ムーディーズ・インベスターズ・サービスが日本のソブリン格付けを引き下げ方向で見直すと発表したのは2月12日のことだった。ムーディーズのソブリン格付け担当者、トーマス・バーン氏は25日、ダウ・ジョーンズ経済通信のインタビューに応じ、 見直し結果は予定通り3ヵ月後となる5月13日までにはほぼ確実に発表されることを確認した。
日本の債券市場では連日のように発表に関する憶測が飛び交っているが、日本の大型連休中に発表する可能性については、正式発表の技術的な問題も含めて「難しいだろう」との見方を示し、東京市場の営業日に発表すると「考えても良いだろう」と述べた。
「東京事務所の多くのスタッフが格付け会議に関与している。発表するときには英文と日本語訳の両方を同時に用意しなければならない」と語った。5月7日から13日の間に発表される可能性が高いことを示唆している。
また、格下げの幅については、すでに2段階(2ノッチ)の可能性もあると述べているが、その可能性は引き続き否定していない。日本の景気が徐々に回復する兆候は見られるが、「2ノッチ格下げは、まだ可能性があるし、引き続き有効(な見方)だ」と語った。
「格下げ方向で日本の見直しに入って以来、われわれの決定を大きく変えるような、政策の変化や対応は見られていない」と指摘した。加えて、「われわれは中期的に日本を評価しようとしている。2000年当時も、世界的な景気回復で(日本の)景気が上昇したが、長続きしなかった」と語った。
先週末以来、日本の格付け担当者が辞めたというようなうわさまで市場に出回ったことについては、「(ソブリン格付け次席ヘッドの)ビンセント(トゥルグリア氏)が辞めるという話は聞いていないし、私も今のところクビにはなっていないようだ」と語った。 4月19日に東京事務所長を務めたトム・ケラー氏が香港事務所に移動すると発表されたが、「彼は日本の社債格付けの専門家で、引き続き日本の格付け会議のメンバーでもある」と述べ、市場の憶測を否定した。(NIS/HM)

TOKYO (Dow Jones)--Moody's Investors Service may still cut Japan's yen long-term debt rating by two notches, a senior official at the credit rating agency said Friday, as the government has made little progress on policies to tackle the nation's economic problems.
A ratings announcement next week would be "complicated" but it would very likely come by May 13, said Thomas Byrne, vice president and senior credit officer of sovereign risk at Moody's, suggesting the agency would likely announce its decision between May 7-13.
Despite signs of gradual economic improvement in Japan, "a two notch downgrade is still possible, it's still valid," Byrne told Dow Jones Newswires in an interview.
"Since we put Japan on review for possible downgrade, we have not seen any policy changes or initiatives that would markedly alter the discussion we will have internally," he said.
On February 12, Moody's placed its Aa3 rating of Japan's long-term yen-denominated debt on review for a possible downgrade and warned of a possible two-notch cut.
Moody's has repeatedly said it hopes to conclude the assessment within the typical three-month review period, a timetable to which the agency is committed, Byrne said.
"The three-month clock runs out on May 12 in New York, or May 13, Tokyo time," Byrne said.
Asked if Moody's will announce its decision by May 13, Byrne said: "Yes, we are fairly certain," adding it was "safe to assume" the announcement will be made during the Tokyo day.
