MIT(マサチューセッツ工科大学)大学院でプラズマ物理学の博士号を取得し、現在MITで働いている友人のハリケーン”カトリーナ”に対する意見ですが、結論から言うと、今回のものは「自然災害」ということになるようです。
彼の意見は、
「アメリカとロシアが、気候をコントロールする研究を、広範囲かつ詳細にわたって行い、いくつかの点においては、成功していることは信じるが、現在の時点では、まだ気候現象を人工的に発生させるところまではいっていない。
自分の知っている限りでは、これらの研究のほとんどが理論的または制限つき条件の下での成功だ。理論的な成功から実験室での成功、そして現実世界での成功へといくためには、相当飛躍的な進歩がなければいけない。どこかの政府がハリケーンを発生させたり、威力を強大化させるといったことは、自分としては考えにくいことだ」
ということです。
私の長年の親しい友人ですし、このメールの後半でも政府の対応を責めたり、貧困層への対応に対して怒っていることからも伺えるように、非常にラディカルな人ですから、何か知っていて嘘を書いたということはないと思います。

I read through most of the articles you referred me to.
My personal opinion about katrina is that it was a tragic natural disaster. Although I believe that the world superpowers, namely the United States and Russia, have done extensive research on weather control with some success, I seriously doubt that anybody has the real capability to produce a global weather phenomenon at the present time.
As far as I know, most of the studies have been either theoretical or done under a very controlled environment. Quantum leaps must be taken to go from a
theoretical success to a laboratory success to a real-world success. I think it would be far-fetched to allegate that some government had anything to do with the creation/intensification of Katrina.
On the other hand, there is some merit to the allegation that the Bush administration neglected to take pre-cautionary (and post-cautionary)
action against the hurricane. either the administration didn't take the
warnings from some experts seriously or it just didn't care enough to do
anything about it.
In either case, the administration screwed up big time. The least it could've done is to mobilize the necessary people and supply to the devastated areas in an orderly fashion to minimize the pain and suffering of the victims. Maybe it tried, but with most of the national guard troops in iraq, there simply wasn't enough personnel to fulfill the duties that needed to be done.
I don't believe that the administration intentionally neglected the people, but its fanatical obsession with iraq hindered its ability to deal with the domestic crisis.
It is also worth mentioning that the majority of people who got killed were those (mostly black) who didn't have the means to escape the fate of the hurricane. They were mostly poor people who just didn't have anywhere else to go. To be blatant, this is a case where poor people died and the rich survived. It is sadly another example of inequity in this country.
