On the afternoon of Saturday the 20th of January,
Karbala was shaken by the sounds of fourteen explosions.
Although the Mahdi Army, the Shia militia controlled by Muqtada al Sadr
was blamed for the attack on Americans as they were meeting with local
officials in the city, Mahdi Army officials have insisted to IraqSlogger
sources that this is not true.
They have strict orders not to attack Americans even in self defense.
Rumors circulating in Karbala are that three to seven sports utility
vehicles full of Sunni militiamen attacked the American vehicles.
It is believed that the Sunni militiamen had fake identification papers
issued by the Multi-National Forces and no checkpoint could stop them
because they thought they were Americans.
It is even claimed that they had some English speakers with them.
They were said to have fled to Hilla following the attack.

A Sunni-Shiite fraternal council, organized by [an institution
commemorating Moqtada's father] and the Islamic Party of Iraq,
wound up two days of activities in Basra today.
Abdulkarim Jarrad, head of the Islamic Party in Basra, told Voices of
Iraq that attendees, in addition to representatives of the two sides,
included also other religious and social leaders, and he said these
meetings "differ from earlier meetings we have had together with
[the Sadr group] in that it included legal and political studies and
[the creation of] working groups that will continue efforts to make
sure the recommendations are translated into action".

Well, you know, Iraqis spend most of their time just trying to survive
day to day, just trying to stay alive, not get kidnapped.
I mean, you know, you can go a long way in Baghdad
without seeing any US troops whatsoever.
I was coming from -- I was on one of the more dangerous roads,
the airport road, yesterday.
I didn't see any US troops on that road.
In the area that I am in, you see checkpoints,
but they're not manned by US forces.
So despite all the talk in the US about the US American troops
presence here, you know,
you can spend days in Baghdad without seeing a single American soldier.
You know, what most people worry about most here is checkpoints
that are suddenly set up.
You don't know who has set them up.
There are armed men in civilian clothes, sometimes in military uniforms.
Now, do you stop at these checkpoints, in which case you might get
killed if you have the wrong ID, or do you try to run the checkpoint,
in which case they may open fire anyway?
And that's really what the Iraqis spend their time thinking about.

Baghdad has broken up into hostile townships, Sunni and Shia,
where strangers are treated with suspicion
and shot if they cannot explain what they are doing.
In the militant Sunni district of al-Amariyah in west Baghdad
the Shia have been driven out and a resurgent Baath party has taken over.
One slogan in red paint on a wall reads:
"Saddam Hussein will live for ever, the symbol of the Arab nation."
Another says:
"Death to Muqtada [Muqtada al-Sadr, the nationalist Shia cleric]
and his army of fools."

It is difficult for Iraqis to avoid joining one side or the other
in the conflict.
Many districts, such as al-Hurriya in west Baghdad,
have seen the minority - in this case the Sunni - driven out.

A Sunni friend called Adnan, living in the neighbouring
district of al-Adel, was visited by Sunni militiamen.
They said:

by going on patrol with us.
Otherwise, we will give your house to somebody who will help us."
He patrolled with the militiamen for several nights,
clutching a Kalashnikov, and then fled the area.

The fear in Baghdad is so intense that rumours of even bloodier battles
sweep through the city.
Two weeks ago, many Sunni believed that the Shia Mehdi Army was going to
launch a final "battle of Baghdad" aimed at killing or expelling
the Sunni minority in the capital.
The Sunni insurgents stored weapons and ammunition in order to make
a last-ditch effort to defend their districts.
In the event, they believe the ultimate battle was postponed
at the last minute.
Mr Bush insisted that the Iraqi government, with US military support,
"must stop the sectarian violence in the capital".
Quite how they are going to do this is not clear.
American reinforcements might limit the ability of death squads to roam
at will for a few months, but this will not provide a long-term solution.

Mr Bush's speech is likely to deepen sectarianism in Iraq
by identifying the Shia militias with Iran.
In fact, the most powerful Shia militia, the Mehdi Army,
is traditionally anti-Iranian.
It is the Badr Organisation, now co-operating with US forces,
which was formed and trained by the Iranian Revolutionary Guards.
In the Arab world as a whole, Mr Bush seems to be trying to rally
the Sunni states of Saudi Arabia, Egypt and Jordan to support him
in Iraq by exaggerating the Iranian threat.

as the Iraqi National Dialogue Front, described the confederation of
Sunni sheiks as a "very dangerous movement" that is assuming official
powers in the absence of a functioning government.
"They wanted political cover from our front, but we said no," he said.
"We don't mind that they fight al-Qaeda, but any movement should be official, and not tribal, because it will only divide the tribes."

その＜可能根拠＞を有するのは、
・世俗主義と
・部族です。
現在の『宗派抗争』と言われるものを、現在早急に超克する為に、
世俗主義と部族が、その為に共闘し、ただその為にのみ活動し、
現在の『宗派抗争』と言われるものを解決していく
実績を作り出せば良いのではないかとは思えます。
まあ私の単なる思い付きにしか過ぎませんが。
