米朝で「のどかれるほどダンスを」２国協議望む金総書記 【アサヒ・コム】

「のどがかれるほど（ブッシュ米大統領と）ダンスしたいと思っている」。北朝鮮の金正日（キム・ジョンイル）総書記がこんな言葉で米国との交渉を強く望んでいることを、小泉首相が８日の日米首脳会談でブッシュ大統領に伝えていたことがわかった。また９日の日ロ首脳会談では、首相が「平和条約の問題は２人の任期中に解決しよう」とプーチン大統領に提案していたことも明らかになった。
首相同行筋が明らかにした。首相はブッシュ大統領との会談で、５月２２日の日朝首脳会談について説明し、「金総書記は『のどがかれるほどダンスしたいと思っている』と言っていた」との表現で、総書記が米朝交渉を渇望していることを伝えた。これに対し、大統領は「バイ（２国間協議）はやらない。６者だ」と拒否。首相はそれでも「６者協議の際に２国間で会うことだってできる」と重ねて促したという。
北朝鮮はかねて「核問題は朝米間の問題」と主張し、対米交渉を求めているが、米国は応じていない。ただ、日中韓ロを含めた６者協議の際には米朝両国だけでの対話ももたれており、首相としてはこれを拡充する形での本格協議を促したと見られる。
一方、首相はプーチン大統領には「平和条約の問題は２人の任期中に解決しよう」と持ちかけた。大統領は「この問題の討議を避けるつもりはない」とやんわりかわしたが、首相は「ロシアはドイツとけんか（戦争）しても、その後うまくやっている。日本ともそうしよう」と訴えたという。
プーチン大統領の任期は０８年まで。小泉首相の自民党総裁としての任期は０６年９月末まで。首相は日朝関係でも任期中の国交正常化に意欲を示しており、「日朝国交正常化」と「北方領土返還」という二つの戦後処理に取り組む強い決意を示したと言える。

小泉のほうから「米朝協議」を持ちかける理由が謎だ。これでは金正日のお使い小僧だろう。
小泉は自分の下半身を握っているのが北朝鮮だとでも思っているのだろうか。
AFPはこの時の表現を「秘密めかして」言ったと報じている。また、ここにある話は「朝日が言うには、首相の側近から」のものとしている。

Bush rejected Kim Jong-Il's offer to "dance": Japanese media

US President George W. Bush has rejected a passionate offer from North Korea's supreme leader Kim Jong-Il for direct talks between their countries, press reports in Japan said.
The offer was conveyed to Bush by Japanese Prime Minister Junichiro Koizumi, who met Kim on May 22, during their talks Tuesday on the sidelines of the Group of Eight (G8) summit in the US state of Georgia, the reports said.
"He (Kim) wanted to dance (with Bush) so much as to get thirsty," Koizumi told the US president in a somewhat cryptic expression, the influential daily Asahi Shimbun reported, quoting a source close to the premier.
Bush replied that Washington would not negotiate with Pyongyang bilaterally but it would seek to solve a 20-month standoff over North Korea's nuclear arms development in an existing six-nation forum in Beijing, the report said.
Another major daily, the Mainichi Shimbun, also reported that Koizumi had used the unusual expression to convey Kim's wish for bilateral dialogue.
The paper said though that it was uncertain if Kim had himself used such "vivid" terms when he met with Koizumi.
The Japanese foreign ministry only said Koizumi had told Bush that Kim had a "strong desire" for bilateral talks, the daily said.
The United States claims that North Korea has been pursuing a clandestine uranium-based nuclear programme despite its 1994 pledge to freeze nuclear development. It vows not to reward Pyongyang for a compromise on the standoff.
Koizumi last month held his second summit with Kim in 20 months. The meeting focussed on the abductions of Japanese nationals by North Korean agents in the 1970s, a thorny issue which has stalled talks on the normalisation of relations between the two countries.

という部分に関しては、アサヒ・コムの英語版では「プーチンが2005年初頭に来日」として北方領土問題を主に協議するためにロシア大統領の来日が準備されて実務レベルの協議に入っていることを報じている。これはまた、西シベリアから太平洋岸へと抜ける石油・天然ガスのパイプラインに関しても協議することを書いている。
しかし、日本語版にはこの重要と思われる記事は載っていないのは不可解だ。

SAVANNAH, Georgia-Russian President Vladimir Putin on Wednesday agreed to visit Japan at the start of 2005 in hopes of resolving a territorial dispute and concluding a peace treaty, Japanese officials said.
The agreement was reached in a meeting with Prime Minister Junichiro Koizumi on the sidelines of the Group of Eight summit on Sea Island, they said.
2005 marks the 150th anniversary of the Japan-Russia bilateral treaty on trade, territory and other issues.
Tokyo hopes the visit will help to settle the dispute over the Northern Territories off Hokkaido and conclude a peace treaty that will formally end World War II between the two nations, officials said.
The islands-Kunashiri, Etorofu and Shikotan, and the Habomai group of islets-are now held by Russia but claimed by Japan.
The Wednesday meeting was the first between Koizumi and Putin since the president started his second term in May.
Koizumi said he hoped to normalize relations ``by resolving the territorial dispute over the four islands.''
Putin agreed it was a ``major issue.''
``I'm not going to avoid that issue at all,'' he said.
The two leaders promised to step up working-level preparations for the visit.
They also agreed to hold several events commemorating the anniversary of the Japan-Russia treaty.
On the energy front, the leaders said they would work together to support cooperative relations, including those for a pipeline project from western Siberia to the Pacific Coast and for an oil and natural gas exploitation project off Sakhalin in eastern Russia.(IHT/Asahi: June 11,2004) (06/11)
