米政府は18日、カナダでの牛海綿状脳症(BSE)発生で03年5月から禁止していたカナダ産の生きた牛の輸入を、生後30カ月未満のものに限って解禁し、第1陣が輸入された。
米農務省は3月から輸入を解禁する方針だったが、連邦地裁が差し止めを決定して再開が遅れていた。14日に再開を認める高裁判決が出たのを受け、農務省が手続きに入っていた。

Canadian cattle have started moving across the border into the United States for the first time since the mad-cow scare brought trade to a halt more than two years ago, Canadian and U.S officials confirmed Monday.
The first shipment took place Monday morning and crossed into New York from Ontario.
"Our borders are now open as long as the folks importing meet all the safeguarding requirements," U.S. Department of Agriculture spokeswoman Amy Spillman told globeandmail.com.
She couldn't say exactly how many cattle have already gone across the border.
Ken Schaus of the Schaus Land and Cattle Company in Elmwood, Ont., told radio station CKNX in Wingham, Ont., that a load of 35 cattle crossed the border at Lewiston, New York, around noon Monday, Canadian Press reported. The cattle are destined for a slaughter facility in Pennsylvania.
The move comes just days after a U.S. panel of judges overturned an injunction aimed at preventing the border from reopening to Canadian beef.
The ban has been in place since the discovery of a case of mad-cow disease in this country on May 20, 2003. Following last week's court ruling, the USDA said it would act immediately to reopen the border to younger cattle.
Agriculture Minister Andy Mitchell said Monday's border reopening was the "culmination of a tremendous amount of work" on the part of Canadian producers as well as the provincial and federal government in this country and the USDA.
"I thank them for their strong collaboration and tenacity in resuming trade in live animals and a broader range of meat products with our largest trading partner," he said.
The border is now open to cattle and bison less than 30 months of age and goats and sheep less than 12 months for immediate slaughter and feeding, as well as a broader range of meat products.
The U.S. rule also removes all bovine spongiform encephalopathy-related import restrictions for elk, deer, llamas and alpacas, Agriculture Canada said in a statement.
The closed border has devastated the Canadian beef industry, costing producers an estimated $7-billion.
A second legal dispute is scheduled to go to court in Montana late this month in which a U.S. ranchers group will ask a judge to reimpose the ban. That group argues that opening the border presents unnecessary risk to the U.S. industry. Critics have accused that group of being more interested in keeping beef prices high.
Mr. Mitchell cautioned Monday that a ruling against keeping the border open in that hearing could again stall trade between the two countries.
"We must continue our efforts to emphasize that the strength of Canada's regulatory regime to protect human and animal health must prevail and the resumption of science-based trade should continue," he said.
The Montana court hearing is scheduled for July 27.
"The Government of Canada, provincial and territorial governments and industry are preparing for any eventuality of the court ruling," Mr. Mitchell said.
Canada has had three cases of mad-cow disease, while the United States has had two, one in a Washington State cow that was born in Alberta and another in a Texas-born cow.
Both countries now bar animal tissues from use in cattle feed, thought to be the main way that BSE is spread.
Francine Lord, a veterinarian with the Canadian Food Inspection Agency, said that government agency worked throughout the weekend alongside U.S. officials to open the border as soon as possible.
"We know that today's [shipment] is going to be a very small number because it's the first day after so long," Ms. Lord, who is also the CFIA's national manager of imports and exports, said.
"But it's going to increase more and more as the week goes by."
