Hostility toward Jews in Russia `deepening,' report says

In the summary to one of the sections on Russia and the former Soviet Union, the report's authors say that "it seems safe to state that hostility toward the Jews in broad circles of the surrounding society is spreading and deepening." Over the past year, there was a marked rise in the number of anti-Semitic incidents in Russia: a greater number of cemetery desecrations, assaults on passersby presumed to be Jewish and attacks on Jewish Internet sites.
At the beginning of 2005, a petition to outlaw Judaism and Jewish organizations in Russia was submitted to the Russian attorney general. The petition was signed by hundreds of people, including 20 members of parliament. Last month, a Russian prosecutor decided the petitioners were right, and began investigating the heads of a Jewish organization that distributed a Russian translation of the Kitzur Shulhan Aruch (a 19th-century abridgment of the collection of Jewish religious rules from the 16th century). The harsh responses from Israel and other countries led the Russian attorney general to announce he was closing the case.
The report's authors state that the increased hatred of Jews in Russia stems from several social processes, first and foremost among them being the growing nationalist and anti-American sentiment in Russian society. Jews are increasingly perceived as proteges of the United States and as partners in the looting of national treasures.

According to the report's authors, the authorities in Russia and its neighbors refrain from taking action to stamp out anti-Semitism because of the popularity of anti-Semitic views. That attitude is characteristic of large parts of the bureaucracy and security services in Russia and finds greater expression at the local government level, which is unconcerned about Russia's international image.
