リトアニア(http://www.mofa.go.jp/mofaj/area/lithuania/)なんですが、次なんか見るとチェチェンのテロリストの入国を禁じているようです。何せカトリックの国ですから。しかし、COMドメインになっても続いているというわけですね。
LITHUANIA JOINS SANCTIONS AGAINST CHECHEN FIELD COMMANDER
Lithuania has banned entry to radical Chechen field commander Shamil Basaev and frozen his financial operations in compliance with a recent UN Security Council decision, BNS quoted Foreign Ministry spokeswoman Violeta Motulaite as saying on 14 August. The United States ordered a freeze on Basaev's funds on 8 August (see "RFE/RL Newsline," 11 August 2003). Meanwhile, the Chechen website kavkazcenter.org, which is run by former Chechen Information Minister Movladi Udugov and is extremely sympathetic to Basaev, resumed operations in early August after being shut down by the Lithuanian state security service in June, according to BNS on 13 August. The server for the website is located in the apartment of Lithuanian parliament deputy and former Soviet-era dissident Viktoras Petkus. The Independent Association of Georgian Journalists recently condemned restrictions on kavkazcenter as a violation of human rights, according to a CASCFEN release dated 18 August. LF

で、ここで出てくるViktoras Petkusというのが実に面白い。これです。
「The server for the website is located in the apartment of Lithuanian parliament deputy and former Soviet-era dissident Viktoras Petkus. 」
Who is Viktoras Petkus? Until then virtually unknown though prominent in dissident circles, Petkus was associated with the Catholic dissident movement and with the Lithuanian Helsinki group which monitored Moscow's compliance with the civil rights provisions of the Helsinki agreement of 1976. Arrested on August 28, 1977, and illegally held for many months, he was tried on July 10-13, 1978, that is, at the same time as Anatolii Shcharanski in Moscow and Alexander Ginzburg in Kaluga, Russia. This threefold event Shcharanski's trial on espionage charges, Ginzburg's punishment for administering Solzhenitzyn's aid fund and Petkus' condemnation for his work with the Lithuanian Helsinki group has been reproved by Western press and statesmen, including West German Chancellor Helmut Schmid who singled out Petkus, and our own President Jimmy Carter, though many of the American Catholic publications and congregations, it is sad to say, still have to discover the case of their co-religionist.
The Lithuanian Helsinki group, however, is not exclusively Catholic, but composed of Lithuanian believers and unbelievers; Lithuania's minorites in the group are represented by a Jewish scholar.

Rebel Web Sites Hit by Cyber War
http://www.freerepublic.com/focus/fr/789764/posts
Reuters Chechen separatists say the Federal Security Service, or FSB, is behind the collapse of two web sites that form a key source of news for the rebel area.
The two sites, Kavkaz.org and Chechenpress.com, collapsed under a barrage of attacks from computer hackers just after last month's theater siege.
"On Oct. 26 ... our web site Kavkaz.org was attacked by a group of hackers," said a spokesman for the U.S.-registered site, run by Movladi Udugov, a former Chechen minister now in exile.
Udugov's site and Chechen Press, which resumed operations after a few days, have been a valuable source of alternative information for those monitoring the conflict in Chechnya.
The FSB declined to comment on what it called the web sites' "criminal activities."
"They are just lying, they have a tradition of lying, that is their ethic," FSB spokesman Andrei Larushin said.
Udugov moved his site to Kavkazcenter.com, but by early November that also came under electronic attack and was not working Thursday.
