oil companies, investment fund managers, and those making over $250,000 a year. We just can’t afford it.

Now, even after paying for what we spent on my watch, we will still face the massive deficit we had when I took office. More importantly, the cost of Medicare, Medicaid, and Social Security will continue to skyrocket. That’s why I’ve called for a bipartisan, Fiscal Commission, modeled on a proposal by Republican Judd Gregg and Democrat Kent Conrad. This can’t be one of those Washington gimmicks that lets us pretend we solved a problem. The Commission will have to provide a specific set of solutions by a certain deadline. Yesterday, the Senate blocked a bill that would have created this commission. So I will issue an executive order that will allow us to go forward, because I refuse to pass this problem on to another generation of Americans. And when the vote comes tomorrow, the Senate should restore the pay-as-you-go law that was a big reason why we had record surpluses in the 1990s.

I know that some in my own party will argue that we cannot address the deficit or freeze government spending when so many are still hurting. I agree, which is why this freeze will not take effect until next year, when the economy is stronger. But understand -- if we do not take meaningful steps to rein in our debt, it could damage our markets, increase the cost of borrowing, and jeopardize our recovery -- all of which could have an even worse effect on our job growth and family incomes.

From some on the right, I expect we’ll hear a different argument -- that if we just make fewer investments in our people, extend tax cuts for wealthier Americans, eliminate more regulations, and maintain the status quo on health care, our deficits will go away. The problem is, that’s what we did for eight years. That’s what helped lead us into this crisis. It’s what helped lead to these deficits. And we cannot do it again.

Rather than fight the same tired battles that have dominated Washington for decades, it’s time to try something new. Let’s invest in our people without leaving them a mountain of debt. Let’s meet our responsibility to the citizens who sent us here. Let’s try common sense.

To do that, we have to recognize that we face more than a deficit of dollars right now. We face a deficit of trust -- deep and corrosive doubts about how Washington works that have been growing for years. To close that credibility gap we must take action on both ends of Pennsylvania Avenue to end the outsized influence of lobbyists; to do our work openly; and to give our people the government they deserve.

That’s what I came to Washington to do. That’s why -- for the first time in history -- my Administration posts our White House visitors online. And that’s why we’ve excluded lobbyists from policy-making jobs or seats on federal boards and commissions.

But we can’t stop there. It’s time to require lobbyists to disclose each contact they make on behalf of a client with my Administration or Congress. And it’s time to put strict limits on the contributions that lobbyists give to candidates for federal office. Last week, the Supreme Court reversed a century of law to open the floodgates for special interests -- including foreign corporations -- to spend without limit in our elections. Well I don’t think American elections should be bankrolled by America’s most powerful interests, or worse, by foreign entities. They should be decided by the American people, and that’s why I’m urging Democrats and Republicans to pass a bill that helps to right this wrong.

I’m also calling on Congress to continue down the path of earmark reform. You have trimmed some of this spending and embraced some meaningful change. But restoring the public trust demands more. For example, some members of Congress post some earmark requests online. Tonight, I’m calling on Congress to publish all earmark requests on a single website before there’s a vote so that the American people can see how their money is being spent.

Of course, none of these reforms will even happen if we don’t also reform how we work with one another.

Now, I am not nai"ve. I never thought the mere fact of my election would usher in peace, harmony, and some post-partisan era. I knew that both parties have fed divisions that are deeply entrenched. And on some issues, there are simply philosophical differences that will always cause us to part ways. These disagreements, about the role of government in our lives, about our national priorities and our national security, have been taking place for over two hundred years. They are the very essence of our democracy.

But what frustrates the American people is a Washington where every day is Election Day. We cannot wage a perpetual campaign where the only goal is to see who can get the most embarrassing headlines about their opponent -- a belief that if you lose, I win. Neither party should delay or obstruct every single bill just because they can. The confirmation of well-qualified public servants should not be held hostage to the pet projects or grudges of a few individual Senators. Washington may think that saying anything about the other side, no matter how false, is just part of the game. But it is precisely such politics that has stopped either party from helping the American people. Worse yet, it is sowing further division among our citizens and further distrust in our government.

So no, I will not give up on changing the tone of our politics. I know it’s an election year. And after last week, it is clear that campaign fever has come even earlier than usual. But we still need to govern. To Democrats, I would remind you that we still have the largest majority in decades, and the people expect us to solve some problems, not run for the hills. And if the Republican leadership is going to insist that sixty votes in the Senate are required to do any business at all in this town, then the responsibility to govern is now yours as well. Just saying no to everything may be good short-term politics, but it’s not leadership. We were sent here to serve our citizens, not our ambitions. So let’s show the American people that we can do it together. This week, I’ll be addressing a meeting of the House Republicans. And I would like to begin monthly meetings with both the Democratic and Republican leadership. I know you can’t wait.

Throughout our history, no issue has united this country more than our security. Sadly, some of the unity we felt after 9/11 has dissipated. We can argue all we want about who’s to blame for this, but I am not interested in re-litigating the past. I know that all of us love this country. All of us are committed to its defense. So let’s put aside the schoolyard taunts about who is tough. Let’s reject the false choice between protecting our people and upholding our values. Let’s leave behind the fear and division, and do what it takes to defend our nation and forge a more hopeful future -- for America and the world.

That is the work we began last year. Since the day I took office, we have renewed our focus on the terrorists who threaten our nation. We have made substantial investments in our homeland security and disrupted plots that threatened to take American lives. We are filling unacceptable gaps revealed by the failed Christmas attack, with better airline security, and swifter action on our intelligence. We have prohibited torture and strengthened partnerships from the Pacific to South Asia to the Arabian Peninsula. And in the last year, hundreds of Al Qaeda’s fighters and affiliates, including many senior leaders, have been captured or killed -- far more than in 2008.

In Afghanistan, we are increasing our troops and training Afghan Security Forces so they can begin to take the lead in July of 2011, and our troops can begin to come home. We will reward good governance, reduce corruption, and support the rights of all Afghans -- men and women alike. We are joined by allies and partners who have increased their own commitment, and who will come together tomorrow in London to reaffirm our common purpose. There will be difficult days ahead. But I am confident we will succeed.

As we take the fight to al Qaeda, we are responsibly leaving Iraq to its people. As a candidate, I promised that I would end this war, and that is what I am doing as President. We will have all of our combat troops out of Iraq by the end of this August. We will support the Iraqi government as they hold elections, and continue to partner with the Iraqi people to promote regional peace and prosperity. But make no mistake: this war is ending, and all of our troops are coming home.

Tonight, all of our men and women in uniform ― in Iraq, Afghanistan, and around the world -- must know that they have our respect, our gratitude, and our full support. And just as they must have the resources they need in war, we all have a responsibility to support them when they come home. That is why we made the largest increase in investments for veterans in decades. That is why we are building a 21st century VA. And that is why Michelle has joined with Jill Biden to forge a national commitment to support military families.

Even as we prosecute two wars, we are also confronting perhaps the greatest danger to the American people -- the threat of nuclear weapons. I have embraced the vision of John F. Kennedy and Ronald Reagan through a strategy that reverses the spread of these weapons, and seeks a world without them. To reduce our stockpiles and launchers, while ensuring our deterrent, the United States and Russia are completing negotiations on the farthest-reaching arms control treaty in nearly two decades. And at April’s Nuclear Security Summit, we will bring forty-four nations together behind a clear goal: securing all vulnerable nuclear materials around the world in four years, so that they never fall into the hands of terrorists.

These diplomatic efforts have also strengthened our hand in dealing with those nations that insist on violating international agreements in pursuit of these weapons. That is why North Korea now faces increased isolation, and stronger sanctions -- sanctions that are being vigorously enforced. That is why the international community is more united, and the Islamic Republic of Iran is more isolated. And as Iran’s leaders continue to ignore their obligations, there should be no doubt: they, too, will face growing consequences.

That is the leadership that we are providing -- engagement that advances the common security and prosperity of all people. We are working through the G-20 to sustain a lasting global recovery. We are working with Muslim communities around the world to promote science, education and innovation. We have gone from a bystander to a leader in the fight against climate change. We are helping developing countries to feed themselves, and continuing the fight against HIV/AIDS. And we are launching a new initiative that will give us the capacity to respond faster and more effectively to bio-terrorism or an infectious disease -- a plan that will counter threats at home, and strengthen public health abroad.

As we have for over sixty years, America takes these actions because our destiny is connected to those beyond our shores. But we also do it because it is right. That is why, as we meet here tonight, over 10,000 Americans are working with many nations to help the people of Haiti recover and rebuild. That is why we stand with the girl who yearns to go to school in Afghanistan; we support the human rights of the women marching through the streets of Iran; and we advocate for the young man denied a job by corruption in Guinea. For America must always stand on the side of freedom and human dignity.

Abroad, America’s greatest source of strength has always been our ideals. The same is true at home. We find unity in our incredible diversity, drawing on the promise enshrined in our Constitution: the notion that we are all created equal, that no matter who you are or what you look like, if you abide by the law you should be protected by it; that if you adhere to our common values you should be treated no different than anyone else.

We must continually renew this promise. My Administration has a Civil Rights Division that is once again prosecuting civil rights violations and employment discrimination. We finally strengthened our laws to protect against crimes driven by hate. This year, I will work with Congress and our military to finally repeal the law that denies gay Americans the right to serve the country they love because of who they are. We are going to crack down on violations of equal pay laws -- so that women get equal pay for an equal day’s work. And we should continue the work of fixing our broken immigration system -- to secure our borders, enforce our laws, and ensure that everyone who plays by the rules can contribute to our economy and enrich our nations.

In the end, it is our ideals, our values, that built America -- values that allowed us to forge a nation made up of immigrants from every corner of the globe; values that drive our citizens still. Every day, Americans meet their responsibilities to their families and their employers. Time and again, they lend a hand to their neighbors and give back to their country. They take pride in their labor, and are generous in spirit. These aren’t Republican values or Democratic values they’re living by; business values or labor values. They are American values.

Unfortunately, too many of our citizens have lost faith that our biggest institutions -- our corporations, our media, and yes, our government -- still reflect these same values. Each of these institutions are full of honorable men and women doing important work that helps our country prosper. But each time a CEO rewards himself for failure, or a banker puts the rest of us at risk for his own selfish gain, people’s doubts grow. Each time lobbyists game the system or politicians tear each other down instead of lifting this country up, we lose faith. The more that TV pundits reduce serious debates into silly arguments, and big issues into sound bites, our citizens turn away.

No wonder there’s so much cynicism out there.

No wonder there’s so much disappointment.

I campaigned on the promise of change -- change we can believe in, the slogan went. And right now, I know there are many Americans who aren’t sure if they still believe we can change -- or at least, that I can deliver it.

But remember this -- I never suggested that change would be easy, or that I can do it alone. Democracy in a nation of three hundred million people can be noisy and messy and complicated. And when you try to do big things and make big changes, it stirs passions and controversy. That’s just how it is.

Those of us in public office can respond to this reality by playing it safe and avoid telling hard truths. We can do what’s necessary to keep our poll numbers high, and get through the next election instead of doing what’s best for the next generation.

But I also know this: if people had made that decision fifty years ago or one hundred years ago or two hundred years ago, we wouldn’t be here tonight. The only reason we are is because generations of Americans were unafraid to do what was hard; to do what was needed even when success was uncertain; to do what it took to keep the dream of this nation alive for their children and grandchildren.

Our administration has had some political setbacks this year, and some of them were deserved. But I wake up every day knowing that they are nothing compared to the setbacks that families all across this country have faced this year. And what keeps me going -- what keeps me fighting -- is that despite all these setbacks, that spirit of determination and optimism -- that fundamental decency that has always been at the core of the American people -- lives on.

It lives on in the struggling small business owner who wrote to me of his company, “None of us,” he said, “…are willing to consider, even slightly, that we might fail.”

It lives on in the woman who said that even though she and her neighbors have felt the pain of recession, “We are strong. We are resilient. We are American.”

It lives on in the 8-year old boy in Louisiana, who just sent me his allowance and asked if I would give it to the people of Haiti. And it lives on in all the Americans who’ve dropped everything to go some place they’ve never been and pull people they’ve never known from rubble, prompting chants of “U.S.A.! U.S.A.! U.S.A!” when another life was saved.

The spirit that has sustained this nation for more than two centuries lives on in you, its people.

We have finished a difficult year. We have come through a difficult decade. But a new year has come. A new decade stretches before us. We don’t quit. I don’t quit. Let’s seize this moment -- to start anew, to carry the dream forward, and to strengthen our union once more.

Mr. Speaker, Mr. Vice President, Members of Congress, distinguished guests, and fellow Americans:

Tonight I want to begin by congratulating the men and women of the 112th Congress, as well as your new Speaker, John Boehner. And as we mark this occasion, we are also mindful of the empty chair in this Chamber, and pray for the health of our colleague -- and our friend -- Gabby Giffords.

It’s no secret that those of us here tonight have had our differences over the last two years. The debates have been contentious; we have fought fiercely for our beliefs. And that’s a good thing. That’s what a robust democracy demands. That’s what helps set us apart as a nation.

But there’s a reason the tragedy in Tucson gave us pause. Amid all the noise and passions and rancor of our public debate, Tucson reminded us that no matter who we are or where we come from, each of us is a part of something greater -- something more consequential than party or political preference.

We are part of the American family. We believe that in a country where every race and faith and point of view can be found, we are still bound together as one people; that we share common hopes and a common creed; that the dreams of a little girl in Tucson are not so different than those of our own children, and that they all deserve the chance to be fulfilled.

That, too, is what sets us apart as a nation.

Now, by itself, this simple recognition won’t usher in a new era of cooperation. What comes of this moment is up to us. What comes of this moment will be determined not by whether we can sit together tonight, but whether we can work together tomorrow.

I believe we can. I believe we must. That’s what the people who sent us here expect of us. With their votes, they’ve determined that governing will now be a shared responsibility between parties. New laws will only pass with support from Democrats and Republicans. We will move forward together, or not at all -- for the challenges we face are bigger than party, and bigger than politics.

At stake right now is not who wins the next election -- after all, we just had an election. At stake is whether new jobs and industries take root in this country, or somewhere else. It’s whether the hard work and industry of our people is rewarded. It’s whether we sustain the leadership that has made America not just a place on a map, but a light to the world.

We are poised for progress. Two years after the worst recession most of us have ever known, the stock market has come roaring back. Corporate profits are up. The economy is growing again.

But we have never measured progress by these yardsticks alone. We measure progress by the success of our people. By the jobs they can find and the quality of life those jobs offer. By the prospects of a small business owner who dreams of turning a good idea into a thriving enterprise. By the opportunities for a better life that we pass on to our children.

That’s the project the American people want us to work on. Together.

We did that in December. Thanks to the tax cuts we passed, Americans’ paychecks are a little bigger today. Every business can write off the full cost of the new investments they make this year. These steps, taken by Democrats and Republicans, will grow the economy and add to the more than one million private sector jobs created last year.

But we have more work to do. The steps we’ve taken over the last two years may have broken the back of this recession -- but to win the future, we’ll need to take on challenges that have been decades in the making.

Many people watching tonight can probably remember a time when finding a good job meant showing up at a nearby factory or a business downtown. You didn’t always need a degree, and your competition was pretty much limited to your neighbors. If you worked hard, chances are you’d have a job for life, with a decent paycheck, good benefits, and the occasional promotion. Maybe you’d even have the pride of seeing your kids work at the same company.

That world has changed. And for many, the change has been painful. I’ve seen it in the shuttered windows of once booming factories, and the vacant storefronts of once busy Main Streets. I’ve heard it in the frustrations of Americans who’ve seen their paychecks dwindle or their jobs disappear -- proud men and women who feel like the rules have been changed in the middle of the game.

They’re right. The rules have changed. In a single generation, revolutions in technology have transformed the way we live, work and do business. Steel mills that once needed 1,000 workers can now do the same work with 100. Today, just about any company can set up shop, hire workers, and sell their products wherever there’s an internet connection.

Meanwhile, nations like China and India realized that with some changes of their own, they could compete in this new world. And so they started educating their children earlier and longer, with greater emphasis on math and science. They’re investing in research and new technologies. Just recently, China became home to the world’s largest private solar research facility, and the world’s fastest computer.

So yes, the world has changed. The competition for jobs is real. But this shouldn’t discourage us. It should challenge us. Remember -- for all the hits we’ve taken these last few years, for all the naysayers predicting our decline, America still has the largest, most prosperous economy in the world. No workers are more productive than ours. No country has more successful companies, or grants more patents to inventors and entrepreneurs. We are home to the world’s best colleges and universities, where more students come to study than any other place on Earth.

What’s more, we are the first nation to be founded for the sake of an idea -- the idea that each of us deserves the chance to shape our own destiny. That is why centuries of pioneers and immigrants have risked everything to come here. It’s why our students don’t just memorize equations, but answer questions like “What do you think of that idea? What would you change about the world? What do you want to be when you grow up?”

The future is ours to win. But to get there, we can’t just stand still. As Robert Kennedy told us, “The future is not a gift. It is an achievement.” Sustaining the American Dream has never been about standing pat. It has required each generation to sacrifice, and struggle, and meet the demands of a new age.

Now it’s our turn. We know what it takes to compete for the jobs and industries of our time. We need to out-innovate, out-educate, and out-build the rest of the world. We have to make America the best place on Earth to do business. We need to take responsibility for our deficit, and reform our government. That’s how our people will prosper. That’s how we’ll win the future. And tonight, I’d like to talk about how we get there.

The first step in winning the future is encouraging American innovation.

None of us can predict with certainty what the next big industry will be, or where the new jobs will come from. Thirty years ago, we couldn’t know that something called the Internet would lead to an economic revolution. What we can do -- what America does better than anyone -- is spark the creativity and imagination of our people. We are the nation that put cars in driveways and computers in offices; the nation of Edison and the Wright brothers; of Google and Facebook. In America, innovation doesn’t just change our lives. It’s how we make a living.

Our free enterprise system is what drives innovation. But because it’s not always profitable for companies to invest in basic research, throughout history our government has provided cutting-edge scientists and inventors with the support that they need. That’s what planted the seeds for the Internet. That’s what helped make possible things like computer chips and GPS.

Just think of all the good jobs -- from manufacturing to retail -- that have come from those breakthroughs.

Half a century ago, when the Soviets beat us into space with the launch of a satellite called Sputnik? we had no idea how we’d beat them to the moon. The science wasn’t there yet. NASA didn’t even exist. But after investing in better research and education, we didn’t just surpass the Soviets; we unleashed a wave of innovation that created new industries and millions of new jobs.

This is our generation’s Sputnik moment. Two years ago, I said that we needed to reach a level of research and development we haven’t seen since the height of the Space Race. In a few weeks, I will be sending a budget to Congress that helps us meet that goal. We’ll invest in biomedical research, information technology, and especially clean energy technology -- an investment that will strengthen our security, protect our planet, and create countless new jobs for our people.

Already, we are seeing the promise of renewable energy. Robert and Gary Allen are brothers who run a small Michigan roofing company. After September 11th, they volunteered their best roofers to help repair the Pentagon. But half of their factory went unused, and the recession hit them hard.

Today, with the help of a government loan, that empty space is being used to manufacture solar shingles that are being sold all across the country. In Robert’s words, “We reinvented ourselves.”

That’s what Americans have done for over two hundred years: reinvented ourselves. And to spur on more success stories like the Allen Brothers, we’ve begun to reinvent our energy policy. We’re not just handing out money. We’re issuing a challenge. We’re telling America’s scientists and engineers that if they assemble teams of the best minds in their fields, and focus on the hardest problems in clean energy, we’ll fund the Apollo Projects of our time.

At the California Institute of Technology, they’re developing a way to turn sunlight and water into fuel for our cars. At Oak Ridge National Laboratory, they’re using supercomputers to get a lot more power out of our nuclear facilities. With more research and incentives, we can break our dependence on oil with biofuels, and become the first country to have 1 million electric vehicles on the road by 2015.

We need to get behind this innovation. And to help pay for it, I’m asking Congress to eliminate the billions in taxpayer dollars we currently give to oil companies. I don’t know if you’ve noticed, but they’re doing just fine on their own. So instead of subsidizing yesterday’s energy, let’s invest in tomorrow’s.

Now, clean energy breakthroughs will only translate into clean energy jobs if businesses know there will be a market for what they’re selling. So tonight, I challenge you to join me in setting a new goal: by 2035, 80% of America’s electricity will come from clean energy sources. Some folks want wind and solar. Others want nuclear, clean coal, and natural gas. To meet this goal, we will need them all -- and I urge Democrats and Republicans to work together to make it happen.

Maintaining our leadership in research and technology is crucial to America’s success. But if we want to win the future -- if we want innovation to produce jobs in America and not overseas -- then we also have to win the race to educate our kids.

Think about it. Over the next ten years, nearly half of all new jobs will require education that goes beyond a high school degree. And yet, as many as a quarter of our students aren’t even finishing high school. The quality of our math and science education lags behind many other nations. America has fallen to 9th in the proportion of young people with a college degree. And so the question is whether all of us -- as citizens, and as parents -- are willing to do what’s necessary to give every child a chance to succeed.

That responsibility begins not in our classrooms, but in our homes and communities. It’s family that first instills the love of learning in a child. Only parents can make sure the TV is turned off and homework gets done. We need to teach our kids that it’s not just the winner of the Super Bowl who deserves to be celebrated, but the winner of the science fair; that success is not a function of fame or PR, but of hard work and discipline.

Our schools share this responsibility. When a child walks into a classroom, it should be a place of high expectations and high performance. But too many schools don’t meet this test. That’s why instead of just pouring money into a system that’s not working, we launched a competition called Race to the Top. To all fifty states, we said, “If you show us the most innovative plans to improve teacher quality and student achievement, we’ll show you the money.”

Race to the Top is the most meaningful reform of our public schools in a generation. For less than one percent of what we spend on education each year, it has led over 40 states to raise their standards for teaching and learning. These standards were developed, not by Washington, but by Republican and Democratic governors throughout the country. And Race to the Top should be the approach we follow this year as we replace No Child Left Behind with a law that is more flexible and focused on what’s best for our kids.

You see, we know what’s possible for our children when reform isn’t just a top-down mandate, but the work of local teachers and principals; school boards and communities.

Take a school like Bruce Randolph in Denver. Three years ago, it was rated one of the worst schools in Colorado; located on turf between two rival gangs. But last May, 97% of the seniors received their diploma. Most will be the first in their family to go to college. And after the first year of the school’s transformation, the principal who made it possible wiped away tears when a student said “Thank you, Mrs. Waters, for showing… that we are smart and we can make it.”

Let’s also remember that after parents, the biggest impact on a child’s success comes from the man or woman at the front of the classroom. In South Korea, teachers are known as “nation builders.” Here in America, it’s time we treated the people who educate our children with the same level of respect. We want to reward good teachers and stop making excuses for bad ones. And over the next ten years, with so many Baby Boomers retiring from our classrooms, we want to prepare 100,000 new teachers in the fields of science, technology, engineering, and math.

In fact, to every young person listening tonight who’s contemplating their career choice: If you want to make a difference in the life of our nation; if you want to make a difference in the life of a child -- become a teacher. Your country needs you.

Of course, the education race doesn’t end with a high school diploma. To compete, higher education must be within reach of every American. That’s why we’ve ended the unwarranted taxpayer subsidies that went to banks, and used the savings to make college affordable for millions of students. And this year, I ask Congress to go further, and make permanent our tuition tax credit -- worth $10,000 for four years of college.

Because people need to be able to train for new jobs and careers in today’s fast-changing economy, we are also revitalizing America’s community colleges. Last month, I saw the promise of these schools at Forsyth Tech in North Carolina. Many of the students there used to work in the surrounding factories that have since left town. One mother of two, a woman named Kathy Proctor, had worked in the furniture industry since she was 18 years old. And she told me she’s earning her degree in biotechnology now, at 55 years old, not just because the furniture jobs are gone, but because she wants to inspire her children to pursue their dreams too. As Kathy said, “I hope it tells them to never give up.”

If we take these steps -- if we raise expectations for every child, and give them the best possible chance at an education, from the day they’re born until the last job they take -- we will reach the goal I set two years ago: by the end of the decade, America will once again have the highest proportion of college graduates in the world.

One last point about education. Today, there are hundreds of thousands of students excelling in our schools who are not American citizens. Some are the children of undocumented workers, who had nothing to do with the actions of their parents. They grew up as Americans and pledge allegiance to our flag, and yet live every day with the threat of deportation. Others come here from abroad to study in our colleges and universities. But as soon as they obtain advanced degrees, we send them back home to compete against us. It makes no sense.

Now, I strongly believe that we should take on, once and for all, the issue of illegal immigration. I am prepared to work with Republicans and Democrats to protect our borders, enforce our laws and address the millions of undocumented workers who are now living in the shadows. I know that debate will be difficult and take time. But tonight, let’s agree to make that effort. And let’s stop expelling talented, responsible young people who can staff our research labs, start new businesses, and further enrich this nation.

The third step in winning the future is rebuilding America. To attract new businesses to our shores, we need the fastest, most reliable ways to move people, goods, and information -- from high-speed rail to high-speed internet.

Our infrastructure used to be the best -- but our lead has slipped. South Korean homes now have greater internet access than we do. Countries in Europe and Russia invest more in their roads and railways than we do. China is building faster trains and newer airports. Meanwhile, when our own engineers graded our nation’s infrastructure, they gave us a “D.”

We have to do better. America is the nation that built the transcontinental railroad, brought electricity to rural communities, and constructed the interstate highway system. The jobs created by these projects didn’t just come from laying down tracks or pavement. They came from businesses that opened near a town’s new train station or the new off-ramp.

Over the last two years, we have begun rebuilding for the 21st century, a project that has meant thousands of good jobs for the hard-hit construction industry. Tonight, I’m proposing that we redouble these efforts.

We will put more Americans to work repairing crumbling roads and bridges. We will make sure this is fully paid for, attract private investment, and pick projects based on what’s best for the economy, not politicians.

Within 25 years, our goal is to give 80% of Americans access to high-speed rail, which could allow you go places in half the time it takes to travel by car. For some trips, it will be faster than flying -- without the pat-down. As we speak, routes in California and the Midwest are already underway.

Within the next five years, we will make it possible for business to deploy the next generation of high-speed wireless coverage to 98% of all Americans. This isn’t just about a faster internet and fewer dropped calls. It’s about connecting every part of America to the digital age. It’s about a rural community in Iowa or Alabama where farmers and small business owners will be able to sell their products all over the world. It’s about a firefighter who can download the design of a burning building onto a handheld device; a student who can take classes with a digital textbook; or a patient who can have face-to-face video chats with her doctor.

All these investments -- in innovation, education, and infrastructure -- will make America a better place to do business and create jobs. But to help our companies compete, we also have to knock down barriers that stand in the way of their success.

Over the years, a parade of lobbyists has rigged the tax code to benefit particular companies and industries. Those with accountants or lawyers to work the system can end up paying no taxes at all. But all the rest are hit with one of the highest corporate tax rates in the world. It makes no sense, and it has to change.

So tonight, I’m asking Democrats and Republicans to simplify the system. Get rid of the loopholes. Level the playing field. And use the savings to lower the corporate tax rate for the first time in 25 years -- without adding to our deficit.

To help businesses sell more products abroad, we set a goal of doubling our exports by 2014 -- because the more we export, the more jobs we create at home. Already, our exports are up. Recently, we signed agreements with India and China that will support more than 250,000 jobs in the United States. And last month, we finalized a trade agreement with South Korea that will support at least 70,000 American jobs. This agreement has unprecedented support from business and labor; Democrats and Republicans, and I ask this Congress to pass it as soon as possible.

Before I took office, I made it clear that we would enforce our trade agreements, and that I would only sign deals that keep faith with American workers, and promote American jobs. That’s what we did with Korea, and that’s what I intend to do as we pursue agreements with Panama and Colombia, and continue our Asia Pacific and global trade talks.

To reduce barriers to growth and investment, I’ve ordered a review of government regulations. When we find rules that put an unnecessary burden on businesses, we will fix them. But I will not hesitate to create or enforce commonsense safeguards to protect the American people. That’s what we’ve done in this country for more than a century. It’s why our food is safe to eat, our water is safe to drink, and our air is safe to breathe. It’s why we have speed limits and child labor laws. It’s why last year, we put in place consumer protections against hidden fees and penalties by credit card companies, and new rules to prevent another financial crisis. And it’s why we passed reform that finally prevents the health insurance industry from exploiting patients.

Now, I’ve heard rumors that a few of you have some concerns about the new health care law. So let me be the first to say that anything can be improved. If you have ideas about how to improve this law by making care better or more affordable, I am eager to work with you. We can start right now by correcting a flaw in the legislation that has placed an unnecessary bookkeeping burden on small businesses.

What I’m not willing to do is go back to the days when insurance companies could deny someone coverage because of a pre-existing condition. I’m not willing to tell James Howard, a brain cancer patient from Texas, that his treatment might not be covered. I’m not willing to tell Jim Houser, a small business owner from Oregon, that he has to go back to paying $5,000 more to cover his employees. As we speak, this law is making prescription drugs cheaper for seniors and giving uninsured students a chance to stay on their parents’ coverage. So instead of re-fighting the battles of the last two years, let’s fix what needs fixing and move forward.

Now, the final step -- a critical step -- in winning the future is to make sure we aren’t buried under a mountain of debt.

We are living with a legacy of deficit-spending that began almost a decade ago. And in the wake of the financial crisis, some of that was necessary to keep credit flowing, save jobs, and put money in people’s pockets.

But now that the worst of the recession is over, we have to confront the fact that our government spends more than it takes in. That is not sustainable. Every day, families sacrifice to live within their means. They deserve a government that does the same.

So tonight, I am proposing that starting this year, we freeze annual domestic spending for the next five years. This would reduce the deficit by more than $400 billion over the next decade, and will bring discretionary spending to the lowest share of our economy since Dwight Eisenhower was president.

This freeze will require painful cuts. Already, we have frozen the salaries of hardworking federal employees for the next two years. I’ve proposed cuts to things I care deeply about, like community action programs. The Secretary of Defense has also agreed to cut tens of billions of dollars in spending that he and his generals believe our military can do without.

I recognize that some in this Chamber have already proposed deeper cuts, and I’m willing to eliminate whatever we can honestly afford to do without. But let’s make sure that we’re not doing it on the backs of our most vulnerable citizens. And let’s make sure what we’re cutting is really excess weight. Cutting the deficit by gutting our investments in innovation and education is like lightening an overloaded airplane by removing its engine. It may feel like you’re flying high at first, but it won’t take long before you’ll feel the impact.

Now, most of the cuts and savings I’ve proposed only address annual domestic spending, which represents a little more than 12% of our budget. To make further progress, we have to stop pretending that cutting this kind of spending alone will be enough. It won’t.

The bipartisan Fiscal Commission I created last year made this crystal clear. I don’t agree with all their proposals, but they made important progress. And their conclusion is that the only way to tackle our deficit is to cut excessive spending wherever we find it -- in domestic spending, defense spending, health care spending, and spending through tax breaks and loopholes.

This means further reducing health care costs, including programs like Medicare and Medicaid, which are the single biggest contributor to our long-term deficit. Health insurance reform will slow these rising costs, which is part of why nonpartisan economists have said that repealing the health care law would add a quarter of a trillion dollars to our deficit. Still, I’m willing to look at other ideas to bring down costs, including one that Republicans suggested last year: medical malpractice reform to rein in frivolous lawsuits.

To put us on solid ground, we should also find a bipartisan solution to strengthen Social Security for future generations. And we must do it without putting at risk current retirees, the most vulnerable, or people with disabilities; without slashing benefits for future generations; and without subjecting Americans’ guaranteed retirement income to the whims of the stock market.

And if we truly care about our deficit, we simply cannot afford a permanent extension of the tax cuts for the wealthiest 2% of Americans. Before we take money away from our schools, or scholarships away from our students, we should ask millionaires to give up their tax break.

It’s not a matter of punishing their success. It’s about promoting America’s success.

In fact, the best thing we could do on taxes for all Americans is to simplify the individual tax code. This will be a tough job, but members of both parties have expressed interest in doing this, and I am prepared to join them.

So now is the time to act. Now is the time for both sides and both houses of Congress -- Democrats and Republicans -- to forge a principled compromise that gets the job done. If we make the hard choices now to rein in our deficits, we can make the investments we need to win the future.

Let me take this one step further. We shouldn’t just give our people a government that’s more affordable. We should give them a government that’s more competent and efficient. We cannot win the future with a government of the past.

We live and do business in the information age, but the last major reorganization of the government happened in the age of black and white TV. There are twelve different agencies that deal with exports. There are at least five different entities that deal with housing policy. Then there’s my favorite example: the Interior Department is in charge of salmon while they’re in fresh water, but the Commerce Department handles them in when they’re in saltwater. And I hear it gets even more complicated once they’re smoked.

Now, we have made great strides over the last two years in using technology and getting rid of waste. Veterans can now download their electronic medical records with a click of the mouse. We’re selling acres of federal office space that hasn’t been used in years, and we will cut through red tape to get rid of more. But we need to think bigger. In the coming months, my administration will develop a proposal to merge, consolidate, and reorganize the federal government in a way that best serves the goal of a more competitive America. I will submit that proposal to Congress for a vote -- and we will push to get it passed.

In the coming year, we will also work to rebuild people’s faith in the institution of government. Because you deserve to know exactly how and where your tax dollars are being spent, you will be able to go to a website and get that information for the very first time in history. Because you deserve to know when your elected officials are meeting with lobbyists, I ask Congress to do what the White House has already done: put that information online. And because the American people deserve to know that special interests aren’t larding up legislation with pet projects, both parties in Congress should know this: if a bill comes to my desk with earmarks inside, I will veto it.

A 21st century government that’s open and competent. A government that lives within its means. An economy that’s driven by new skills and ideas. Our success in this new and changing world will require reform, responsibility, and innovation. It will also require us to approach that world with a new level of engagement in our foreign affairs.

Just as jobs and businesses can now race across borders, so can new threats and new challenges. No single wall separates East and West; no one rival superpower is aligned against us.

And so we must defeat determined enemies wherever they are, and build coalitions that cut across lines of region and race and religion. America’s moral example must always shine for all who yearn for freedom, justice, and dignity. And because we have begun this work, tonight we can say that American leadership has been renewed and America’s standing has been restored.

Look to Iraq, where nearly 100,000 of our brave men and women have left with their heads held high; where American combat patrols have ended; violence has come down; and a new government has been formed. This year, our civilians will forge a lasting partnership with the Iraqi people, while we finish the job of bringing our troops out of Iraq. America’s commitment has been kept; the Iraq War is coming to an end.

Of course, as we speak, al Qaeda and their affiliates continue to plan attacks against us. Thanks to our intelligence and law enforcement professionals, we are disrupting plots and securing our cities and skies. And as extremists try to inspire acts of violence within our borders, we are responding with the strength of our communities, with respect for the rule of law, and with the conviction that American Muslims are a part of our American family.

We have also taken the fight to al Qaeda and their allies abroad. In Afghanistan, our troops have taken Taliban strongholds and trained Afghan Security Forces. Our purpose is clear -- by preventing the Taliban from reestablishing a stranglehold over the Afghan people, we will deny al Qaeda the safe-haven that served as a launching pad for 9/11.

Thanks to our heroic troops and civilians, fewer Afghans are under the control of the insurgency. There will be tough fighting ahead, and the Afghan government will need to deliver better governance. But we are strengthening the capacity of the Afghan people and building an enduring partnership with them. This year, we will work with nearly 50 countries to begin a transition to an Afghan lead. And this July, we will begin to bring our troops home.

In Pakistan, al Qaeda’s leadership is under more pressure than at any point since 2001. Their leaders and operatives are being removed from the battlefield. Their safe-havens are shrinking. And we have sent a message from the Afghan border to the Arabian Peninsula to all parts of the globe: we will not relent, we will not waver, and we will defeat you.

American leadership can also be seen in the effort to secure the worst weapons of war. Because Republicans and Democrats approved the New START Treaty, far fewer nuclear weapons and launchers will be deployed. Because we rallied the world, nuclear materials are being locked down on every continent so they never fall into the hands of terrorists.

Because of a diplomatic effort to insist that Iran meet its obligations, the Iranian government now faces tougher and tighter sanctions than ever before. And on the Korean peninsula, we stand with our ally South Korea, and insist that North Korea keeps its commitment to abandon nuclear weapons.

This is just a part of how we are shaping a world that favors peace and prosperity. With our European allies, we revitalized NATO, and increased our cooperation on everything from counter-terrorism to missile defense. We have reset our relationship with Russia, strengthened Asian alliances, and built new partnerships with nations like India. This March, I will travel to Brazil, Chile, and El Salvador to forge new alliances for progress in the Americas. Around the globe, we are standing with those who take responsibility -- helping farmers grow more food; supporting doctors who care for the sick; and combating the corruption that can rot a society and rob people of opportunity.

Recent events have shown us that what sets us apart must not just be our power -- it must be the purpose behind it. In South Sudan -- with our assistance -- the people were finally able to vote for independence after years of war. Thousands lined up before dawn. People danced in the streets. One man who lost four of his brothers at war summed up the scene around him: “This was a battlefield for most of my life. Now we want to be free.”

We saw that same desire to be free in Tunisia, where the will of the people proved more powerful than the writ of a dictator. And tonight, let us be clear: the United States of America stands with the people of Tunisia, and supports the democratic aspirations of all people.

We must never forget that the things we’ve struggled for, and fought for, live in the hearts of people everywhere. And we must always remember that the Americans who have borne the greatest burden in this struggle are the men and women who serve our country.

Tonight, let us speak with one voice in reaffirming that our nation is united in support of our troops and their families. Let us serve them as well as they have served us -- by giving them the equipment they need; by providing them with the care and benefits they have earned; and by enlisting our veterans in the great task of building our own nation.

Our troops come from every corner of this country -- they are black, white, Latino, Asian and Native American. They are Christian and Hindu, Jewish and Muslim. And, yes, we know that some of them are gay. Starting this year, no American will be forbidden from serving the country they love because of who they love. And with that change, I call on all of our college campuses to open their doors to our military recruiters and the ROTC. It is time to leave behind the divisive battles of the past. It is time to move forward as one nation.

We should have no illusions about the work ahead of us. Reforming our schools; changing the way we use energy; reducing our deficit -- none of this is easy. All of it will take time. And it will be harder because we will argue about everything. The cost. The details. The letter of every law.

Of course, some countries don’t have this problem. If the central government wants a railroad, they get a railroad -- no matter how many homes are bulldozed. If they don’t want a bad story in the newspaper, it doesn’t get written.

And yet, as contentious and frustrating and messy as our democracy can sometimes be, I know there isn’t a person here who would trade places with any other nation on Earth.

We may have differences in policy, but we all believe in the rights enshrined in our Constitution. We may have different opinions, but we believe in the same promise that says this is a place where you can make it if you try. We may have different backgrounds, but we believe in the same dream that says this is a country where anything’s possible. No matter who you are. No matter where you come from.

That dream is why I can stand here before you tonight. That dream is why a working class kid from Scranton can stand behind me. That dream is why someone who began by sweeping the floors of his father’s Cincinnati bar can preside as Speaker of the House in the greatest nation on Earth.

That dream -- that American Dream -- is what drove the Allen Brothers to reinvent their roofing company for a new era. It’s what drove those students at Forsyth Tech to learn a new skill and work towards the future. And that dream is the story of a small business owner named Brandon Fisher.

Brandon started a company in Berlin, Pennsylvania that specializes in a new kind of drilling technology. One day last summer, he saw the news that halfway across the world, 33 men were trapped in a Chilean mine, and no one knew how to save them.

But Brandon thought his company could help. And so he designed a rescue that would come to be known as Plan B. His employees worked around the clock to manufacture the necessary drilling equipment. And Brandon left for Chile.

Along with others, he began drilling a 2,000 foot hole into the ground, working three or four days at a time with no sleep. Thirty-seven days later, Plan B succeeded, and the miners were rescued. But because he didn’t want all of the attention, Brandon wasn’t there when the miners emerged. He had already gone home, back to work on his next project.

Later, one of his employees said of the rescue, “We proved that Center Rock is a little company, but we do big things.”

We do big things.

From the earliest days of our founding, America has been the story of ordinary people who dare to dream. That’s how we win the future.

We are a nation that says, “I might not have a lot of money, but I have this great idea for a new company. I might not come from a family of college graduates, but I will be the first to get my degree. I might not know those people in trouble, but I think I can help them, and I need to try. I’m not sure how we’ll reach that better place beyond the horizon, but I know we’ll get there. I know we will.”

We do big things.

The idea of America endures. Our destiny remains our choice. And tonight, more than two centuries later, it is because of our people that our future is hopeful, our journey goes forward, and the state of our union is strong.

妻が先に死亡した時に遺族年金が消える話は納得である。やっぱりそこだったか。
それと夫が妻より年上の人は多いと思うが、夫が年金支給が始まっても、妻の年金支給までは、支給後に比べ、約2/3の支給になるが、厚生省の案は、ここが1/2支給になるわけだろう。差額分は年金支給時期が遅れる。どの位になるかわからないが、3号は数も多いから結構な額になるのではないだろうか。
ひとり10万程度で固定にしろという意見があったが、厚生年金は、ふつうそのくらいである。それ以上の部分は、各企業で設ける積立金である。財源は自分自身だ。しかし、前述の期間は、厚生年金はひとり頭10万円をキープできない。厚生省の案が通ると、その額がさらに減る。
要するに取りやすいところから取ってるにすぎない。こんな事やる位なら国民総背番号制を導入して未納の1号保険者から徴収して欲しい。

役人が退職後を食いつなぐ悪知恵がまた明らかになった。今度は、国が定める資格、検査検定だ。ほとんど必要のない講習や資料で金をとり、天下りの原資にしていた。

総務省が調査で明らかにした。公益法人が実施する資格313のうち108、検査検定134のうち31を調べたが、その報告書が473ページ。「手数料が高すぎる」が51件、「不必要な積立金」が23法人で121億円。天下りは役員50人中30人だった。

川端達夫・総務相も「経営がずさん。受講料が適正でない」と話すが、資格や検定が400以上もあること自体が驚きだ。今回はその4分の1弱を調べたに過ぎない。それでも、40％が高すぎる料金をとっているとして改善勧告を出した。その数は13の府省庁に及ぶ。

億単位の使途不明金、協会役員全員が元役人
具体的にはどんなケースなのか。

「医療機器販売営業管理者」―コンタクトレンズの販売などに必要な資格だ。資格取得後、毎年、（社）日本ホームヘルス機器協会が行う継続研修が必要。受講料は6000円。協会は毎年1000万円以上の剰余金があり、使途不明の資産が3億8000万円もあった。受講者は、「全く必要のない講習。お金は天下りを養っている」といっている。

「気象予報士」―（財）気象業務支援センターが行う試験は年2回、9000人以上が受験する人気資格だが、受験料は1万1400円。一部学科試験免除の規定はあるのだが、受験料は満額いただく。合格者は毎年200人前後で、合格率は4～5％と低い。15回受験したという男性（55）は、「実技試験だけでも受験料は同じ。安くしてほしい」という。センターには使途不明瞭な積立金が9800万円あった。

「水道技術管理者」―（社）日本水道協会が行う講習会では、2万円もの立派なテキストを買わせながら、講習ではこれを使用せず。

「無線従事者」―受験料は4500円から1万8800円だが、「気象予報士」同様、試験免除でも受験料は満額。（財）日本無線協会には使途不明の積立金が1億2270万円もあった。協会役員4人は全員、職員も62人中40人が天下りである。

「理容士・美容師」―昨年の事業仕分けで講習は廃止とされたのに、今年も実施されていた。講習料1万8000円。（財）理容士美容師試験研修センターの積立金は4億9600万円。天下りは2人だった。

独占企業だから勝手に決めてる受講料、更新制度
公益法人の改革は小泉政権が抜本改革を閣議決定したり、昨年の事業仕分けでも取り上げられたが、いっこうに改善されないのは、天下りの原資が必要というより、法人そのものがそのためにつくられているからだ。みな独占事業だから料金も勝手に決められる。

司会のみのもんた「みんながムダだと思ってるのに、なぜ？」

事業仕分けにも携わった土居丈朗・慶大教授は、「独占だから効率が悪い面がある。試験だけならそんなにお金をとる必要はないが、天下りがあるから」という。

みの「どうすればいいのか」

土居「資格が必要なものは残すとしても、指定制度を廃止すべきだ。講習は民間でもできるし、制度を守ることもできる」

みの「だいたい仕分けって何だったんですか」

土居「1度でダメなら2度、3度とやらないとダメでしょうね」

柿崎明二（共同通信政治部次長）によると、この調査をやったのは総務副大臣だった渡辺周議員で、いまは防衛副大臣に変わったので、うやむやになる可能性もあるという。となると蓮舫さん頼みになるのか…。

いいえ、難しいことです。聞く耳を持たない人には、何を言っても通じません。聞いてあげようという人には、何も言わなくても通じることがあります。
人を説得するのは、難しい。だから、冤罪事件も後を絶たない。

小沢被告の公判で、検察側が元秘書らに対する一審判決で認定された「贈収賄」や「天の声」に全く言及してないのは非常に興味深いな。
検察側ですらあの判決は危うい（正当性に疑問が残る）と判断したって事じゃないの。
あの判決が恣意性の高いものであることはもはや議論の余地がないって事なんだね。
登石の司法判断が如何にでたらめであるかを物語る決定的な証明だな。
あの後で登石が下した琴光喜の野球賭博問題での判決にも被告が量刑不当で控訴すりゃいいのに（してるかもしれないが）・・・
東京地裁もよくあんな裁判官に裁判任せる気になるよなｗ
この際だから「アンタの判決は全く当てにならない」ってあんな裁判官徹底的に叩き潰してやりゃいいのにね。

　「衆議院選挙制度に関する各党協議会」の初会合が１９日、国会内で開かれ、協議会の名称と構成を確認し、次回２１日に各党の考え方を表明することを決めました。

　協議会座長の樽床伸二氏（民主党幹事長代行）は衆院選挙制度について「各党に意見の違いはあるが、まずテーブルにつき議論を始めたい」と述べました。

　日本共産党の穀田恵二国対委員長は「選挙制度をどうするかは民主主義の土台そのものであり、すべての党が参加して協議することが当然だ」と表明。議論の進め方について「大きな政党が結論を一方的に押し付けることがあってはならない。選挙制度は国民の基本的権利の問題であり、議論を公開し、選挙制度についての国民的議論とあいまって、協議を進めていくことが重要だ」と強調しました。

　これに対し、樽床氏は「多数決で決めるものではない」と答えました。

　協議会終了後、記者会見した穀田氏は、「現行選挙制度の最大の問題は、民意の反映をゆがめている小選挙区そのものにあり、その弊害と害悪について徹底した議論をすることが求められている」と述べました。

　小選挙区制について穀田氏は、過去５回の総選挙で「死票」が過半数を超えるなど「民意をゆがめる最悪の非民主的制度であることがはっきりした」と強調。「現行選挙制度を抜本的に見直し、多様な民意を正確に議席に反映する比例代表制を中心にした制度に改める議論を提起したい」と述べました。

　民主党が国会議員定数の削減、とりわけ比例定数の８０削減を企てていることについては、「断じて容認できない。民意の切り捨てにつながるものであり断固反対だ」と指摘しました。

一般の地域でエコタウンのような地産地消をベースとする経済地域をつくることは賛成なのですが、

放射性セシウムは半減期３０年で、１５０年で３２分の１、３００年で１０２４分の１まで下がります。報道の通りに、拡散した放射性元素のほぼ全てがセシウムであるならば、３００年待てば、殆どの地域で元の状態に戻るはずです。

１５０年から３００年というのは、人間の寿命からすればかなりの年月ですが、自然界の時間スケールではそれほど長いものではありません。いったん山林を伐採しはげ山にすれば、１００年から１５０年は元の状態には戻せません。
時々、間伐しながら山林を維持すれば、１５０年後には放射能は自然にほぼ無くなり、今と同じ山林の自然環境が保てます。

人間は、あまりにせっかちな存在で、自分たちの寿命の範囲内で、あれも、これもしようと考えますが、それがかえって、問題を拡げていく気がしています。
０３のコメントのように、「一人一人が離れていけば、それは棄村で、余りにも空しいのではないでしょうか。」はその通りですが、逆に言うと、放射能漏れ事故はそれほど過酷な事故だということだと思います。

今まで耕地として利用されていた土地をバイオマス用の耕地として転用するならば、食用の農産物生産地域としてはかなり厳しい放射能汚染地域でも、安価で安全なバイオマスが生産できるのではないかと考えています。

そして、バイオマスで利用したリン肥料は、バイオマスの閉じた循環サイクルの中で独立に回収し、生活廃水系（人糞系）のリン回収サイクルとは別にした方が、多分効率的ではないかと思っています。

自分を相対化するのは難しい。

天が動いているのか地が動いているのか、普通の人には分からない。
海の先はきっと滝に違いない。そう思う人がいてもおかしくない。

地動説を唱える人が多いところで、天動説を唱える人は肩身が狭いだろう。
馬鹿なことを言っている。
その証拠を示せ。

検察の暴走を信じている人たちは、自分がそう信じる資料だけを拾い集める。

毎年何万件もの裁判があるのだが、その膨大な事件の山から自分たちの理論を証明できそうな事実だけを拾い集めて、はい、この通り、という。
その拾い集めたこと自体は正しいから否定はしないが、それで全部だ、と断言されると、いや必ずしもそうではないですよ、と言いたくなる。
それでは、暴走でない証拠を挙げろと言われると、あれもこれも様々な事例を挙げて結局すべてのことに言及していかなければならない。

単眼ではいけない。
何事も複眼で見なければ、物事を見間違えすることがある、ということだけは間違いないのだが、単眼でも見えることは見える。
見えるのは見えるのだが、大事な時に目測を誤るときがある。

目測を誤ったことが分かるのは、結果が出たとき。
結果が出ない間は、自分が見ていることが正しい、といつまでも言い張ることが出来る。
裁判官出身の弁護士がしばしば陥りやすい間違いは、ここにある。

裁判所が間違っている。
裁判官が法律の解釈を誤っている。
必ずそう言うものだ。

自分を相対化することが苦手な人は、大体そうなる。
最後は、裁判制度自体を否定することになる。

検察官面前調書の証拠排除で、これで無罪判決確定、などと騒いだ人たちは、裁判所がどう判断するか、どういう論理で事実認定をするのかということについて目測を誤っていた、ということなのだが、自分たちが目測を誤っていたということは棚上げして、裁判官が間違っている、裁判所が悪い、と言う。
小沢秘書裁判の証拠排除決定を見て、これで小沢氏の無罪は決定的になった、と評価した人が、今度は小沢秘書裁判における判決結果、裁判所の事実認定は小沢裁判とは別の事件だから関係ない、別の事件についての別の裁判所の判断は関係ない、と言い始める。

自分の描いた土俵から一歩も出ないで議論しようとするから、違った土俵を作ろうとしても頑強に抵抗する。
ただ、それだけのことである。

土俵の周りでどんなに騒ごうが、淡々と裁判は続く。
裁判の土俵は、とりあえずは裁判所が作っている。
土俵の作り方が間違っている、という批判はあるだろうが、まずはその土俵で攻防を尽くさなければならない。
土俵が違う、土俵が違うと叫んでいても、やがて結果は出る。

私たちは、なるべく多様な目で物を見るようにしておいた方がいい。
あんな物の見方もある、こんな見方もある、ぐらいの柔らかさがあっていい。

もっとも、それでも自分が立っているこの地面が動いているのだとは到底信じられないのだが。

◆日韓通貨スワップ５倍に　１０月２０日　S氏の相場観

昨日、ソウルで李明博大統領と会談した野田総理は、韓国がウォン安を乗り切るために通貨融通枠を５倍にすると約束しました。金融危機を起こさない為には必要であるとも言えますが、通貨介入でウォン安を作りだし、国際競争力を高めて利益を上げ続けてきたのですが、ユーロ金融危機で投資資金が一気に引き揚げられてしまい、今度はウォン安が止められなくなったのです。

言うなれば自業自得の面もある訳ですし、前回のアジア通貨危機の時もそうなのですが、困ったときだけすり寄ってくる姿勢はどうなのでしょうか。竹島の問題もありますし、初外交を成功させたい野田総理の気持ちも分からなくはないのですが、こんなに簡単にお金を出す約束をして欲しくないものです。

お金を出すなら出すで、ちゃんとした成果を見せて欲しいものです。プライドの問題もあるでしょうから、目に見えて成果を出さなくても良いとは思いますが、今後の関係が正当なものになるのだと信じたいところです。

結局どうしてこんな事になっているかと言えば、米からの圧力である可能性は高いわけです。先日、中国が大量にドル売りを実行した事が明らかになっておりますが、中国がドル売りをすれば、韓国もドル売りをしなくてはならないのですが、今はそれを売られては困ると米に言われたことでしょう。

そして、それを売らないで済む様に日本にお金を出させると言うのが、今回の裏の事情でしょう・・・。憶測に過ぎませんが、貿易に関しては完全に敵国でありますし、ここで助ける必要など全くないのです。

米国との間で関税撤廃に進んでいる国であり、日本はそんな決断を出来ない国なのです。ここで韓国を助けたならば、必ずや苦しい目に遭う事でしょう。助けるならば、日本も関税撤廃の方向へ行くべきでありますが、いつも通り一人で損をする事になるのでしょうね・・・。

官僚も政治家も、本当に情けない！の一言です。日本の未来のためにも、しっかりと先行きを考えて行動して欲しいものです。見るべきは国益であり、保身と権益の確保が中心では困るのです。

（私のコメント）

中国も韓国も恩を仇で返す国であり、日本からの経済援助も感謝の気持ちも出さずに当然と思っている。それで困った時は日本を仇にして国民の不満に日本に向けてくるから厄介だ。通貨融通枠を五倍にする話も何らかの外交的な見返りを求めるべきなのですが、野田総理は何の外交的な見返りも得られなかった。まさに日本はサンタクロースのように援助をばら撒いて、野田政権は何らかの韓国からのキックバックを貰うのだろうか？

これは中国への６兆円ものODAが経世会へのキックバック資金となり１００名を越す派閥の力に繋がった。日本の政治家がアジア各国に援助することが大好きなのはキックバックがあるからであり、相場は５％である事が普通だ。もちろん援助を貰うアジアの国の政権も手数料として５％を懐に収める。このように経済援助は出すほうも貰う方も手数料５％をピン撥ねして懐に入れる。経済援助はビジネスなのだ。

これは国内においても同じであり、公共工事の見返りに建設会社から政治献金させるのと同じ構造であり、カネをばら撒くのが政治家の仕事だと思っているようだ。しかし財政が厳しくなるとカネがばら撒けなくなったから自民党は政権を失ったし、政治献金も集まらなくなった。それに対して民主党政権は韓国の利権を獲得するために気前良く通貨融通枠を五倍に広げたのだろう。

連日TPPについて書いてきましたが、これはアメリカの陰謀であり、韓国は米韓FTAで国家主権を放棄したような形になり、経済的な植民地になってしまった。韓国は１９９７年のアジア金融危機でアメリカ政府やIMFの管理下に入り国家主権を抜き取られていましたが米韓FTAで止めを刺されたようなものだ。その代わりに日本からカネを出させて韓国を宥めている。

日本と韓国の関係は、ドイツとギリシャのような関係であり、ギリシャが経済破綻しそうになったらドイツがカネを融通して助けるようなものだ。しかしドイツ人はしみったれだからなかなかギリシャにカネを出そうとはせず、ギリシャに対して過酷な財政再建策を押し付けている。だから日本もカネを融通枠を五倍に増やしたのだから韓国政府に対して経済再建策を実施させるべきなのだ。そうしなければ韓国はいつまでも日本にたかりに来る。

このように韓国は日本に助けられてばかりいるのですが、韓国政府は感謝することはなく、逆切れして従軍慰安婦や竹島問題でごねて来る。韓国人にしても「日本の大震災を祝う」様な国民性だから最悪ですが、韓国はアメリカに泣き付けば、アメリカ政府は日本に金を出させるように圧力をかけてくる。日本のテレビ局が面白くも無い韓国ドラマを買い付けて放送しているのも、一種の経済援助でもあるのだろう。

京都で99％デモ　格差と貧困に抗議

　「我々は99％だ」─米金融界の中心・ニューヨークのウォール街で格差是正を求める抗議運動に連帯する「オキュパイ・キョウト」行動が15日、京都市内で行われ、若者らがデモ行進しました。

　「人口１％の富裕層が優遇され、99％の庶民の声が生かされない経済社会」に抗議しようとこの日、全世界に呼びかけられた世界同時連帯行動に呼応したもの。長谷川幹さん（30）がｔｗｉｔｔｅｒ（ツイッター）やｆａｃｅｂｏｏｋ（フェイスブック）などのソーシャルネットワークで呼びかけ、集まりました。

　デモ行進は京都市役所前から四条烏丸まで行なわれ、「原発いらねえ！」「仕事よこせ！」「（大学の）学費が高いぞ！」「金持ちから税金とれ！」などシュプレヒコールをあげました。沿道から参加する若者もいました。

　メンバーは行進後、米カリフォルニア州・マーセドで抗議行動する若者とテレビ電話し、連帯のメッセージを交換しました。

　ツイッターを見て参加したという女性（34）は、「原発の問題など、日本でも解決しないといけない課題がある。原発も賃金の問題も富裕層中心の政治が問題だと思って、日本でも声を上げようと参加した」と話していました。

韓国は30年前の日本と思えばいい。日本でトヨタ、ソニーが世界に羽ばたいたように、ヒュンダイ、サムスンが飛躍的に成長している。
今の韓国は何をさておいても世界市場で圧倒的な競争力を持ち、先進国の中入りするという戦略の中にある。

驚くべき言葉だ。これで弁護士というのだから恐れ入る。

弁護士自ら判決に瑕疵がない、不服は己(弁護士の見立て)の判断の甘さゆえのものだというのだから、これでは被告はたまったものではない。
相対化だって？法曹にいながら弁護士でありながらまるで他人事のような物言いに呆れ果てる。
これで弁護士というのだからこんな人物に弁護してもらう被告は地獄だ。この男、疑わしきは被告の利益にという言葉を知らないのか。

検察側の挙証責任を理解できていないとしか思えない発言だな。

文面がやけくそになっているYO！時給幾らだか分からないがせいぜい頑張りなさい。
西松建設の件や陸山会の件を題材にしたお陰で、血税を貪るシロアリがウジャウジャいる事を多くの国民が知ってしまった以上、シロアリの寿命もそうは長くないだろう！
新聞購読者の減少は下げ止まらず、広告収入も激減している事はTBSが物語っている。特に浅卑新聞の購読中止が多いそうだが、阿修羅が一役かっていたりして！

09年8月30日、西松建設のデッチアゲ事件で逆風が吹き荒ぶ中、小沢氏は全国を行脚し308議席を任された事と、菅直人が総理になってからの参議院選挙をはじめ連続大惨敗を見る限り、国民はお天道様の様にしっかり見ている事が判った。

自民党の谷垣禎一総裁は１５日のテレビ東京番組で、環太平洋連携協定（ＴＰＰ）への対応について「（交渉参加国と）協議もしないということでいいのか。
やはり協議しながら国益にかなうかどうかを判断していかなければいけないのではないか」と述べ、米豪など９カ国が進める交渉には参加すべきだとの考えを示した。
同党は交渉参加の是非について、新設の外交・経済連携調査会（高村正彦会長）で近く議論をスタートさせるが、党内では交渉参加に慎重な意見が強い。
谷垣氏は「（ＴＰＰに関しては）まだ情報が少ない。
（交渉に参加して）情報を集め、状況をよく検討していかなければいけない」と強調。
ただ、「本当に（ＴＰＰ自体に）参加するかどうかはもう少し議論しなければいけない。あまり拙速に判断してはいけない」とも語った。

東日本大震災からの復興資金を調達するために発行する復興債の償還完了期間については「政府案の10年だと年度年度の償還がかなり大きくなる」と指摘。
「建設国債の償還期間の60年は一つの参考になる」と語った。

　谷垣総裁は上記の「テレビ番組」において、そもそも「交渉」あるいは「交渉参加」という言葉すら、一度も使っていない。それにも関わらず、「交渉参加し、判断するべきだ」（毎日新聞）、「自民総裁、ＴＰＰ交渉「参加すべき」」（日経新聞）といった見出しをつけてしまうわけであるから、日本の大手紙のやり口は常軌を逸している。

　また、産経新聞は「交渉参加に前向き　自民・谷垣総裁が発言　党内に波紋呼ぶ可能性も」と、まるで自民党内の抗争を煽るかのごとき見出しをつけている。実際、自民党の政治家の中には、
「この時点で『ＴＰＰ交渉参加』などと発言するなど、許せない」
　と、谷垣総裁を批判する発言をした人物がいる。産経新聞などが意図した「自民党内の波紋」は見事に発生したわけだが、果たしてこれが民主主義国家における報道機関として、正しい姿勢なのだろうか。

　谷垣総裁の発言を捻じ曲げて報じ、あたかも、
「自民党もＴＰＰの交渉参加に賛成のようですよ」
　と言った印象操作を読者に行い、さらに自民党内の抗争を煽る。現時点で、自民党内ではＴＰＰ反対が多数派を占めているため、本当に谷垣総裁が「ＴＰＰ交渉に参加を」などと発言した日には、確実に党内の軋轢は強まる。

　現時点におけるマスコミ報道は、政府や経済産業省などの「情報統制」下にある。すなわち、ＴＰＰに関する詳細情報をひた隠しにした上で、
「交渉参加と参加は違いますから」
　と、あたかも詐欺師のような口調で交渉参加を煽る姿勢を貫いている。本来、この種の情報統制を批判することこそが、マスコミの義務のはずだ。それが、大手紙が揃って要人の発言を捻じ曲げ、ＴＰＰの２４もの作業項目のうち、わずかに二つ（製造業、農業）のみを取り上げ、
「バスに乗り遅れるな！」
　と、戦前の三国同盟（日独伊）参加のときと同じ論調でＴＰＰ参加を煽っている。戦前の枢軸国陣営への参加の際、日本国内では、まさしく上記の「バスに乗り遅れるな」という言葉が流行し、陸軍を中心に戦争にのめりこんでいったのである。

　不思議なことに、今回のＴＰＰにおいて、地方紙は比較的公平にＴＰＰの問題点について論じている。農業のみならず、政府調達（公共事業）、医療、投資など、大手紙が全く触れようとしないＴＰＰの重要項目について、懸念の論調で記事を書いているのである。特に、政府調達の更なる自由化は、地方経済を直撃する可能性が高く、地方紙も並々ならぬ危機感を持っていると思われる。

　いずれにせよ、上記の毎日新聞、産経新聞、日経新聞のように、ここまで露骨な情報統制が行われている以上、政治家はＴＰＰについて極めて注意深く判断しなければならない。１１月のＡＰＥＣまでに交渉参加を決断するなど、現実的には不可能なのだ。

　それでも、ＡＰＥＣ時点で野田政権がＴＰＰ交渉参加を決断した場合、それは単に「国家の形を変えかねない事項について、いい加減に決めた」ことに他ならないのである。

最近というか２～３年前からの朝日新聞の醜さは読む人を辟易させる。朝日の社説、天声人語が入試問題に出ると言われたのは何十年前のことか。
その朝日を信ずる読者はまことにおめでたい存在と言える。

払える見込みのない巨額の財政赤字と3.11の東日本大震災が半年を経て尚全貌が見えず、収束の目処も絶たず取り分け福島県民がさすらい続けているこの国難のときにベクトルを１つにまとめても尚どうなるか分からない今、社会を分断する記事を書き続けることはある意味国家（政権や行政府ではない）に対する反逆ではなかろうか。

国民がインターネットなどで新聞、テレビが報道しない真の情報を得ていることに気が付かない偏差値バカの自称エリート軍団なのか。特に朝日新聞とテレビ朝日は。その他の大新聞やテレビも一緒だが。
