のハアレツ記事。リクードはガザ撤退に反対だが、他の極右はシャロン好みのビエルスキーを後押しし、直前までのリクード穏健派への根回しもありビエルスキーがWZOのトップに選ばれた。ビエルスキーは極右党を代表しJAの議長の候補となっているが、労働党もビエルスキーを支持した。ビエルスキーはJA臨時議長に29日に指名された。

Far-right faction elevates Bielski to spot on WZO Executive

Former Ra'anana mayor Ze'ev Bielski was elected to a position on the World Zionist Organization Executive Wednesday after last-minute political maneuvering found the Likud moderate - and Prime Minister Ariel Sharon's preferred candidate for the chairmanship of the Jewish Agency - win backing from an extreme-rightist faction.

After the Reform movement refused to make room for Bielski on its list, he decided to run as the representatitve of the far-right Herut movement, led by former MK Michael Kleiner. Bielski's election to the body by the General Zionist Council is a prerequisite for submitting his candidacy for Jewish Agency chairman.

Despite the fact that Herut failed to win enough votes to gain a seat in the Knesset during the last general election, the faction does count three representatives on the General Zionist Council. One of those members agreed to cede his position in favor of Bielski.

Even though Bielski's appointment was the result of political machinations, the fact that he is standing as a candidate for the position of JA chairman representing a far-right party is causing discomfort among the Labor Zionist movement.

Nonetheless, Labor will in all likelihood support Bielski during elections for Agency chairman, the date of which has yet to be determined. Labor's support all but ensures a Bielski victory.

Bielski is thought to enjoy backing from the Reform movement, the Conservative movement, Meretz, and Jewish communities outside of Israel.

Former minister Nathan Sharansky is the World Likud candidate for the Jewish Agency chairman despite Sharon's declared opposition to his nomination, the Jerusalem District Court ruled on Wednesday when deliberating on an appeal made by Likud faction members.

The court rejected the petitioners' request to issue an injunction against Sharon, who also acts as Likud party Chairman, instructing him to stop promoting Bielski's candidacy. "It is inappropriate for a judicial intervention of court in politics to reach the point of personal injunctions," the judge wrote in his ruling.

The ruling may delay Wednesday's planned elections for the Jewish Agency chairman.

If Bielski wins the vote and is appointed chairman of the World Zionist Organization - a post held concurrently with the chairmanship of the Jewish Agency - it will be seen as a victory for Sharon over opponents within his party to the Gaza withdrawal plan. Members of World Likud, which has a strong anti-disengagement component, were furious that Sharon did not go through the faction when he nominated Bielski.

The court did note, however, that it was "needless to say that members of World Likud and the Likud party may act according to their party code," hinting that the ruling did not prevent them from the petitioners from turning to their party's internal court if they believed a member acted against party regulations.

In the meanwhile, the Jewish Agency executive board will on Wednesday elect Sharansky as a member of the Zionist General Council, to replace its former chairman, Sallai Meridor.

Election for Jewish Agency chairman likely to be delayed until Tuesday

The election for chairman of the Jewish Agency is likely to be delayed until next Tuesday, allowing the supporters of former minister Natan Sharansky and Ra'anana Mayor Zeev Bielski extra time to lobby on behalf of their candidates.

Though Bielski, the preferred candidate of Prime Minister Ariel Sharon, is still considered the front-runner, Sharansky's supporters are hoping that the extra few days will allow them to persuade more of the 117 members of the Zionist General Council eligible to vote in the elections to back the former Diaspora Affairs Minister.

Several technical obstacles were overcome Wednesday, almost completely freeing the two candidates up from the organization's lumbering bureaucracy to be able to compete in the elections, which are likely to be held on Tuesday but could be as early as Friday.

First Jerusalem District Court Judge Moshe Drori rejected a request by petitioner World Likud to issue an injunction blocking the prime minister from supporting the candidacy of Bielski, who is also a Likud member. It was ruled, however, that Sharansky was the sole, legally elected candidate of the Likud party, a decision that would have had much more impact on Bielski's candidacy had he not been nominated by the Reform movement's faction on Monday.

Later in Wednesday morning, both Sharansky and Bielski were voted onto the WZO's Executive, a necessary step before either could be elected chairman of the WZO, the post held concurrently with the chairmanship of the Jewish Agency. Sharansky took the Likud seat of outgoing agency chairman Sallai Meridor, while Bielski - whose supporters had been desperately seeking someone to offer up their seat for some days - will replace World Herut's Motti Ohana, who happens to be an old acquaintance of Bielski from their days together in the Center Party.

Taking the place of a member of the Herut party - which now has no members of Knesset (the breakdown of seats on the WZO executive is based on the previous Knesset) - has to a degree weakened Bielski's position. Although the Ra'anana Mayor, a political moderate, will no doubt argue that his new affiliation has no political meaning, neither Labor's nor Meretz's representatives relish voting for a representative of an extreme right party. Wednesday night, both Arieh Azoulay of Labor and Haim Hayet of Meretz insisted that their parties had yet to make a final decision, although the faction that incorporates both parties is thought to ultimately favor Bielski.

The single major hurdle to be crossed now before the candidates can compete next week faces Sharansky, who has yet to receive the approval of the Jewish Agency's all-important Advice and Consent committee, a necessary requirement before being appointed chairman of the agency. While Bielski was unanimously and speedily endorsed after being nominated by the prime minister, the nine-person committee has stayed pointedly silent with regards to Sharansky, despite a letter he wrote to them Monday calling on them to quash "unfounded rumors" that they would not support him. The committee members, considered to be strongly in favor of Bielski, are keen to avoid either approving or vetoing Sharansky and hoped that Bielski would be elected without their further intervention. However, chairman of the Zionist General Council, Yisrael b'Aliyah's Yitzhak Chen, is insisting that the committee rule on the former minister before elections are held - in line with the WZO's constitution.

How the committee - made up of the agency's key financial backers - will react to this demand is the key question of coming days. Jewish Agency chairwoman and Advise and Consent committee member Carole Solomon told Haaretz she was unwilling to comment on the matter Wednesday night.

Bielski named acting chair of Jewish Agency

The Jewish Agency's Board of Trustees unanimously elected Zeev Bielski yesterday as acting chairman of the agency.

Bielski, formerly mayor of Ra'anana, will replace Sallai Meridor, who quit a year before his term ended.

Prime Minister Ariel Sharon, speaking at the JA's assembly in Jerusalem, congratulated Bielski, and thanked Meridor for his "significant contribution" to the Jewish people during his six years as chairman. And in what could be construed as a hint regarding Meridor's professional future, Sharon said he is certain that "many great deeds in the service of the Jewish people and the State of Israel still await you."

Since quitting, Meridor and his associates have vigorously denied stubborn rumors that he will soon be named ambassador to either the United States or the United Nations.

The World Likud movement, which had tried to run Natan Sharansky against Bielski, Sharon's candidate, issued a statement yesterday congratulating Bielski on his appointment.

"Despite the fact that Sharon once again succeeded in achieving his goal through guile," the statement said - a reference to the last-minute veto of Sharansky's candidacy by the JA's Advise and Consent Committee, which allowed Bielski to run unopposed - "we hope to cooperate with the elected agency chairman and to work with him for the good of the Jewish people."
