北朝鮮：調査要求「不明男性北海道にいた」 中央通信論評
北朝鮮の朝鮮中央通信は１６日、論評を出し、ロシア・サハリン州に朝鮮語教師として派遣されていた北朝鮮男性が９１年１２月に行方不明となり、翌９２年４月３０日に北海道から北朝鮮の朝鮮教育委員会に手紙を送っていたと伝えた。
北朝鮮の朝鮮赤十字会は今年５月に日本赤十字社に調査を依頼したものの、今月７日に行方を捜せないという「不誠実な回答」しか得られなかったとして非難、再調査を求めている。
この論評について日本政府関係者は、これまでの日朝協議でこの男性について北朝鮮が取り上げたことはないとしている。
論評によると「キム・テヨン」と名乗る男性教師は現在７０歳を超える高齢者。北朝鮮の代表的教員養成機関である金亨稷師範大学研究室長で、サハリン州ユジノサハリンスク市の大学に勤務していた。手紙でキム氏は、９２年２月に脳出血で倒れ、日本人家庭で治療を受けているとしている。場所は札幌といわれているものの寒村だ、と記しているという。（共同）

조선중앙통신사 론평 행불자 조사,일본의 성의있는 노력 요구
(평양 12월 16일발 조선중앙통신)지난 5월 2일 우리 적십자회에서는 로련 싸할린주 유쥬노-싸할린스크시 재교육대학에 조선어강사로 파견되여 일하던중 1991년 12월에 행불된 김태영에 대한 소식조사를 가족의 요청에 따라 일본적십자사에 의뢰하였다.
그러나 일본적십자사는 김태영의 가족들이 소식조사를 의뢰한때로부터 7개월이 지난 12월 7일 그의 편지내용과 기재사항에서 제기된 의문점들을 해명해주는 아무런 설명도 제시함이 없이 그저 행처를 찾지 못했다는 식의 불성실한 대답을 보내여왔다.
우리는 이에 놀라움을 금할수 없다.
김태영은 행불직후인 1992년 4월 30일 우리 교육위원회앞으로 다음과 같은 편지를 보내여왔다.
《나는 싸할린에서 우리 말을 가르치던 김형직사대 연구소 실장 김태영입니다. 지난해 12월말 조국에 가서 설을 쇠고 오라는 지시받고 준비하다가 이곳에 오게 되였습니다. 나에게 시키는 일은 일본인을 위한 로어 및 우리 말 교재, 그 교수방법에 대한 글을 쓰라는것입니다. 일을 시키는 사람들은 나를 구체적으로 료해파악하고있는 사람들입니다. 우리 조국이 통일된 후에 돌려보내주겠다고 말합니다. 저는 고혈압을 이겨내면서 능력껏 글을 썼습니다. 그러다가 지난 2월 16일 새벽 심한 뇌출혈로 쓰러졌습니다. 고비는 넘겼으나 일어나지 못하고 왼쪽반신은 전혀 감각이 없습니다. 지금은 일본인가정에서 치료받고 있습니다. 북해도 삿뽀로라고 하는데 인가없는 벽촌입니다. (제 생각에는 더 멀리에 실려온것 같습니다.) 제가 소생하여 글을 끝까지 마무리하게 하려고 재간껏 치료해주고있습니다. 속히 소식 전하려 하였으나 방도가 없었습니다. 외부와의 련계를 가지지 못하게 되여있고 심하게 통제합니다. 이 편지는 그들 모르게 써보내는것입니다. 밥해주는 로인이 제가 식사도 안하고 근심하고있는것을 보고 동정하여줍니다. 고마운 로인입니다. 이 편지가 과연 조국에 가닿겠는지 믿기 어렵습니다. 마지막모험을 해봅니다. 내가 나서 자란 조국산천, 미더운 제자들과 동지들, 나를 애타게 기다리고있을 가족들, 보고싶고 가고싶습니다. 생의 마지막순간까지 사랑하는 조국과 동지적의리에 충실할것입니다. 안녕히 계십시오. 1992년 4월 30일》
편지봉투의 겉면에는 일본우편국의 일부인(6.V.92·12-18 JAPAN HOKKAIDO WAATSU)이 찍혀있다.
그동안 여러 경로를 통하여 아버지의 행방을 찾으려고 애타게 노력해온 가족들은 이제는 70살을 훨씬 넘긴 그의 생사여부에 대해 더욱 걱정하면서 일본측이 제기된 제반 문제점들을 조속히 해명해줄것을 거듭 요구하고있다.
일본이 이와 관련한 조사에 불성실한 태도를 취하는것은 초보적인 인도주의적견지에서 보나 조일관계개선의 견지에서 보나 도저히 용납될수 없다.
우리는 일본에 의해 우리의 유능한 언어학자가 유괴된것으로 보이는 이 사건을 공화국의 주권에 대한 중대침해행위로 준렬히 단죄한다.
우리는 사건의 진상이 철저히 조사,해명되여 상봉을 바라는 가족들의 요망이 하루빨리 실현되도록 일본이 성의있는 노력을 기울일것을 강력히 요구한다.(끝)

北, '언어학자 행불사건' 日에 해명 요구
(평양조선중앙통신=연합뉴스) 한승호 기자 = 북한은 15년 전 러시아에서 '북 언어학자 행불사건'이 발생했다며 이를 조속히 해명하라고 16일 일본에 촉구했다.
중앙통신은 김형직사대 실장이었던 김태영씨가 사할린에서 행불된 뒤 북한에 은밀히 편지를 보내 일본에 있다고 밝혔다고 주장했다.
중앙통신은 "우리(북한) 적십자회는 5월2일 행불된 김태영에 대한 소식 조사를 일본적십자사에 의뢰했으나 7개월이 지난 12월7일 '행처를 찾지 못했다'는 불성실한 대답을 보내왔다"며 "일본이 초보적인 인도주의적 견지에서 보나 조(북).일 관계 개선의 견지에서 보나 도저히 용납될 수 없다"고 주장했다.
통신은 이어 "일본에 의해 우리의 유능한 언어학자가 유괴된 것으로 보이는 이 사건을 공화국의 주권에 대한 중대 침해행위로 단죄한다"며 "사건의 진상이 철저히 해명돼 상봉을 바라는 가족들의 요망이 하루 빨리 실현되도록 일본이 성의있는 노력을 기울일 것"을 요구했다.

Ahead of Korea Talks, Negotiators Tamp Down Expectations

BEIJING, Monday, Dec. 18 (Reuters) — Five countries will seek to persuade North Korea to forsake nuclear weapons in talks opening on Monday, with negotiators wary over how the North Koreans will respond since their first atomic blast test more than two months ago.
The two Koreas, the United States, China, Japan and Russia have gathered periodically in Beijing for six-nation talks since 2003.
The negotiations have so far produced no results beyond a vague joint statement in September 2005 that North Korea would give up nuclear weapons in return for aid and security guarantees.
But in the aftermath of North Korea’s nuclear test on Oct. 9, the chief American negotiator, Assistant Secretary of State Christopher R. Hill, has said it is time for the North Koreans to make good on that promise or face isolation.
“If they want a future with us, if they want to work with us, if they want to be a member of the international community, they’re going to have to get out of this nuclear business,” Mr. Hill told reporters on Sunday.
Many officials say the talks this week are unlikely to draw swift compromise from the North Korean government, which some say has been emboldened by its nuclear test.
South Korea’s chief representative, Chun Yung-woo, said the talks would be “exploratory.” Secretary of State Condoleezza Rice said earlier that the talks were part of a process that could not be judged by one session.
The North’s chief representative, Kim Kye-gwan, showed no softening on the eve of talks, telling Washington to drop financial restrictions if it wanted the 2005 statement carried out.
North Korea boycotted the six-nation talks for more than a year, angered over a financial crackdown by the United States, which accused the North Koreans of counterfeiting and money laundering.
Treasury officials from Washington will meet the North Koreans in Beijing this week to discuss those issues.
As Mr. Hill seeks concessions from North Korea, he has suggested that the United States has found a vigorous ally in China, where historical support for North Korea has dimmed.
”We’re having a very good understanding with the Chinese about what we need to do,” Mr. Hill said.
North Accuses Japan of Kidnapping
SEOUL, South Korea, Monday, Dec. 18 — Japan has been pressing North Korea to answer for the abduction of more than a dozen Japanese citizens two decades ago. Now North Korea is apparently firing back with its own accusations that Japan kidnapped one of its citizens.
North Korea’s state-run Korean Central News Agency said Saturday that the North Korean government had asked Tokyo to look into the 1991 disappearance of Kim Thae-yong, identified as a lecturer at a college on the Russian island of Sakhalin.
The report said Mr. Kim had been “lured and abducted by Japan,” and had been kept for a time near the northern Japanese city of Sapporo.
A spokeswoman for the Japanese Foreign Ministry said that the Red Cross in Japan had received a request from North Korea to look into the reported disappearance but that the ministry had dismissed the accusation. “It is impossible that Japan would abduct the citizens of another country,” she said.

Japan denies Pyongyang's allegation it kidnapped North Korean

BEIJING: Japanese officials on Monday denied Pyongyang's allegation that Japan had kidnapped a North Korean, saying the claim will not affect Tokyo's plan to press the North over its abductions of Japanese citizens.
In an accusation made just before multinational talks on North Korea's nuclear program resumed in Beijing, Pyongyang said Japan is believed to have abducted a North Korean linguist who went missing in 1991.
Japan Foreign Ministry spokesman Noriyuki Shikata denied the allegation.
"An abduction by Japan is absolutely impossible, and we do not acknowledge any such incident," Shikata said.
Pyongyang's allegation turns the tables on the usual pattern of abduction claims.
But Japan's chief nuclear envoy, Kenichiro Sasae, said at Monday's plenary session that there was no change to Japan's position that "there is no normalization of diplomatic ties without resolving the abduction problem," according to a summary of Sasae's statement released by the Foreign Ministry.
"The abduction issue is the most important political agenda of Prime Minister (Shinzo) Abe's government that needs to be resolved as soon as possible," the statement said. "Without progress, the situation for North Korea would become only more severe."
The North has acknowledged abducting 13 Japanese citizens in the 1970s and 1980s to tutor its spies in Japanese language and culture. Pyongyang has allowed five to return home, but said the others are dead. It has refused to respond to demands for more information.
Shikata said the North's latest allegation will not affect Japan's plan to pressure Pyongyang during the six-country nuclear disarmament talks for resolving the abduction issue.
The talks resumed Monday, more than a year after North Korea walked out of negotiations involving Japan, China, Russia, South Korea and the U.S.
Although the talks focus on dismantling the North's nuclear program, Japan also wants to resolve the abduction dispute, Shikata said.
Japan has had difficulty making contact with the North Koreans, though "we always keep our door open for dialogue," Sasae said.
North Korea maintains the abduction issue is finished, and has said Japan should not join the six-nation nuclear talks if it keeps raising it. Because of that, some participants in the talks have indicated concerns the abduction dispute could complicate the main disarmament negotiations.
In its latest report Monday, the North's official Korea Central News Agency accused Japan of "deliberately hyping and internationalizing" the abduction issue and creating "the impression that the abduction issue is the focal point" in the bilateral relations.
Shikata said there is no reason for Japan to hold back on raising the issue, because other participants in the talks have shown understanding for Tokyo's concerns.
On Saturday, the North's Red Cross Society said Kim Thae Yong, a North Korean linguist at a college on Russia's Sakhalin Island, went missing in 1991 and was presumed to have been abducted by Japan, according to the North's official Korean Central News Agency.
