■Two days of armed struggles in Afghanistan leaves 115 dead
　アフガニスタンで２日間の武力闘争により１１５人が死亡した

Kabul, Aug 15, IRNA

Armed struggles, bomb explosions, and chaotic conditions in various parts of Afghanistan during the past 48 hours have so far claimed at least 115 lives, and led to critical injuries of about another 100 individuals, in addition to lots of material damage.
アフカニスタンの様々な地区での武力衝突、爆弾の破裂、そして混沌とした情勢によって、過去の４８時間に、少なくとも１１５人の生命が奪われ、そのほか約１００人の重傷者、さらに甚大な物的損害がもたらされた。

According to IRNA correspondents in various parts of Afghanistan, the past 48 hours' deadly incidents have been quite unmatched during the past two years.
ＩＲＮＡ特派員によれば、アフガニスタン全土の過去４８時間に起きた致命的な事件の数々は過去２年間とは異質のものである。

One of such fatal clashes occurred between the supporters of the former, and the newly appointed governors of Kajran township, Abdurrahman, and Amanollah, in Afghanistan's Arzegan Province that started on Wednesday morning and lasted for 48 hours. It has claimed 75 lives, tens of casualties, and lots of material damages.
そのような決死的な衝突のうちの１つが、アフガニスタンのアルゼガン州で水曜の朝に発生し４８時間続いた、カジラン地区の前任【軍閥】と新任の行政官、つまりアマノラとアブドゥルラフマンとの勢力間で行なわれた戦闘であり、それにより７５人の生命が奪われ、数十人の負傷者と、多くの物的損害をもたらした。

According to official Afghan sources, 20 of the government forces were killed and 30 more of them injured during the clashes, while 55 of Amanollah's forces, got killed and tens of them were injured.

Battles between the supporters of these two Afghan officials have been one of the most bloody cases in Afghanistan during the past few months, the climax of which was the past 48 hours' clashes, that led to the defeat of the former governor, Amanollah.

The Governor of Arzegan, Jaan Mohammad, confirming the news, told IRNA that the central government's forces entered the scene of clashes on the second day (Thursday) to support the new governor, Abdurrahman's combatants.
アルゼガン州の知事ジャーン・モハマドはこのニュースを認め、新行政官アブドゥルラフマンの部隊を支援するために、２日目（木曜）に中央政府軍が戦闘に介入したとＩＲＮＡに伝えた。

Many of the civilian citizens of the region have left the neighborhood, and the bodies of the battles' victims have remained in the streets. The wounded individuals, too, suffer greatly from serious lack of medical services and facilities.

Also the shops in the area have been either looted by unidentifiedhooligans, or burned out in arsons.

In another incidence, two of the employees of Afghanistan's National Red Crescent Organization (NRCO) got killed in Qazney Province, three other ones got wounded, and the properties of the aid organization were stolen by unidentified raiders.

The head of Afghanistan's NRCO told IRNA, "The deadly incidence took place in Qazney Province's Andar township on Thursday.

He assumed that the attack must have been launched by Taliban, and Golboddin Hekmatyar's Islamic Party terrorists.

Also, according to Afghan officials, some 100 Taliban and Al Qaeda combatants arrived Afghanistan through Pakistan on Wednesday night, who got engaged in fights with the central government's forces in Khost Province.

A commander of the government forces, General Khilabaz Shirzi, told the reporters, "The clashes that lasted for 6 hours began with the attack of the Taliban forces against one of the barracks of the National Afghan Army."

Also in another incidence in Helmand Province's Nadali township in southern Afghanistan, a bus explosion claimed the lives of 15 civilians and injuring 5 other, including 6 children and a women.

According to another report, an explosion at a residential unit in Kabul's Khoshhal Khan District killed 2 and injured 3 civilians on Thursday night.
別の報告によれば、木曜の夜に起きたカブールのコシュハル・カーン地区の住宅での爆発は、民間人２人を死亡させ、３人を負傷させた。

The security affairs deputy of Kabul Police Amin Zadeh, told IRNA that the explosion was due to the activities of university students engaged in manufacturing hand made bombs.
カブール警察の治安問題の代表者アミン・ザデーは、手製の爆弾の製造に没頭していた大学生たちの行動がこの爆発の原因だとＩＲＮＡに伝えた。

He added that the students probably aimed at lunching a car bomb explosion using the exploded devices in Kabul.

The US forces, too, confirmed here on Friday that their base in Afghanistan's Khost Province was hit by three rockets on Thursday night, but they did not say anything about the probable casualties of the incidence.

Meanwhile, the UNHCR announced here on Thursday night that it will shut down its office in Assadabad, the capital of Afghanistan's Konnar Province, in the east of this country, due to "lack of sufficient security guarantees."

The decision was made following Monday night's hitting of a rocket some 400 meters from the UNHCR's office in Assadabad.

　ロイター通信によると、アフガニスタン中部のウルズガン州で１３日、軍閥間の戦闘が発生、兵士ら少なくとも２５人が死亡した。軍閥の指導者が語った。
　戦闘は同州カジラン地区の主導権争いが原因で、以前に同地区を支配していた軍閥の勢力が後継者の勢力と衝突した。

■地方の有力軍閥指導者を更迭、解任　暫定政府［毎日］ 2003/08/14 　

　【イスラマバード西尾英之】アフガニスタン暫定政府は１３日、南部カンダハル州のグルアガ知事を更迭し、西部ヘラート州のイスマイル・カーン知事を兼任の同州軍司令官から解任した。今回の人事には、地方の有力軍閥指導者である両氏の力を削ぎ中央集権化を進める狙いがあるが、両氏が素直に応じるかどうかは不明で、今後、アフガン情勢が不安定化する恐れもある。
　同国国営テレビによるとグルアガ氏は中央政府の都市開発相に就任し、後任のカンダハル州知事にはユスフ・パシュトゥン同相が就任する。イスマイル・カーン氏はヘラート州知事の座には留まる。政府のルディン報道官はＡＦＰ通信に対し「これは行政改革の一環だ」と語った。

　グルアガ氏は反タリバンの有力軍閥でタリバン政権崩壊後、知事公邸を占拠して強引に州知事に就き、南部各州を事実上支配してきた。カーン氏もヘラートを地盤とする西部の有力軍閥で、タリバン政権崩壊後に逃亡先のイランから戻った。

　両氏ら軍閥指導者は、貿易業者などから勝手に徴税して巨額の収入を得ており、中央政府にとって全国の徴税権の確保が大きな課題となっている。カルザイ大統領は５月、全国の知事をカブールに集め、税金を中央政府へ収めるよう強く要求し、カーン氏らは税収の一部の上納を始めたばかりだった。

　この時期にカルザイ大統領が強行策に出た背景には、タリバンの勢力回復によって各地で政府軍や米軍、外国の援助団体などへの攻撃が相次ぎ地方の治安情勢が一層悪化していることがある。さらに、軍閥の群雄割拠が続く現状では今年秋の憲法制定、来年の選挙実施というボン合意に基づく国家再建プロセスの実現が困難になるとの判断が働いたとみられる。
