The seven-minute tape, which was broadcast on Arab television stations yesterday, offered a truce to "any country which does not carry out an onslaught against Muslims or interfere in their affairs. "The door to a truce is open for three months," but that could be extended, the tape added. "The truce will begin when the last soldier leaves our countries," the speaker said without elaborating. The offer was not made to the United States, however. A CIA official said the tape was probably recorded in recent weeks because of its reference to Israel’s killing last month of Sheikh Ahmed Yassin, the Hamas founder. A reference to "recent events and opinion polls" also suggested that the tape had been made since the Spanish elections last month. The al-Qaeda offer was universally rejected by governments across the continent, both by those who sent troops to Iraq or Afghanistan and those that did not. David Blunkett, the Home Secretary, said: "The idea of an armistice with a group that defines itself by violence is an absurdity. "Neither we nor our European partners are going to be intimidated into withdrawing from action against terrorism or to break the transatlantic alliance that has been the cornerstone of our freedom and defence policy for decades." In Italy, a nation shocked by the killing on Wednesday of an Italian hostage in Iraq, Franco Frattini, the foreign minister, said it was "unthinkable that we may open a negotiation with bin Laden, everybody understands this". And Jacques Chirac, the French president and one of the firmest opponents of the war in Iraq, was blunt: "No dealings are possible with terrorists." The tape, broadcast on the pan-Arab television stations al-Jazeera and al- Arabiya, is the first purportedly from the al-Qaeda leader since January. "I am offering a truce to European countries," the message said. "Its core is our commitment to cease operations against any country which does not carry out an onslaught against Muslims or interfere in their affairs." Charles Heyman, an analyst at Jane’s Defence Weekly, said the tape was a "not very subtle attempt to break whatever coalition there is and to destabilise the situation in Iraq". The speaker on the tape appealed to European public opinion, saying the offer was "a reconciliation initiative in response to the recent positive developments that have appeared" - an apparent reference to the defeat of Spain’s pro-war government after last month’s bomb attacks in Madrid, which killed more than 190 people. But Spain’s incoming Socialist government, which has promised to pull all 1,300 Spanish troops out of Iraq, also denounced the message. "What we want is peace, democracy and freedom. We don’t have to listen to or answer" the man speaking in the tape, said the incoming foreign minister, Miguel Angel Moratinos. The tape moderated bin Laden’s usual rhetoric, avoiding references to Europeans as "the Crusader-Jewish alliance" and referring instead to "our neighbours north of the Mediterranean". He described the 11 September, 2001, attacks and the 11 March Madrid rail bombings as revenge strikes, but did not directly claim al-Qaeda was responsible for them.
