６月１８日に行われた２００７年度の定例司教総会開催に際して、日本の司教たちに宛てられたアルベルト・ボッターリ・デ・カステッロ駐日教皇庁大使の挨拶の一部分を紹介します。

挨拶文抜粋

　最近成立した、新しい「教育基本法」と、「日本国憲法の改正手続に関する法律」は、日本国内だけでなく世界の多くの国々においても、多くの人々の懸念を引き起こしています。

　人々は、言論の自由や信教の自由が損なわれることや、戦争放棄（それは日本国憲法に記され、多くの人にとって、人類が紛争解決のために暴力を用いないことへの希望と祈りの象徴です）が、人類の利益にとってそれほど重要でないことに取って代わられることを心配しています。

　皆様は、政教分離の原則、憲法九条が日本だけでなく他国に対してももつ価値、そして平和のために働くことの重要性について、さまざまな明確な声明を出してこられました。これらはまことに称賛すべき勇気ある声明です。わたしはこの機会に、これらの声明と、平和と社会の一致を守るための皆様のご努力をわたしが支持することを確認させていただきたいと思います。

　この平和のおかげで、日本の教会は発展し、日本も過去５０年以上の間繁栄できたからです。多くの人が、今、明確な方向づけと勇気ある指導を期待しています。わたしは皆様の最近の声明が日本の未来と世界平和に関心をもつすべての人から大いに歓迎されることを確信しています。

　The new laws on education and those facilitating changes in the Constitution of Japan that have been passed recently have given rise to concern among many people, not only in Japan, but in many countries around the world. People fear that freedom of speech and of religious expression will be undermined, and the renunciation of war which for many people is enshrined in the Japanese Constitution, and which for many people is a symbol of their hopes and prayers that human beings will not resort to violence to settle conflicts, will be replaced by something less important for the benefit of humanity. You have mad very clear statements on the principle of the separation of Church and State, the value of Article Nine not only for Japan but for other countries also, and the importance of working for peace.

　These are indeed laudable and courageous statements. I wish to take this opportunity to assure you of my support for these statements, and for your endeavors to preserve the peace and social harmony which has enabled the Church to flourish, and Japan to prosper during the past fifty or more years. Many people are looking for clear direction and courageous leadership at this time, and I am sure your recent statements will be very welcome by all those concerned about the future of Japan and peace in the world.
