Berlin - The German government said it exaggerated the threat of Saddam Hussein's weapons programmes in an internal report last year that claimed Iraq had smallpox stocks and could use them in germ warfare.

BERLIN, 16. Februar. Seit zwei Wochen gibt es einen Streit zwischen Regierung und Opposition uber die tatsachliche Bedrohungslage durch den Irak. Vor allem der FDP-Vorsitzende Westerwelle und der CDU-Ausenpolitiker Pfluger warfen der Regierung vor, aus innenpolitischen Grunden nachrichtendienstliche Erkenntnisse zu den irakischen Waffenprogrammen zuruckzuhalten. Belegen konnten beide Politiker den Vorwurf nicht. Sie stutzen sich auf mundliche Unterrichtungen seitens hoher Mitarbeiter des Bundesnachrichtendienstes (BND), die aber der Geheimhaltung unterlagen. Westerwelle und Pfluger hatten sich strafbar gemacht, wenn sie ihr Wissen mit der Offentlichkeit teilen wurden.
Deshalb kommt dem am Wochenende bekanntgewordenen Vermerk aus dem Gesundheitsministerium vom 9. August 2002 grose Bedeutung zu. Denn es nahrt den Verdacht, die Regierung habe kurz vor der Bundestagswahl ihr tatsachliches Wissen bezuglich der Bedrohung durch den Irak verschwiegen und informiere weiterhin die Offentlichkeit nicht vollstandig uber das Ausmas der Bedrohung.
Erstmals steht in einem Regierungspapier, das den "deutschen Sicherheitsdiensten" - gemeint ist vor allem der BND - "dokumentierte Erkenntnisse" vorlagen, das Pockenerreger unter anderem auch in "Irak und Nordkorea gelagert werden". Und wenige Zeilen weiter wird behauptet, das der Irak uber Biowaffen verfugt. Sollte es zu einem amerikanischen Militarschlag gegen den Irak kommen, so "steht zu befurchten", das Bagdad "mit den ihm zur Verfugung stehenden biologischen Kampfstoffen, also auch Pockenviren, reagiert". Die Regierung versucht nun, die Qualitat des Papiers zu entwerten. Doch die zustandigen leitenden Mitarbeiter bestatigten am Wochenende gegenuber dieser Zeitung die erwahnten Fakten. Die Sprache sei zugegebenermasen "etwas deutlich", aber man habe "keine Marchen erfunden", sondern "auf Basis von Unterlagen des BND diesen Vermerk verfast". Beim BND heist es, diese Waffen existierten auch weiterhin, lediglich deren Verbleib sei ungeklart. Nichts anderes haben die zustandigen Beamten des Gesundheitsministeriums pflichtschuldig aufgenommen, zur Grundlage ihrer Planungen gemacht und zur Information ihrer Ministerin aufgeschrieben.
Ungefahr zur selben Zeit, als der Vermerk entstand, hatte sich Bundeskanzler Schroder im Wahlkampf entschlossen, sich von der amerikanischen Irak-Politik zu distanzieren - Bedrohungsszenarien aus dem Irak pasten da nicht mehr ins Bild. Das bekam ubrigens auch der BND zu spuren, dessen Informationen etwa seit dieser Zeit in Berlin nicht mehr so gefragt sind.
Die Gesundheitsministerin blieb dennoch bei der Beurteilung ihres Hauses. Jedenfalls ubernahm Schmidt zumindest einige der Formulierungen aus dem August-Vermerk fur ihren Sprechzettel, der fur eine Sitzung des Haushaltsausschusses im November vorbereitet worden war. Obwohl sie einige kritische Passagen strich, hielt sie an einem Punkt fest: Gegenuber den Haushaltspolitikern begrundete sie namlich die "zeitlich unaufschiebbare" Anschaffung von Pockenimpfstoffen auch mit den Befurchtungen, das der Irak im Falle eines amerikanischen Angriffes "mit den ihm zur Verfugung stehenden biologischen Kampfstoffen, also auch Pockenviren, reagiert". Aus ihrer Sicht sei Deutschland als "eine der wichtigsten westlichen Industrienationen" und wegen der mangelnden Bevorratung mit Impfstoffen - die inzwischen geandert wurde - ein besonders attraktives Ziel fur "bioterroristische Angriffe". Bundesinnenminister Schily will davon nichts wissen. Er hat aber das im August verfaste Papier des Gesundheitsministeriums, das laut Fax-Kennung auch seinem Haus vorlag, nicht umgehend aus dem Verkehr gezogen.
Gesundheitsministerin Schmidt scheint jedoch - anders als so mancher Kabinettskollege - von der neuen Qualitat der Bedrohung uberzeugt. Das geht auch aus einem Brief hervor, den sie bereits am 17. Mai 2002 an die nordrhein-westfalische Gesundheitsministerin Fischer geschrieben hat. Zum damaligen Zeitpunkt, also bevor die Amerikaner den Irak in das Zentrum ihrer Politik stellten, gab es zwar noch keine Hinweise auf eine "akute Bedrohung" Deutschlands. Aber es gebe, so Schmidt, "dokumentierte Erkenntnisse, die eine grundsatzliche Bedrohungslage weltweit begrunden". Sorgenvoll schreibt die Ministerin weiter, das "gerade bei Pocken die mittelbare Bedrohung durch Freisetzung im Ausland" einzubeziehen sei. "Aufgrund der weltweiten Mobilitat dauert es allenfalls wenige Tage, bis die Pocken auch in Deutschland auftreten wurden. Bereits einige Dutzend Reisende, die nach dem Anschlag im Ausland die Pocken nach Deutschland einschleppen, konnen eine Katastrophe auslosen."
