参加国は新たな治安組織の創出を拒否する

マドリッドのテロを受けて、ブリュッセルでEU各国の内務・法務担当大臣の会議が開かれた。情報のまとめ役である「ミスター・テロリズム」職と欧州版「CIA」を創設するというデリケートなテーマが検討されたがこれは拒否された。
議長を務めたアイルランドの内相Michael McDowellはこの二つの案に対する警戒感を示し「我々は機能的なものを必要とし機密情報の交換について話し合っているのだが、お互いの信頼を増進させなければならない。」と表明した。
EU安全保障対策上級代表のハビエル・ソラナは、全員の合意を得るために次の木曜日までに修正案を作り出さねばならない。この二つの機構を作ることは現在のソラナが動かせる官僚だけでは難しい。来週の月曜日にブリュッセルで開かれる外相会議と、続く25ヶ国首脳会議で両案がより具体的な形にされるだろう。
3.11以前に、ソラナと欧州議会、オーストリア、ベルギーはこの欧州中央情報局の創出を提案していた。ドイツのオットー・シリーは新しい部局を作ることには反対していた。しかし昨日はスペイン政府の2.11後の対応を批判した後、情報交換の仕組みの必要性を強く主張した。
他のメンバーはアセベスへの批判派しなかったが、この新しい仕組みに対してはあいまいな形ではあったが賛同した。昨日の総括案は「欧州議会は、参加国に、協力のメカニズムを発展させ警察・安全保障・情報機構の間の効率的で機能的な協力関係を促進することを、呼びかける。」であった。
この機密情報のまとめの仕事は、ソラナが率いる官僚集団によって作られるある「情報局」の作業になるはずだ。アセベスは「情報をはるかにすばやく交換できなければならない」という。「それは情報を共有するために必要なことだ」
大臣たちは同時に「ミスター・テロ」についてもあまりはっきりとはさせなかった。総括案ではこの職を「(ソラナが担当する)欧州会議書記局の中で働き、テロとの戦いに協力し、欧州会議のための定期的な情報とその決定の実施を追跡することによりEUのすべての機構を監督する」というにとどまった。
ある外交筋が本紙に語ったところによると、実際、法務・内務担当相たちはこの二つの仕組みの創設は望んでいなかった。障害は大きくおそらくこの二つの提案は、各国が情報を寄せた場合にのみ機能するソラナの元での仕事に落ち着くだろう。

Reunited yesterday in Brussels, ministers of Justice and Interior of the European Union approached this delicate subject. For them, there are two controversial proposals on the table: to create the figure of a Míster Terrorism that coordinates the information and a instittución that interchanges the data of the intelligence services, a germ of European CIA to which not even they dare to baptize with property.
Irish minister of Interior Michael McDowell, who presided over the meeting of yesterday in Brussels, demonstrated the mistrusts that both measures generate. "We needed something that works and we know that we are speaking to interchange secret information, but is necessary to improve the mutual confidence", said. "it is needed generosity and confidence".
The person in charge of the European Policy of Common Security, Javier Solana, is the one in charge to elaborate individual proposals before next June so that they can be accepted by all. The others did not reproach yesterday to Acebes their performance. Nevertheless, also they seem to support that new instrument, shaped, however, with calculated ambiguity. "the European Council", says the final document approved yesterday, "he calls to the States Members to that they improve his mechanisms of cooperation and that promote an effective and systematic collaboration between police, security and intelligence services".
That work of coordination of secret datas would be in charge of a "table of intelligence" formed by civil employees who would always be under the responsibility of Solana. "It must have a much more agile exchange of information", said the Spanish Acebes Angel. "It is essential to share the data of the intelligence services".
The ministers did not clarify too much the profile of Mister either Terrorism or that super European coordinator. In the final document they yesterday limit themselves to explain that that figure "will work in the Secretariat of the Council (the one who directs to Javier Solana), it will coordinate the work of the Council in the fight against the terrorism and will maintain a supervision of all the instruments to disposition of the Union with regular information for the Council and an effective pursuit of his decisions".
A diplomatic source insinuated yesterday to this newspaper that, in fact, ministers of Justice and Interior do not wish the creation of any of the two figures. The obstacles are too many and perhaps both proposals end up coming together in an only work party under the orders of Solana who will only be operative if the countries contribute information to him.
