【ダルフール危機】中国:五輪ボイコットに直面(Forbs/AP)

現在進行中のダルフール危機に関し、この虐殺を止めるひとつの
手段として中国は影響力を行使すべき とフランス次期大統領
有力候補2人が主張。

中道右派のフランソワ・バイユー候補は、北京五輪ボイコットを呼びかけた。

社会党のロワイヤル候補も、ボイコットには触れなかったものの、
「フランスと国際社会が圧力をかけるなら五輪前がそのタイミング」
述べた。

スーダンへの最大投資国である中国は、原油の三分の二を購入し、
スーダン政府に武器と戦闘機を提供する一方で、国連常任理事国として
対スーダン制裁すべてに反対してきた。

なお、
フー・チンタオ主席は先月のスーダン訪問において、小さいながらも
重要なステップをとっている。

China Faces Calls for Olympic Boycott

China, as host of the next Olympics, should be pressured to use its clout with Sudan to stop violence in Darfur, two top French presidential candidates said - and one called for a French boycott of the Games if the violence doesn't stop.

French Olympics officials expressed surprise over the boycott call from Francois Bayrou at a pro-Darfur rally Tuesday night. Bayrou, who described the situation in Darfur as genocide, is among the leading contenders to replace outgoing President Jacques Chirac.

The president has also spoken out against the horrors in Darfur and warned of the possibility of U.N. sanctions against Sudan.

"If this drama does not stop, France would do itself credit by not coming to the Olympic Games" next year, said Bayrou, according to his campaign office.

"There is nothing easier than stopping this tragedy, this genocide", said Bayrou, who visited Darfur on a private trip in 2005. "This is a political issue because China decided to bring its protection to the Khartoum regime."

Socialist Segolene Royal, who also spoke at the rally, did not go so far as call for a boycott, but urged France and the international community to lobby Beijing over Sudan before the Summer Games.

"It is the moment to put pressure, before the Olympics," said Royal. She and Bayrou are narrowly trailing conservative Nicolas Sarkozy in polls before the first round of France's presidential elections on April 22.

"It is not because there is oil in Sudan that we should look away when people are dying, raped or driven away," said Dominique Voynet, a former environment minister and presidential candidate for the Greens.

Foreign political leaders and advocacy groups have previously sought to exert pressure on Beijing before the Games over China's record on human rights, use of the death penalty and curbs on press freedoms, among other issues.

But the boycott call from Bayrou and the criticism from other French presidential contenders were new in that they focused on China's foreign - not domestic - policy and linked it to the Games.

China is Sudan's biggest investor, buying two-thirds of its oil and selling it weapons and military aircraft. China has taken a hands-off approach to political violence and human rights abuses in Africa, where Beijing has been increasing its investment to tap Africa's vast natural resources.

China has been accused of not doing enough to pressure the Sudanese government, which is accused of funding militias and allowing its military to brutalize civilians in a conflict that has killed some 200,000 people and left 2.5 million homeless since 2003.

"We cannot stay silent before one of the great humanitarian tragedies of our time," Chirac said in a statement sent to the rally. "If atrocities follow, if the word is not kept, the (U.N.) Security Council will have no other choice, but to adopt sanctions."

Last week, Prime Minister Dominique de Villepin said Darfur should be at the top of the U.N. agenda, but dismissed the idea of a U.N. Security Council resolution against Sudan.

Henri Serandour, head of the French national Olympic committee, expressed surprise at the boycott idea from Bayrou. "Are we going to stop all French companies from working with China?" he said in a telephone interview with The Associated Press.

Chinese President Hu Jintao took a small but important step last month when he visited Sudan and urged its leader to allow a bigger U.N. role in Darfur, where poorly equipped African peacekeepers have failed to defend civilians.

China - a Security Council permanent member with veto power - opposes any sanctions against Sudan.

Faxed and phoned requests for comment did not produce an immediate response from the Chinese Foreign Ministry in Beijing.
