◇沖縄科学技術大学院の不祥事から目を離すな
閣僚の政治資金不正支出問題はかつての年金未納問題の様相を呈してきた。皆がやっているのだ。民主党の松本剛明政調会長までやっていたらしい。これでは民主党は追及できない。かくて大騒ぎの後で民主･自民の取引による沈静化がはかられることになる。
しかし安倍内閣の閣僚の疑惑は政治資金不正支出だけではない。ほとんど報道されることはないが沖縄科学技術大学院の不祥事は安倍政権を倒すほどの深刻さを秘めている。もっともマスコミが安倍政権を本気で倒す気があればの話であるが。
１月９日付の朝日新聞は０３年に開学準備が始まった沖縄科学技術大学院大学について準備が難航していることを報じている。この大学院の設立構想は政府による沖縄振興策の目玉の一つとして０１年に発案されたもので、生命科学を中心とする世界最高水準の研究拠点を目指すというものである。しかし現在に至っても研究者集めの見通しが立たず政府は困惑しているという記事である。
これだけでは何の変哲もないつまらない記事だ。ところがこの朝日の記事に先立つ１２月はじめに沖縄タイムスと読売新聞が、初代学長候補の給与疑惑をすっぱ抜いた。すなわち初代学長候補として準備組織（独立行政法人･沖縄科学技術研究基盤整備機構）の理事長に据えられた英国人シドニー・ブレンナー氏（７９）が、独立行政法人の理事長は｢常勤｣でなくてはならないという規則にもかかわらず０５年の９月の就任以来わずか６３日しか勤務していなかった事実を報道したのだ。それにもかかわらず他の理事長並みの１７６０万円もの年俸が支払われていた。因みにブレンナー氏は０２年のノーベル生理学･医学賞を受賞した分子生物学の第一人者で、沖縄科学技術大学院構想の「金看板」として政府が担ぎ出した人物である。この報道の直後にブレナー氏は理事長を辞任すると発表、その後再びこの発言を撤回するというアタフタぶりだ。もっとも彼には罪はない。著名人を担ぎ出し、規則を曲げてまでそれを利用して沖縄科学技術大学院を強引に推し進めようとする政府の責任が問われるべきなのである。
しかし本当のスキャンダルはこの程度ではない。そもそもこの大学構想は０１年に当時の沖縄･科学技術担当大臣の尾身幸次が提唱した極めて政治的な背景のあるものだ。沖縄振興といえば米軍基地問題を押し付ける「飴と鞭」の飴である。金をばら撒いて沖縄住民を分断させる卑劣な政策だ。その飴を政府の担当要人が食い物にしていたとすればそれはもう畜生にも劣る仕業であろう。
その疑惑を昨年の週刊文春１１月１６日号と本年の週間新潮新年特大号（１月４日･１１日号）が報道していた。すなわち週刊文春は尾身大臣の私設秘書が地元業者から金銭を受け取って関連事業を斡旋したという関係者の証言を紹介した。週刊新潮に至っては財務大臣でありながら大学建設の予算獲得のノウハウを関係者にこっそり教えていたという疑惑を内閣府の極秘メモのコピーまで載せて書き立てている。おまけに沖縄の建設業界に娘である尾身朝子の選挙支援までさせていたらしいと報じている。更にまた尾身自身が某ＮＰＯの理事長を兼任しており「兼任を禁じる大臣規範」違反の疑いがあることまでも週刊新潮は指摘している。
要するに疑惑だらけなのだ。この尾身疑惑を大手メディアが本格的に取り上げるだろうか。そうなればて国民の関心が集中して安倍政権に激震が走ることであろう。果たして大手メディアは権力と手を繋いでいないか。沖縄科学技術大学院から目を離してはならない。
◇More Scandals Await Mr. Abe
Mr. Abe is now enjoying his sightseeing tour in Europe。But as soon as he returns to Japan he has to face with the problem of scandals of his Cabinet members’ misuse of political funds.
I don’t know how strict the regulation of prohibiting the use of political funds for other purposes than political activities in other democratic countries but in Japan politicians seems to evade freely from that regulation. They don’t report how much and where they receive funds. They don’t report for what purposes they use funds.
It seems that the coming out of the misuse of political funds by the major ministers of Abe’s cabinet is supposed to put Mr. Abe in a difficult position at the beginning. But I start thinking that Mr. Abe might escape from this crisis because it now turned out that so many politicians including opposition party’s big shot have committed similar misuse. When everyone commits a wrongdoing, then it means no one commits a wrongdoing.
Another scandal, however, is smoking and this scandal might be far more
serious and vicious so that it might develop into a fatal one if the
media will report and the awareness of public opinion will become wider.
Two Japanese weekly magazines Bunshun and Shincho reported in its 11/16 edition last year and 1/4-11 edition this year respectively about the misconduct of Mr. Koji Omi, the Minister of Treasury concerning the setting up of a New Okinawa University of Science and Technology.
When it comes to Okinawa the issue of US military Bases is a headache of consecutive governments and lots of tax-payers’ money has been poured into Okinawa in order to silence the voices of protest against US Bases.
The magazines cast the doubts that Mr. Omi, who is at one time the Minister in charge of the Okinawa Issue and now the Minister of Treasury, might have distorted that budgets for his own interest.
Strangely enough Japanese major newspapers have ignored these reports so far. But since the beginning of this year The Yomiuri Journal, one of the major and pro-government papers, starts writing about this issue. If other papers follow the Yomiuri and this issue will be more focused, the scandal of Mr. Omi will be emerging. It might be a fatal blow for Mr. Abe. Let us keep eyes on the development of the issue of the setting up of the Okinawa University of Science and Technology.
