Al-Anbar Province.
Al-Qaim.
Resistance in al-Qaim gives Iraqi puppet army 72 hours to leave town or face death. US troops take control of puppet army camp to prevent desertions.
In a dispatch posted at 1:40pm Makkah time Monday afternoon, Mafkarat al-Islam reported that Iraqi Resistance forces gave the Iraqi puppet army 72 hours to leave the city of al-Qaim, located in western Iraq near the Syrian border, or meet death as supporters of the occupation.
The al-Qaim correspondent for Mafkarat al-Islam reported that notices had been posted on the ar-Rahman Mosque and the old al-Qaim Mosque threatening the puppet army soldiers with death if they fail to leave the city within 72 hours. The notice, signed by the Mujahideen of al-Qaim, said: Failure of the Iraqi Shii sectarian army to leave the city will result in the killing of the Iraqi [puppet] army troops.
The notice threatened that the Resistance would throw all its weight into attacking Irqi puppet army forces, calling them apostates, traitors, and lackeys.
After the appearance of the notices, US occupation forces sealed off all the citys entrances and exits, preventing anyone entering or leaving al-Qaim. The Americans also put the Iraqi puppet forces under their command and control, afraid lest they run off after hearing of the Resistance notice.
The correspondent reported observing US armored vehicles stationed around the Iraqi puppet army camp in the western part of al-Qaim, after American troops replaced Iraqi puppet troops as the guards at the camp gates.
Many local residents believe that the Resistance plan is to deprive the Americans of the insulation provided by their Iraqi puppet troops who number about 1,000 men, deployed in al-Qaim and the surrounding area. The measure is intended to facilitate Resistance attacks on the Americans in the streets of the city and inside their bases.
Other people in al-Qaim are of the opinion that the Resistance notice is in response to the increased role being played by the Iraqi puppet troops in carrying out attacks on the local people on behalf of the Americans. The puppet troops, the vast majority of whom are Shii, many recruited from the Badr Brigade sectarian militias, vent extreme sectarian hostility against the local, mostly Sunni residents, abusing them and robbing their homes during the repeated and frequent house-to-house searches,
Al-Fallujah.

Immediately after the attack, the American troops unleashed intensive gunfire at the houses around the area. They then shut down traffic on the street for nearly an hour while they cleared the body away.

The Resistance fighters withdrew from the scene after carrying out their strike.

In a dispatch posted at 2pm Makkah time Monday afternoon, Mafkarat al-Islam reported that Iraqi Resistance forces ambushed Iraqi puppet police as their car as it came out of the al-Anbar Province government building in ar-Ramadi, about 110km west of Baghdad.
The correspondent for Mafkarat al-Islam reported eyewitnesses in ar-Ramadi as saying that Resistance fighters armed with machine guns opened fire on a civilian car in which three puppet policemen in civilian clothing were riding, having just emerged from the gate of the al-Anbar Provincial government building where they worked. The government building is concurrently used by US forces as one of their headquarters in ar-Ramadi.
Witnesses confirmed that one of the three puppet policemen was killed instantly, while the other two were wounded and ran back into the protection of the provincial government building, which is full of American troops.
The Resistance fighters were unable to pursue the two wounded puppet police officers into the American-run building, but they did pull the corpse of the dead policeman out of the car and set fire to the bullet-ridden vehicle as a way of finishing off their attack.

Baghdad.
The only language between us and the occupation is the language of guns. Resistance groups deny claims by US-installed puppet Iraqi President Talibani about negotiations with the Resistance.
In a dispatch posted at 10:40am Makkah time Monday morning, Mafkarat al-Islam reported that four Iraqi Resistance groups denied the claims made by US-installed puppet Iraqi President and Kurdish separatist Jalal Talibani on Sunday that his regime had been negotiating with seven Iraqi Resistance leaders and that they were ready to lay down arms and join the American-run political process in occupied Iraq. Talibani declined to name the Resistance groups with which he had supposedly been in contact, however.
Shaykh Abu Nawfal al-Jabburi, a commander in the Islamic Army in Iraq, denied Talibanis claims about negotiations. In an exclusive interview with Mafkarat al-Islam, al-Jabburi said, I dont know where he is getting this talk. By God, we have not and we will not negotiate with anyone whose hands are drenched in the blood of Sunnis. We dont negotiate about our honor and our religion and we are not attracted by political appointments. The Islamic army will continue the jihad against the occupation and its supporters until Iraq regains its freedom and sovereignty.
Shaykh Sadi al-Muhammadi, a commander of the 1920 Revolution Brigades, gave an exclusive statement to a correspondent for Mafkarat al-Islam in western Iraq in which he said of Talibanis claim: This is nothing but a lie and invention. There are no negotiations. I want the Sunnis of Iraq and the rest of the Islamic world to know that we are continuing our jihad. By God, we would rather hand over our children to the enemy than hand over our weapons to people waiting to ambush us. The only language between us and the occupation will be the language of guns.
Shaykh Abu Hanifah al-Iraqi, a commander of the Army of the Mujahideen in Iraq, told a Mafkarat al-Islam correspondent: Now that victory has come near, and the truth of the Resistance has been confirmed, were not going to negotiate with anybody. And anyway, with whom would we negotiate? Negotiate with the Americans, or with the Kurdish students of the Mossad, or the sons of Persia among the Shiah? Well never sit at the same table with them. We challenge Talibani to declare who these Resistance organizations or leaders are that he supposedly negotiated with, and what kind of talks he had.
The Army of the Ansar as-Sunnah told the Mafkarat al-Islam correspondent that Talibanis claims were a sign of impotence and denied them categorically. On Monday morning, Shaykh Abu al-Barra told Mafkarat al-Islam: Now that the occupation and its tails have despaired of breaking the back of the Mujahideen, they have taken up making statements to try to break the ranks of the Iraqi Resistance and turn them against one another. They think that by their useless measures their check points and sealing off of cities where Sunnis live that they can cut the communications between the different Resistance groups, allowing them to spread lies about the Resistance groups and sow dissention among them. They dont know that we dont take one step without mutual consultation among the groups and getting everyones advice. Talibanis remarks are a clear indication of his sides collapse, despair, and fear.
US Democratic Senator issues plan for ethnic-sectarian partition of Iraq and permanent US occupation as a bi-partisan solution that the entire US imperial establishment should support.
Using sectarian civil war as an excuse, American Democratic Senator Joseph Biden co-authored an op-ed article in The New York Times on Monday with Leslie Gelb calling for the partition of Iraq into three states along ethnic lines.
Leslie Gelb, the President Emeritus of the American Council on Foreign Relations, authored a similar New York Times article entitled the Three-State Solution that appeared in the paper on 25 November 2003. The current contribution, however, gave an aura of bi-partisan (Democratic and Republican) support for a strategy aimed at partitioning Iraq.
The Biden-Gelb article, entitled Unity through autonomy in Iraq, noted fearfully that, the frustration of Americans is mounting so fast that Congress might end up mandating a rapid pullout. In order to prevent the withdrawal of US occupation forces, the two influential American politicians presented the partition of Iraq as the alternative path out of this terrible trap of bringing the American troops home.
The three-state solution according to Biden and Gelb should involve five aspects. The first would be the partition of Iraq, setting up three loosely federated states - Sunni, Shii, and Kurdish each with its own laws and armies. The central government would be responsible only for limited common concerns, such as cutting deals with foreign oil companies. Anticipating the objection that this arrangement would lead to ethnic bloodshed and total breakup of Iraq, Biden and Gelb respond only by saying, thats exactly what is going on already, in ever-bigger waves, indicating that their plan is simply is based upon and serves to encourage the course of fratricide that has been a plank of the US platform in Iraq since before its invasion.
Biden and Gelb note, in fact, that their proposal to set up a loose federation in Iraq has already been embodied in the Iraqi constitution foisted on the Iraqis several months ago by the US occupation.
Just as their article proposes that the country be turned into a federation along the lines that the US has already been following in Iraq, the Biden-Gelb proposal reveals one of the strategies followed since the beginning of the occupation that aimed at splitting the country and driving the ethnic and religious groups into a civil war. The Biden-Gelb article proposes that Iraqs Sunnis be given an offer they cant refuse: autonomous self-rule according to the US plan or abuse and oppression by a Shii sectarian central regime in Baghdad backed by US power.
Since the formation of the first American puppet government in Iraq under proconsul L. Paul Bremer in 2003, all positions in the puppet regime were apportioned according to religious and ethnic affiliation.
The third component of the Biden-Gelb proposal is that US aid to the split and truncated Iraqi statelets be made conditional upon their upholding rights of women and minorities rights that the independent Iraqi state and its constitution protected before the US began its campaign to destroy and occupy the country.
The fourth feature of the Biden-Gelb partition plan is a call on the US president to withdraw most US forces from Iraq by 2008, while leaving what they call a while providing for a small but effective residual force to combat terrorists and keep the neighbors honest.
This provision demonstrates that Biden and Gelb recognize that the so-called Iraqi federal state that they advocate would amount to total demolition of a single Iraqi state, replacing it with mini-realms so weak that they area incapable even of defending their territory against dishonest neighbor countries or combating the so-called terrorists. The American military, therefore, will therefore be obligated to keep a force that is small but effective in Iraq into the indefinite future in order to defend the truncated regions borders a basic responsibility of all independent states but one that the impotent Biden-Gelb federal Iraqi state would be incapable of accomplishing.
Finally, Biden and Gelb provide for the convening of a regional conference to pledge respect for Iraqs borders and its federal system. It might be presumed that this regional conference would include the Zionist colonial entity Israel, the recognition of which Iraqis have unwaveringly refused to do under a series of various regimes since 1948.
The plan laid out by Biden and Gelb in actuality offers very little new, other than an explicit statement of the general orientation of US policy in Iraq. What the Biden-Gelb plan does do, however, is lay down a bi-partisan strategy, or as its authors put it, a plausible way for Democrats and Republicans alike to protect our [i.e., American] basic security interests and honor our countrys sacrifices. Or in other words, it is a proposed strategy upon which the entire American political establishment might unite to permanently divide and occupy Iraq, by partitioning that country and plunging its different ethnic and religious communities into bloody civil war, under the watchful eye of a small but effective American army of occupation that is to remain there forever.
