北京で開かれた二つの経済協議

　評価したい記事を見つけたので紹介したい。１月１０日付の朝日新聞「気流」というコラムで吉岡桂子という記者が昨年末に立て続けに行われた米中協議と日中協議の緊張感の違いを見事に指摘したのだ。その要約私なりにまとめると次の通りである。
　昨年１２月１４日―１５日の両日、初めての「米中戦略経済対話」が北京で開催された。米国からポールソン財務長官を団長に７人の閣僚とドルの番人、連邦準備制度理機会(ＦＲＢ)議長らがやってきた。温家宝首相が「歴史的意義を持つ重要な事件」と評し、双方数十人が参加する会議だった。胡錦涛国家主席も米側代表と会見する厚遇ぶりを見せた。その背景には、米国側は人民元切り上げを迫る米国議会の圧力、そして中国側はその米国の圧力に対する緊張感があった。経済規模がいずれ逆転するとも予測される米中両大国が、経済にとどまらず世界にどう関与していくかを模索する緊張感みなぎる米中協議に違いない。人民元問題では合意は見られなかったものの、両国はその成果を誇示しエールを交換した。それを世界が注目した。
　そのわずか４日後に同じく北京で「日中経済パートナーシップ協議」なるものが開かれた。中国産の農産品をめぐる貿易摩擦をきっかけに始まったこの協議は今年で５回目になる。ほとんど注目されることはない。団長は日本側外務審議官と中国側商務次官補という事務レベルの協議だ。今回の成果と言えば、「事前に問題点と回答を紙に書いて出し合うことにより今後の協議の効率化をはかる事を合意した」(外務省筋)ということらしい。緊張感はまるでない。日本側には米中のような閣僚級の経済対話の設置を期待する声もあるというが、米中間ほど差し迫った課題がないという理由で中国側は消極的だという。この二つの会議の緊張感の違いこそ米国にとっての中国と日本の重要性の違いを物語る。
　まったくその通りである。実は私は「米中戦略経済対話」が開かれているその時にたまたま北京に滞在していた。中国のメディアが連日これを大きく報道していた。それを見ながら２１世紀は日本の頭越しに米中の駆け引きが急速に進んで行くに違いないと感じた。

　Two Economic Meetings in Peking

Last December Two Economic Meetings were held in Peking. One is the US China Strategic Economic Dialogue( Dec.14-15) and the other is Japan China Economic Partnership Consultation( Dec.19-20).
The names of these two meetings look like similar but their substance are far from similar. The differences of meetings, as a matter of fact , shows so clearly that the roles of China and Japan to the world ecomony are reversed in future.
The US China Dialogue is the first one of this kind. If we look into the names of members of the US delegate, we can see how much importance the US Government attaches to this Dialogue. The US sent 7 Secretaries including the Treasury Secretary Henry Paulson as a head. Chairman Bernanke of the FRB was also included. China welcomed this delegation arranging the meeting between the delegate and President Hu Jintao.
The main theme of this Dialogue was, of course, the issue of evaluation of Chinese Yuan which the world economy is watching with immense interest. Although US and China did not agree totally, they demonstrated to the world that they continue to be good partners admitting the differences of each other. This is a kind of declaration that US and China will be main players in the 21st century not only economically but in more wider area of the world issues.
On the other hand the Japan China Economic Partnership Consultation, which was held 4 days later, is in fact an official–level meeting started 5years ago aiming at solving then surging Chinese agricultural products into the Japanese market.
According to Japanese officials the main result of this time meeting was that both sides appreciated the practice of exchanging requests and responses beforehand in written form so that consultations can be effectively proceeded. No wonder media did not pay attention to this consultation.
These two consultations seem to symbolize the future role of China and Japan towards world Economy and subsquently the shift of interest of the United States of America from Japan to China.
