FPS, Another Iraqi Militia

The Facility Protection Service, or FPS, was first created in 2003,
to deal with the drastic problem of looting and defacing of government
buildings, as well as museums, mosques, and other historic and cultural
structures.
施設防衛サービス FPS は、博物館やモスクその他の歴史的、文化構施設同様、
政府の建物への略奪や破損への根底的な問題を取り扱う為に、
2003年に初めて作られました。
The FPS quickly became a funnel for money going to various factions
on opposing sides of Iraq’s loomming sectarian conflict.
Men such as Muhammad Yaseen Taha were hired by the Sunni Endowment
to protect Sunni mosques and cultural centers,
while other men were hired to protect Shi’a monuments.
These men quickly became more loyal to their direct, sectarian employers
than thee Iraqi government or the Iraqi state as a whole.
FPS は、イラクに不気味に迫る派閥抗争において、
対立する様々な勢力から急速に資金を注ぎ込まれました。

Now there are men paid with money earmarked for the FPS
on all sides of Iraq’s conflict.
It has been rumored that Shi’a members of the FPS,
loyal to Muqtada Sadr or others were largely responsible for the large
outbreak of attacks after the Samarra shrine bombing in February 2006.
現在、イラクの全紛争において、FPS 用の資金を支払われる男達がいます。

Muhammad Yaseen Taha speaks about his work as an agent of the FPS,
and his feelings about the situation in Baghdad.
It remains to be seen how the FPS situation will be resolved.
On one side they are being linked to Iraq’s death squads,
on the other side Lt. General Petraeus and others are depending on the
FPS and other mercenary forces for the success of the new security plan.

The Facilities Protection Service,
has more than doubled since November 2003.
As of February 15th 2004, there were more than 70,000 guards on duty.

'The majority of the FPS staff consists of former service members
and former security guards.

These are the wishes of some people,
those who are outside our traditions, such statements serve them,
strengthen their power & make people gather around them.

We faced many incidents in the institutions of the Endowment
generally whether the Head office or the other institutions.
Incidents of shooting against the guards.
Also some elements of the new Iraqi army, the National Guards
attacked our institutions several times.
寄進施設、私達の本部事務所やその他の機関でも多くの事件に直面しました。

The reason is obvious, they reject the Sunnis in general because
the Sunnis rejected the constitution, and because these forces
contain individuals who do not agree with the Sunni leadership.
理由は明らかだ。

それから、イラク軍にはスンニ派の主導権に同意しない諸個人を含むからだ。

Yes, it existed previously, but under a different name.

It didn't have so many in its force before.
The number of the current force has doubled many times.
And the reason is known, the bad security conditions.

The people were in such bewilderment and the shelling was random.
Many civilians were even directly shot at by aircrafts.

It was deteriorating, there were no services.

These government constructs were known to be powerless,
they had no authority.
These governments were just ink on paper,
they were ineffective as leaders,
including members of the national assembly.
Ministers and officials were insulted by the US military
and by figures claiming to be the government.

Weapons of mass destruction and Saddam being a danger to the inter
national community were the pretext these forces used to enter Iraq.
Since these reasons are gone, why do they still stay here ?
Iraq was the first country to establish democracy,
the first country to enact law.
Iraq doesn't need someone to teach it.
大量破壊兵器とサダムが国際社会に脅威だというのは、
イラク侵略に使った口実だった。

told Congress that he might supplement efforts to secure Baghdad using
the Iraqi Facilities Protection Service, a 150,000-man force
that guards Iraqi government agencies.
