イスラエル戦争犯罪特別法廷設置を求める署名!
全世界の議会が同様の趣旨の決議を上げるべきです。まずは皆さんに怒涛の賛同署名をお願いします。

国際連合総会議長および加盟国各位
「イスラエル戦争犯罪特別法廷」の設置を求める
イスラエルが、パレスチナ先住民の意思に反する1947年の総会決議を理由に建国されたことを想起し、
イスラエル建国が、パレスチナ先住民に対する民族浄化によりなされ、その結果パレスチナ難民問題が起こり、さらに占領下パレスチナのガザ地区に住む150万人の半数超がパレスチナ難民であり、その他民間人とともに、最近のイスラエルによるガザ侵攻の被害者になったことを想起し、
国連人権理事会が、2009年1月12日の第9回特別会合において、「最近のガザ占領地区への攻撃など、パレスチナ占領地域における重大な人権侵害」に関する決議[訳注1]を採択し、その中で同理事会が、「現在進行中のイスラエルによる軍事作戦が、パレスチナ人の人権を著しく侵害し、パレスチナのインフラを組織的に破壊したことを強く非難」し、また「国際緊急独立調査団を派遣し、パレスチナ占領地全域でのパレスチナ人に対する占領当局によるあらゆる国際人権法および国際人道法違反を調査すると決定」（国連プレスリリース要約、人権理事会、2009年1月12日）したことに注目し、
イスラエルがかつて、同様の調査団に対する協力あるいは入国ビザの発行さえも拒否したことを想起し、
国際連合憲章第22条[訳注2]を想起し、
「パレスチナ占領地域におけるイスラエル占領当局による壁建設の法的帰結」に関する2004年7月9日の国際司法裁判所の勧告的意見で、同裁判所がパレスチナ問題の追及につき、国連総会に特別な責任を強調したことをさらに想起し、
以下に署名したNGOおよび個人は、
国連総会に対し、パレスチナ占領地域における国際法、国際人権法および国際人道法違反の罪で起訴され得るイスラエルとその政治的および軍事的指導者を裁く国際特別法廷の設置を要求する。

国連総会に対して「イスラエル戦争犯罪特別法廷」の設置を求める署名運動です。下記のサイトで署名できます。
下記のアドレスのサイトの上のほうにあるSign the Petitionをクリックすると、署名のページになります。
（１）名前とメールアドレスを書けばおしまい。メッセージを書くこともできます。
（２）Preview Your Signitureをクリックして確認したうえで、送信してください。
署名しなくても、署名リストを見ることができます。ざっと見ましたが、日本人らしき名前はまだほとんどありません。どんどん署名しましょう。
もっとも、ハーグに国際刑事裁判所が創設された現在、特別法廷設置の見込みは薄いのが実情です。国際刑事裁判所設立以前には、安保理事会決議によって旧ユーゴ法廷とルワンダ法廷が設置され、さらに国際的な性格を持ったシエラレオネ法廷、東ティモール法廷、カンボジア法廷が設置されてきた実績があります。
しかし、国際刑事裁判所が設立された以上、ほかに特別法廷を作るべきでないという意見もあります。イスラエルが国際刑事裁判所規程を批准していないので、 イスラエル特別法廷を設置せよと、アラブ諸国が国連総会でがんばることができるかどうか。

The Creation of a Special Tribunal to try Israeli War Criminals
Recalling that Israel was created by virtue of a General Assembly Resolution in 1947 against the wishes of the indigenous population of Palestine;
Recalling that the creation of Israel was achieved through the ethnic cleansing of the indigenous population, which resulted in the creation of the Palestinian refugee problem, and that more than half of the population of 1.5 millions of the Palestinian Occupied Territory called the Gaza Strip are Palestinian refugees who have become, with the other civilian population, victims of the recent Israeli aggression on the Gaza Strip;
Noting that the UN Human Rights Council, in its ninth Special Session, has adopted on 12 January 2009, a resolution 登n the grave violations of human rights in the Occupied Palestinian Territory including the recent aggression of the occupied Gaza Strip in which it 都trongly condemned the ongoing Israeli military operation which had resulted in massive violations of human rights of the Palestinian people and systematic destruction of the Palestinian infrastructure; and 電ecided to dispatch an urgent independent international fact-finding mission to investigate all violations of international human rights law and international humanitarian law by the occupying power against the Palestinian people throughout the Occupied Palestinian Territory(United Nations Press Release of 12 January 2009, Human Rights Council, ROUNDUP);
Recalling that Israel has in the past refused to cooperate with similar fact-finding commissions or even give them visas to enter;
Recalling Article 22 of the Charter of the United Nations
Recalling further the Advisory Opinion of the International Court of Justice of 9th July 2004 on the Legal Consequences of the Construction of a Wall by Israel, the occupying power, in the Occupied Palestinian Territory, in which the Court emphasized the special responsibility of the General Assembly for the Question of Palestine;
The undersigned NGOs and individuals
Call upon the General Assembly to create a special international tribunal to try Israel, its political and military leaders, for such crimes in violation of international law, human rights law and international humanitarian law in the Palestinian Occupied Territory of which they may be charged.
