British Envoy Says UN May Review Strategy If Afghan Security Does Not Improve

[Presenter] The British ambassador in Kabul has said the United Nations will change NATO's current strategy if the security situation does not improve in Afghanistan. If this change takes place, NATO troops will be allowed to target terrorists on the Pakistani soil. He has said that the problems in Afghanistan stem from the current situation in the tribal areas of Pakistan. At the same time, a number of members of the lower house of parliament have emphasized that the United Nations should change its strategy towards Pakistan. Naser Ahmadi reports:
[Correspondent] In his joint press conference with NATO Secretary- General Jaap de Hoop Scheffer last week, Afghan President Hamed Karzai yet again emphasized the need to target terrorist hideouts in Pakistan. Nevertheless, the NATO secretary-general stated that their military activities were limited to Afghanistan according to a UN Security Council resolution and therefore they could not target terrorists on the Pakistani soil. In the meantime, the British ambassador in Kabul, during an exclusive interview with Ariana TV, has said that the United Nations will revise this decision if security does not improve.
[British ambassador in English with Dari translation superimposed] It may happen if there is no improvement in the security situation. President Karzai says the truth. The current problems in Afghanistan stem from instability and insecurity in the border areas with Pakistan. But I also agree with Mr Scheffer. At the moment, there is no international mandate to allow NATO to undertake military operations in Pakistan, except in limited self- defence.
[MP from Sar-e Pol Province] The United Nations should bring fundamental changes to its policy and focus on main causes of terrorism on the other side of the border if it wants to reach its goal. Otherwise, the current policy will not produce any effect.
[MP Abdol Kabir Ranjbar] Terrorism knows no border. As a result, it is essential, every now and then, to revise the policy, whether it is a military operation or economic, social, political, reconstruction and development programmes. The United Nations should also revise all its decisions every now and then.
[Correspondent] Although the Afghan government and some international organizations have asked for removal of terrorist hideouts in Pakistan on occasions, no practical step has so far been taken in this respect.
