US marine beheading claim denied

Fresh hope emerged for a US marine held hostage in Iraq after earlier reports that he had been beheaded, while the interim government prepared to unveil an amnesty for rebels who have played passive roles in the insurgency.

Violent attacks continued, with three people killed and one wounded in a foiled suicide car-bombing against an Iraqi national guard station in the restive town of Baquba.

Iraqi police said 11 Iraqis were injured by Polish soldiers who fired "indiscriminately" after a bomb attack on one of their patrols, although the Poles denied any knowledge of the incident.

The al-Qaeda linked Ansar al-Sunna group also denied issuing a statement late yesterday announcing it had carried out its threat to decapitate Lebanese-born marine Corporal Wassef Ali Hassoun.

But the fate of the hostage, who has been missing since June 21, remained a mystery as the group also failed to confirm he was still alive.

Despite the mixed signals, the US military said it was "delighted" by the latest development.

"We were suspicious about the initial announcement (of the beheading). We were not convinced about the credibility of the information," a senior US military official told AFP on condition of anonymity.

"We are absolutely delighted to hear that the group decided not to kill him and we strongly advise the group to return him safely and securely."

Hassoun's death was announced late yesterday in a statement posted on Islamist websites. It would have been the third such beheading in two months in Iraq, plagued by hostage-taking since April when US forces launched an assault on the city of Fallujah, west of Baghdad.

Meanwhile, top government spokesman Gurgis Sada said the cabinet had approved an amnesty for some Iraqis who had played only minor roles in the insurgency.

The measure would be announced tomorrow, he said.

"The government has concluded that many Iraqis simply joined the so-called resistance (against the US-led coalition) because they had no means of living, had lost their job or were unemployed members of Iraq's old army," he said.

"As a result, the cabinet has decided to give these people a new chance."

The amnesty is aimed at curbing the daily round of violence which continued today, almost a week after Iraq regained sovereignty from the US-led coalition.

National Guards said they shot dead a potential attacker as he tried to ram a guard post with an old Renault car in the centre of Baquba, 60km north-east of Baghdad.

Three would-be recruits for the force waiting at the post were killed and one was wounded in the crossfire, witnesses and medical sources said.

South of the capital, police in the holy city of Karbala said 11 Iraqis were injured by Polish soldiers who opened fire after a bomb attack on one of their patrols.

"The soldiers panicked and fired indiscriminately," a police spokesman said, explaining the high number of casualties by the presence of numerous Iraqis in the industrial zone where the bomb went off.

A spokesman for the Polish troops who patrol the area as part of the multinational forces in Iraq said he had no knowledge of the incident.

Also near Karbala, 110km south of Baghdad, a domestic oil pipeline was sabotaged and several suspects were arrested, police said.

The targeted oil duct served Iraq's domestic market so the attack had no impact on the country's all-important oil exports.

As the attacks continued, the 127,000 US troops based in Iraq did their best to mark July 4 with traditional Independence Day celebrations.

Members of the 1st Infantry Division based in Saddam Hussein's hometown of Tikrit, 180km north of Baghdad, planned a barbecue and fireworks on their military base located in a palace complex built by the former dictator.

About 250 people took part in a fun-run at Camp Victory in Baghdad, while the 1st Armoured Divison held a low-key ceremony nearby to mark the end of their mission in Iraq.

Lieutenant General Ricardo Sanchez, the former top US military commander in Iraq, also said he was leaving the country today after being replaced by General George Casey.

Separately, the United States and Britain opened consulates in the same building, attached to the firm which controls northern Iraq's oil industry, in the oil-rich city of Kirkuk.
