The Justice Department's inspector general yesterday sharply
criticized the department for its treatment of illegal aliens detained
as part of the FBI's September 11 terrorist investigation.

　米司法省監察官は２日、米連邦捜査局（ＦＢＩ）の９・11テロ捜査の一部とし
て行った不法外国人の拘留について、同省を厳しく批判した。

The review found that many of the 762 detainees did not know why
they were being held, were prevented from getting legal representation,
and were denied bond.

　監察官の調査報告によれば、762人の拘留者の多くが、自らがなぜ拘束されたの
か分からず、法定代理人を立てることができず、保釈を拒否されていた。

The investigation called cell conditions "unduly harsh" and cited
the fact that the rooms remained brightly lighted 24 hours a day. It
also found a pattern of physical and verbal abuse against 19 detainees
at a New York federal prison who were interviewed by the inspector
general's office.

　報告は、（拘留された）監房の環境が“極めてひどい”と指摘、部屋の照明が
１日24時間、明るくともされていた事実を挙げている。また、ニューヨーク連邦
刑務所で19人の拘留者が暴行や暴言を受けたりしていたことも、監察局が拘留者
に行ったインタビューで分かった。

The review also criticized the length of confinement and the lack of
efforts to clear detainees of any connection to the attacks. Nearly all
the detainees were found to be in violation of immigration laws.

　報告は、拘留期間の長さや、拘留者がテロと関係がないことを明らかにしよう
とする努力が欠けていたことも批判している。また、ほとんど全員の拘留者が、
移民法に違反していたことが明らかとなった。

After the attacks the FBI was directed to use "every available law
enforcement tool" to arrest those who "participate in, or lend support
to terrorist activities," and within two months it had detained 1,200
citizens and aliens for questioning as part of PENTTBOM.

　テロ攻撃の後、ＦＢＩは、「（テロに）加わるか、テロ活動を支援した」人物
を逮捕するため、「可能なあらゆる法執行手段」を用いるよう指示を受けた。そ
の結果、ＰＥＮＴＴＢＯＭ（ＦＢＩの同時多発テロ捜査のコードネーム）の一環
として、ＦＢＩは、２カ月以内に1200人の米国人と外国人を取り調べのため拘留
した。（６月３日）
