Plastic bag ban winning support from shoppers

Shopper after San Francisco shopper had praise Wednesday for the Board of Supervisors' vote banning plastic checkout bags at supermarkets and chain drugstores.

Some were so excited they put down their plastic checkout bags to talk about it.

"We need to get rid of a hell of a lot of this stuff," Ora Gosey, 56, said outside an Albertsons in the Western Addition. As the retiree spoke, she inched away from a case of grape soda she had placed on the ground as if it didn't belong to her. It was double-bagged in plastic.

"I needed something," she admitted, "because it's so heavy."

Plastic checkout bags are pretty convenient, Gosey and others said. You can carry them easily down the sidewalk or on a bus, and they're less prone to ripping than paper. At home, they come in handy for packing trash. And in the park, they're good to have when you walk the dog.

According to the Film and Bag Federation, a plastics industry group, the bags can also be used to keep things dry in a canoe, make Christmas wreaths and kites, and assist in the nearly impossible task of putting on a wetsuit.

But none of the Albertsons shoppers interviewed Wednesday was getting into a wetsuit, and all said they would easily cope with the legislation -- the first of its kind in a U.S. city -- outlawing plastic bags at supermarkets in about six months and chain pharmacies in a year. They said it was a small price to pay to help the environment and, perhaps, to be trendsetters.

As they passed Supervisor Ross Mirkarimi's legislation Tuesday, supervisors noted that petroleum-based plastic bags are hard to recycle, blow into trees and waterways and take up landfill space.

Green Party member Mirkarimi said Wednesday that he had received inquiries from around the Bay Area and the nation from people who wanted to copy the legislation.

But plastic bags are everywhere, or at least they were outside the Albertsons on Fulton Street, in a neighborhood locals have taken to calling "NoPa." That's short for North of the Panhandle, an area trendy enough to have a Starbucks across the street from the Starbucks that is inside the Albertsons.

Convenience stores in the area use plastic bags. Outside a coffee shop, someone had hung a plastic tub full of plastic bags for dog walkers. People walked into a Laundromat with their dirty clothes crammed into plastic bags, while others exited a dry cleaners with their clean clothes shielded by plastic bags.

In the early afternoon, a checkout bag from Albertsons swallowed a gust of wind and floated east on Fulton. It got stuck at the base of a tree, settled for a minute under a parked Acura Integra, then continued on its journey.

Rick Whitney walked out of Albertsons with his groceries in no fewer than two dozen plastic bags. He might as well have kicked Al Gore in an inconvenient place.

"I've got a dog, so ..." explained Whitney, 32, who works in marketing and advertising and favors the city's legislation. "My sister has a dog, too. And, I swear, I haven't been shopping in a month and a half."

Across the street from the supermarket, Alexandra Eldar pulled her Subaru into her driveway after shopping at Trader Joe's. Her groceries were in paper bags, some new and some that she had brought, weathered but able, into the store for reuse.

"I try to use my own, and I usually keep a stack of canvas bags in my car," said Eldar, a 36-year-old mother of two and former environmental consultant.

Scanning her purchases, Eldar said, "You want full disclosure? I put my chicken and fish in little plastic bags, and I will reuse them."

Noticing that a bouquet of flowers was also wrapped in plastic, she said, "Now I'm getting all defensive about my plastic!"

Alison Mochizuki, a spokeswoman for Trader Joe's, said the chain's San Francisco stores will phase out their limited use of plastic bags for such things as ice cream and frozen dinners.

Albertsons has more work to do, though it is clearly in the thick of the debate already. At the store, reusable bags are sold for $1 each. The market also provides two receptacles for people to return plastic bags for recycling, which were full Wednesday. Outside, a sign on a bench indicated it was "produced from 3,900 recycled Albertsons grocery bags."

But most customers walked out with plastic bags.

Alicia Rockwell, a spokeswoman for Save Mart, which recently acquired the Albertsons stores in Northern California, said the company hasn't yet decided how it will comply with the new rules -- or whether it will raise prices.

She said paper bags with handles are six times more expensive than plastic bags, while compostable plastic bags made of corn starch that San Francisco will allow under its ordinance are three times more costly than the ones used now.

The compostable bags may not be as strong, Rockwell said, meaning that "it may take more bags."

Navid Khalili, a 28-year-old computer programmer, said he's open to the ordinance. But he had some advice for the supermarket as he walked out with a few items in a plastic bag.

It should reduce rather than raise prices, he said, while charging shoppers extra for bags. That will encourage them to bring in their own sacks.

"It's nice that it's here," Khalili said of his plastic bag. "If they take it away, I won't die. But if they charge me more, I'll be pissed."
