LONDON (Reuters) - Britain's top al Qaeda suspect, held in prison for over a year under emergency powers, told security services in the 1990s he could help keep terrorism off the streets of London, according to Channel 4 News.
Radical Muslim cleric Abu Qatada, named by Britain as spiritual inspiration for the lead hijacker in attacks on the United States in 2001, lost an appeal to be freed in January.
Channel 4 said it had gained access to the previously unreleased judge's ruling, which revealed Qatada had had several meetings with security services in the 1990s.
Police and the Home Office declined to comment on Channel 4's report.
Mr Justice Collins' judgement, posted on Channel 4's Web site, cited an intelligence officer as saying in June 1996: "He (Qatada) claimed to wield powerful, spiritual influence over the Algerian community in London and was confident that he could use this influence to prevent any terrorist repercussions."
An intelligence officer was cited as saying in February 1997: "I fully expected him to use that influence, wherever he could, to control the hotheads and ensure terrorism remained off the streets of London."
"(Qatada) revealed little love for the methodology and policies pursued by Osama Bin Laden."
Channel 4 said the judgement noted that he changed his mind after September 11.
London has been braced for an attack since 2001 and on higher alert since train bombings in Madrid this month. Thirteen suspects are being held in Spain in connection with the bombings as European authorities probe possible links with al Qaeda.
Media reported police were investigating whether chief suspect Moroccan Jamal Zougam visited Britain, seeking funding and logistical help and had contacts with Qatada.
Asked whether any of the Spanish suspects were connected to Islamic militants based in Britain, Metropolitan Police Commissioner John Stevens told the Independent newspaper: "There is a definite link in what happened." Police confirmed his comments but declined to give further details.
