批判されるべきは対米追従外交だけではない
日本の外交が批判されるの対米追従と相場が決まっている。しかしそれだけではない。対ロシア外交、対中国外交においても外交が機能していないのだ。
２月５日の産経新聞「正論」に見つけたノンフィクション作家上坂冬子の記述を私は興味深く読んだ。上坂といえば「靖国参拝のどこが悪い」と主張するサンケイ御用達の一人だ。その上坂が元宮内庁長官富田朝彦夫人から手紙をもらったという。富田夫人はあの富田メモを日経新聞に発表して「昭和天皇のＡ級戦犯合祀への不快感」を世に知らしめた人である。小泉元首相の靖国参拝に反対の立場の人だ。だから上坂は富田夫人からの手紙を開封するまでは緊張したと思う。開封しておそるおそる（これは私が想像する上坂の心情を表現したもの）読んだところ、上坂の近著「これでは愛国心が持てない」（文春新書）を読んで共鳴した手紙であったと知って喜ぶ。ロシアに拿捕された猟師を助けられない日本外交のふがいなさを嘆く事で二人は意気投合した。それを上坂は嬉々として「正論」に書いているのである。実は上坂冬子と考えが異なる私も、最近の北方領土問題をめぐる外交の迷走ぶり、無策ぶりは目に余るものがあると思っている。とくに昨夏に起きた日本漁船のロシアにおける拿捕、射殺事件に対する国民を見捨てた外交はもっと非難されてしかるべきだと考える。立場を超えて皆の意見が一致するのだから日本外交は余程ひどいということだ。
もう一つは、最近起きた中国の海洋調査船による事前通報なしの排他的経済水域侵犯事件である。尖閣列島がどちらの領土であるかという問題は留保して、相手国の近海で調査を行う場合には事前に通報するというのが、２００１年２月に合意した日中両政府間の「事前通報の枠組み」である。現に中国はこれまで尖閣諸島近海の調査について事前通報をしてきた実績がある。今回の調査は明らかにこの枠組みを踏み外したものである。しかもこれに外交的に抗議した正当な日本に対し、中国は「強烈な不満」を表明したという。これは中国の間違いだ。中国はあきらかに増長している。
この中国の態度について２月８日の東京新聞がその社説で批判していた。何でもかんでも中国を目の仇にする産経新聞や読売新聞ではない。リベラルな東京新聞が批判しているのである。「・・・胡錦涛国家主席は今年の元旦にちなんだ演説で『世界各国人民と互いに協力し和諧を求めていく』と述べたばかりだ。その精神はどこへ行ったのか」と正論を書いているのである。中国政府は謙虚に耳を傾けるべきだ。
私は最近の中国は米国と同様覇権国家の正体を鮮明にしてきたと思っている。私は、米国が不当なイラク攻撃をすれば批判するし、今回のように中国が日中友好を損ねるような友好・信義にもとる行為をとることにも厳しく批判する。もちろん北朝鮮の拉致についても私は誰よりも厳しい。
なぜ日本外交は中国に毅然とした態度で臨めないのか。それは歴史認識や戦争責任問題で自らが犯した過去の非を本気で認めないからである。反省、謝罪に誠意が無いからである。とりわけ小泉元首相は自分の自尊心のためにいたずらに中国を刺激する言動に固執し日中関係を悪化させた。これが日本の外交を損ねたという自省は、いまや財界を含め大方のまともな国民には強い。外務省は再びまた中国と摩擦を起こしたくないのだ。その気持ちはわかる。しかし日本の正当な権利まで放棄して中国との摩擦を避けようとする態度は外交の放棄であり、結局は中国との真の友好関係構築を妨げることになる。米国追従で放棄した日本外交を対中外交でも放棄してはいけない。小泉元首相にその責任の全てをかぶせ、外務省は対中外交を再構築する腹を固めるべきだ。

Japan’s Diplomacy Be Criticized Not Only By Subordination To US But By Others
It is so common to criticize Japan’s Diplomacy by saying it is subordinate to US, Ｂut subordination of Japan’s Diplomacy is not only to America but also to Russia and China.
Japan has a long pending territorial dispute with Russia and China. Last summer, there was an incident that Russian authority captured a Japanese fishing boat and one crew was shot to death. Although the fishing boat was operating in the disputed area, it is clear that the way in which Russian patrol shot so many bullets towards the boat and killed a crew, who was totally unarmed, was intended to penalize the boat and its crews. Japanese Government never protested strongly nor tried to rescue the boat and its crews quickly. Obviously Japanese Government was afraid to lose the momentum to facilitate the negotiation with Russia on the territorial issue and normalization of bilateral relationship.
Japan’s diplomacy towards China is more submissive. Recently it was revealed that Chinese investigation boat violated Japanese Economic Water Zone. This is an outright violation of the agreement made in 02 between two governments that advance notification be made before any vessel operates near the disputed area. Japan duly protested China in a diplomatic manner but China rejected this with “ very strong dissatisfaction”.
The Japanese Government did not and cannot insist her legitimate right further simply because Japan is entangled with its own dilemma. Some of the Japanese leaders never admit Japan’s invasion of China and look down China. Former Prime Minister Koizumi is one of those and this group of Japanese has a certain influence on the LDP, the government party.This lack of reflection, however, makes China in an advantageous position to continue criticizing Japan on one hand and makes Japan in a week position to continue apologyzing China.
Japan’s diplomacy should resume its strength and self-dependence by correcting wrong things first.

広告収入に頼るメディアのジレンマ
教育問題に関するタウンミーテング問題があまりにも大きく騒がれたせいか、産経新聞や多くの地方紙が中央官庁と共催した各種のイベントにおける同様のやらせについては、たいした追及もなく終わってしまった。
しかし２月１０日の朝日新聞は別の角度からこのヤラセ問題の問題点を抉り出してくれた。広告収入に頼るメディアのジレンマと報道姿勢の歪みの相関関係である。
厳しい財政事情に苦しむ新聞社にとって広告収入は貴重な財源である。しかも一般企業からの広告発注が伸び悩む中で、広告出稿と抱き合わせになった官庁からの政策啓発行事を請け負うことは魅力がある。だからその請負を成功させて受注を継続的に貰おうとする。いきおい新聞社側はその行事を成功させるプレッシャーを受ける。謝礼を払ってまで参加者を集めることになったのだと朝日の記事は言っているのだ。
見落としてはならないのは、いずれのイベントも大手広告会社の電通がまとめ役になっていたという事実だ。省庁にとっても地方に影響力のある地方紙を通じてイベントの実施を丸投げするほうが楽だ。経費はすべて国の予算である。それを最大大手広告会社電通に任せておけば楽だ。電通にとっておいしい話だ。かくして電通が国と地方紙の双方に影響力を持つようになる。
このことは地方紙に限らずすべてのメディアに共通して言える。電通は権力の側につき、その電通に仕事をもらうメディアが政府批判をしづらくなる仕組みができあがっている。メディアの上に君臨する電通がそこにある。今のメディアが権力に弱くなった理由の一つがこの朝日の記事一つからでも容易に見つけられるのだ。

A word of “Yarase” is seen everywhere in Japanese media nowadays. This means a fake event or project. One of the Yarase criticized most strongly is series of town meetings which Japanese Government under the Koizumi regime organized. At that meetings government officials pre-arranged questions and answers session paying fees to fake questioners. After the Yarase was thus revealedd similar Yarase were also found in the various events which local newspaper companies are engaged.
The Asahi Shinbun of Feb 10 reported the backdrop of this scandal. These days almost all media suffer from the decrease of advertisement revenue which is the main sources of there income.
Under such situation various events and seminars sponsored by the Government are so attractive for media because they receive the project fees as well as advertisement fees if they undertake such events.
When the Government implements various events it is so common that Dentsu, the biggest advertisement company, receives the order from the Government as an exclusive agent. Dentsu has a full power to distribute the budgets to various media at its own discretion. Thus Dentsu, which seems to be a Government hand in public relations, has a strong influence over media. Japanese media are afraid to offend Dentsu. IDentsu does not allow media to speak ot wright against Government policies.
