Yet that's what this video shows, once split up into individual stills. I have irfanview, a free file viewer, with which I stepped through the frames. The *whatever it is* showed significant movement IN EVERY FRAME until it gets *very* close to the building, at which time it takes tow frames to show movement, and then three. To see any movement in the smoke or flames takes 5 frames at least.
