UK investigates coalition troops masquerading as aid workers in Afghanistan
Friday May 09, 2003 (0131 PST)
LONDON: UK government has decided to investigate the claims that coalition troops in Afghanistan are masquerading as aid workers for armed operations.
There are fears that genuine aid workers could be put at risk if troops use civilian clothes and claim to be working for charities as they carry out military operations, according to BBC reports.
Asked about the claims in the House of Commons, International Development Secretary Clare Short said she knew of no such activities but promised to look into the allegations.
She was pressed about the reports by her Conservative shadow, Caroline Spelman.
"Can you confirm that as part of the ongoing security operations in Afghanistan, some coalition troops are conducting operations in civilian clothing whilst armed and claiming to be humanitarian workers?"
Mrs Spelman asked.
"Do you accept that British aid workers' lives are being put at risk by this blurring the distinction between aid workers and soldiers?"
The Tory MP urged Ms Short to check the claims with Defence Secretary Geoff Hoon and the US Government.
Ms Short replied:
"I am not aware of this allegation.
It's a very serious allegation, a complete breach of the Geneva Convention - very, very serious indeed.
"If it is true it would endanger the lives of humanitarian workers - and there has been the death of an International Committee of the Red Cross worker - near Kandahar, I think it was, speaking from memory."
She continued:
"I have heard nothing of such an allegation.
I will look into it and get back to you."
Dominic Nutt, emergencies officer at Christian Aid, said he had no knowledge of the military using such tactics in Afghanistan.
But he said special forces had used such cover in other conflicts.
Mr Nutt said it was essential aid workers were seen as impartial and such activities could put them, and those around them, in the firing line.
"It is bad for the whole environment - it puts the whole aid operation in jeopardy," he said.
